In these Regulations, any word or expression to which a meaning has been assigned in the Eastern Cape Consumer Protection Act, 2018, Consumer Protection Act, 2008 or the National Credit Act, 2005 has the meaning so assigned to it, and, unless the context otherwise indicates— "Act" means the Eastern Cape Consumer Protection Act, 2018 (Act No. 3 of 2018); "Chairperson" means the Chairperson or Deputy Chairperson of the Eastern Cape Consumer Tribunal; "compliance notice" means a compliance notice issued in terms of section 14 of the Act or in terms of section 84(a) of the Consumer Protection Act. Interpretation 2. These Regulations must be interpreted in a manner that gives effect to the purposes of the Act. CHAPTER 2 INVESTIGATION OF COMPLAINTS BY THE OFFICE OF THE CONSUMER PROTECTOR Initiating Lodging of complaints with the Office of the Consumer Protector 3.(1) A person who wishes to lodge a complaint about alleged conduct in contravention of this Act, the Consumer Protection Act or National Credit Act must do so by— (a) hand delivery to the Office of the Consumer Protector or a regional office, substantially in the form of Form EC-CP 1,, contained in Annexure A; (b) e-mail to the Office of the Consumer Protector or a regional office, substantially in the form of Form EC-CP 1, contained in Annexure A; (c) telefax to the Office of the Consumer Protector or a regional office, substantially in the form of Form EC-CP 1, contained in Annexure A; (d) logging a call with the call centre; or (e) any other electronic format as determined by the Consumer Protector. (2) Where a complaint is initiated by the Office of the Consumer Protector in terms of section 9(2) or 9(3) of the Act, it must be substantially in the form of Form EC-CP 2, contained in Annexure A. (3) On receipt of any complaint contemplated in section 9 of the Act, the Consumer Protector must register the complaint and allocate a reference number to the complaint. (4) The Consumer Protector must notify the complainant contemplated in sub-regulation (1) in writing or verbally of the reference number of the complaint. Consumer Protector may request complainant to provide further information 4.     Fish to Sundays Internal Strategic Perspective CHAPTER 2 - OVERVIEW OF THE ISP AREA 2.1 INTRODUCTION This ISP area has very little water of its own and the underlying geology also results in much of this being of very poor quality. The Kat and Koonap rivers, and to a lesser extent the Tarka River, are the only tributaries with significant own resources. The Orange-Fish-Sundays scheme, implemented in the 1970s, moves over 600 million m3 of water each year out of the Orange River Basin, primarily for irrigation in the Fish and Sundays catchments but with water going as far as Port Elizabeth. The hydrology, water balance and economy of the Fish-Sundays system are completely dominated by this imported water. A further allocation of 38 million m3 of water for the irrigation of an additional 4 000 ha of land by resource-poor farmers has been added to the region, but this allocation must still be implemented (26). There are very significant losses through the transfer of water through the system, and saline return flows pose a serious problem for downstream users. Our knowledge of these losses, and the necessary releases and compensations that must be made, is poor, and is further complicated by the variable natural yield of the Fish and Sundays systems. Very significant work is required to improve our knowledge if this system is to be efficiently managed. Areas removed from the main rivers are mainly supplied from groundwater. 2.2 PHYSICAL FEATURES 2.2.1 Locality For practical reasons the Fish to Tsitsikamma WMA was divided into two ISP areas, the Fish to Sundays area, which is the subject of this report, and the Tsitsikamma to Coega area which is covered in DWAF report P WMA 15/000/00/0304.

    UNIVERSITY OF THE WITWATERSRAND FACULTY OF HUMANITIES SCHOOL OF SOCIAL SCIENCES DEPARTMENT OF HISTORY COAL CAPITAL: THE SHAPING OF SOCIAL RELATIONS IN THE STORMBERG, 1880-1910 PhD PAT GIBBS 330289 Supervisors: Professor Phillip Bonner Dr Noor Nieftaqodien Professor Anne Mager Port Elizabeth 2014 i Abstract This thesis is an analysis of the interaction of a variety of communities that coalesced around the coal fields in the environs of the town of Molteno in the Stormberg mountains, during the late Victorian period and the first decade of the 20th century. An influx of mining and merchant capitalists, bankers and financiers, skilled miners and artisans from overseas and Thembu labourers from across the Kei River flooded into what had been a quasi-capitalist world dominated mainly by Afrikaner stock farmers, some English farmers and Thembu and Khoi sharecroppers and labourers. It also examines the brief life-span of a coal mining enterprise, which initially held out the hope of literally fuelling South Africa’s industrial revolution, and its relationship with the economically and socially significant railway, which it drew into the area. This capitalisation of an early capitalist zone on the northern border of the Cape has demanded an analysis of the intersecting economies of mining, farming and urbanisation as well as of the race, class and ethnic formations generated by this interaction. In delineating the day-to-day minutiae of events, this thesis seeks to reveal a microcosmic view of the fortunes and identities of the associated communities and to present a distinctive, regional study of a hitherto unknown and early aspect of South Africa’s mineral revolution.

By law IDP has to be reviewd annually to accommodate changes as the world changes, meaning by 2014- 2015 there should be a 2nd IDP Review which must not be in contrast with its original 5 year IDP hence this document which is the actual 1st IDP review of the 5 year Plan.
