Village Hall committee members non-pecuniary in Village Hall matters.

16/20 Annual • Under the Local Authorities and Police and Crime Clerk Meeting and Panels (Coronavirus) Regulations 2020 the requirement Elections to hold an Annual Council Meeting has been suspended.

• Under the same legislation the existing Chair, Helen Clerk Williamson, remains in office until after current restrictions are lifted.

• The Clerk presented the End of Year Statement for Clerk Financial Year 2019/2020. She advised that there had been an in-year overspend as Expenditure had exceeded Income by £7,456.83. The carried forward figure from 1st April 2019 was £18,937.09 and this resulted in a reduction in the cash assets of the Parish Council of 40%.

• The financial forecast was discussed at length and it Clerk was agreed that cost savings needed to be made. The Clerk advised that she would be closely monitoring expenditure and providing a quarterly budgetary and financial forecast for the Parish Council. 17/20 Matters Arising • Youth Club The Clerk advised that the Youth Club had Clerk temporarily closed and that both Youth Club leaders had been furloughed. The Clerk has now been advised that she will not be able to re-claim the pay for these 2 furloughed posts.

• Village Marker Work to produce a new Village Marker Clerk to replace the one damaged in a car accident had been suspended following lockdown. When Rotherham’s opens again work would recommence on the replacement marker.

• Community Day Mike Worsey advised that the Mike Community Day planned for 3rd July had been Worsey cancelled. It was hoped to hold it instead next year.

Housing Street Names The Chair Clerk expressed disappointment that the names chosen by the Parish Council had been rejected, with the exception of Rose Garth. Councillor Aitken said she would raise this issue with the Address Management Team at ERYC.

• Tree Planting on Rail Trail This would now take place Clerk in the autumn with the trees purchased by ERYC.

• Community Safety Priorities The Parish Council has Clerk been asked by the Police and Crime Commissioner for Humberside to identify their top 3 safety priorities for HOSM. The Parish Council felt this was a very difficult question to answer because every resident would have a different set of priorities. The response provided will be heavily caveated to reflect this.

18/20 Planning • 20/0888/PLF - Erection of two storey extension to side Parish Applications at East Lodge, Road for Leedor Councillors Borlant. Supported by the Parish Council.

• 20/01278/PLF - Erection of detached garage/workshop following removal of existing garage at Penrith, 26 Selby Road for Mr Richard Peacock. Supported by the Parish Council.

• 20/01247/PLF – Erection of extension to general purpose building following demolition of timber barn at Bridgeholme Farm for J Vicary and S Vicary. Supported by the Parish Council.

Clerk’s Note: The Clerk asked Councillor Aitken if she could speak to the Planning Dept. at ERYC to ask if it is possible to extend the time given to the Parish Council to provide comments for planning applications. Planning • 20/00644/PAD – Display of 1 no. non-illuminated Decisions pole-mounted sign at Land north of Road for Ward Homes Yorkshire Ltd (retrospective application). Planning permission refused.

20/20 Reports • Tim Laverack reported that all of the grates on the road Clerk in front of the church (A614) were full and needed to be cleared out. He also reported that a GPO cover next to Laverack’s Bakery was damaged and needed to be replaced.

• Helen Williamson and Mike Worsey provided an Parish update on the ongoing work of the Covid 19 Volunteer Councillors Group in the Village and highlighted the unstinting support given by Zaila Rhodes and Sharon Smith to the Group. Both Zaila and Sharon had worked long hours, especially at the start of lockdown, to ensure the Group’s success in caring for the elderly and vulnerable in the Village.

• Helen Williamson advised that a future aspiration for Chair the Parish Council was to produce a Long Term Housing Plan for the Village.

21/20 Correspondence Tree Planting Funds Correspondence has been received from Clerk 3 tree planting funds:

• Spaldington Airfield Windfarm Tree Planting Fund – Applications required by 31st July 2020. • Gallymoor WindfarmTree Planting Fund – Applications required by 31st July. • ERYC Community Tree Planting Fund- Applications required by 31st July 2020.

Applications are invited from both organisations in the village and individuals. Details can be found on-line for all 3 funds. Date of Next The next meeting will be held on Wednesday 17th June 2020 at All Meeting 7.00pm and will be held using Zoom. Given that the Government’s guidelines regarding 2 or more people meeting are unlikely to allow Parish Council Meetings to be held in the traditional manner, all Parish Councillors are encouraged to ensure that they can join the meeting if at all possible.
