Životopis i bibliografija autora .................................................................... 248 II Predgovor Odluka o izboru i formiranju teme ove disertacije Međunarodni pogledi na krizu u Jugoslaviji 1980.-1987. nastala je u sklopu pohađanja poslijediplomskog doktorskog studija Jadran - poveznica među kontinentima na Sveučilištu u Zadru. Primarni razlog za odabir navedene teme bilo je moje zanimanje za suvremenu povijest i pitanja međunarodnih odnosa nakon Drugog svjetskog rata. U sklopu tih interesa pojavila se ideja o mogućem istraživanju zapadnih pogleda na situaciju u Jugoslaviji tokom osamdesetih godina. Učinilo mi se da taj segment povijesti Jugoslavije nije dovoljno tematiziran u kontekstu istraživanja zapadnih izvora zbog nedostupnosti arhivske građe uzrokovane malom vremenskom distancom od problematiziranog razdoblja. Upravo u vrijeme mog doktorskog studija počeli su se otvarati arhivski fondovi za navedeno razdoblje. Međutim, zbog objektivnih problema oko pristupa arhivskom gradivu, iskrsnuli su određeni problemi prilikom pisanja rada. Ti problemi bili bi nerješivi bez pomoći mentora i kolega koji su mi savjetima i uputama uvelike olakšali izradu ove disertacije. Zbog toga želim izraziti zahvalnost svome mentoru prof. dr. sc. Mithadu Kozličiću, komentoru doc. dr. sc. Zlatku Begonji, kolegama izv. prof. dr. sc. Anti Braliću, prof. dr. sc. Mladenu Ančiću, doc. dr. sc. Anti Batoviću i svim ostalim kolegama s Odjela za povijest Sveučilišta u Zadru te svima koji su mi svojim idejama, pitanjima, sugestijama i podrškom pomogli u pisanju disertacije. Na koncu se zahvaljujem svojoj obitelji na neizmjernoj podršci i u teškim trenutcima tokom pisanja ovoga rada, a posebno mojoj supruzi Maji bez koje sigurno ne bih uspio. III 1. Uvodne napomene Primarni cilj ove doktorske disertacije pod naslovom Međunarodni pogledi na krizu u Jugoslaviji 1980.-1987. bit će analiza političkih, društvenih i gospodarskih problema od 1980. do 1987. u SFR Jugoslaviji iz perspektive zapadnih čimbenika. U prvom redu to se odnosi na SAD i Veliku Britaniju kao dvije najistaknutije zemlje zapadnog partnerstva u razdoblju Hladnog rata. Znanstvena literatura koja se bavi socijalističkom Jugoslavijom mnogobrojna je i obrađuje širok spektar problema. Već za postojanja socijalističke Jugoslavije historiografija je obradila mnoge teme vezane za njen nastanak i razvoj. Ipak, postoji problem u ideološkoj obojenosti literature koja je publicirana u zemlji u razdoblju postojanja Jugoslavije, posebno u smislu izravnih intervencija najviših struktura vlasti prema historiografiji.1 Razdoblje koje se obrađuje u disertaciji relativno je slabo obrađeno za vrijeme postojanja

Rik Van de Walle October 2019 i English Summary This dissertation examines the motives and central visions of three student demonstrations, each taking place within different historical and political contexts and each organized by a different generation of Kosovo Albanian students. The years 1968, 1981 and 1997 witnessed a proliferation of student mobilizations as collective responses demanding more national rights for Albanians in Kosovo. I argue that the students' main vision in all three movements was the political independence of Kosovo. Given the complexity of the students' goal, my analysis focuses on the influence and reactions of domestic and foreign powers vis-à-vis the University of Prishtina (hereafter UP), the students and their movements. Fueled by their desire for freedom from Serbian hegemony, the students played a central role in "preserving" and passing from one generation to the next the vision of "Republic" status for Kosovo. Kosova Republikë or the Republic of Kosovo (hereafter RK) status was a demand of all three student demonstrations, but the students' impact on state creation has generally been underestimated by politicians and public figures. Thus, the primary purpose of this study is to unearth the various and hitherto unknown or hidden roles of higher education – then the UP – and its students in shaping Kosovo's recent history.

Nejprve je rozebráno teoretické a státovědné ukotvení celkové problematiky. Dále se disertační práce zabývá hlavními ústavními institucemi (parlamentem, hlavou státu, vládou a ústavním soudem) a takzvaným „pilířům“ Jugoslávie (Josip Broz Tito, Jugoslávská lidová armáda, Svaz komunistů Jugoslávie, společný jazyk a idea bratrství a jednoty).     Party Outcomes in Hybrid Regimes in the Western Balkans and Beyond By Ivan Vuković Submitted to Central European University Department of Political Science In partial fulfillment of the requirements for the degree of DOCTOR OF PHILOSOPHY Supervisor: Professor Zsolt Enyedi Budapest, May 2014 Abstract Most political parties that had been ruling in hybrid regimes lost power as these regimes ceased to exist i.e. democratized. Yet, some of these parties remained politically dominant notwithstanding the regime change. This PhD thesis aims to offer a plausible explanation of their different political fates (here defined as party outcomes). Its main focus is on the incumbent parties in hybrid regimes that existed in Serbia, Croatia, and Montenegro during the last decade of the 20th century. In addition, the thesis looks at a larger population of similar cases with the ambition to contribute to a better general understanding of the diverging party outcomes. The thesis puts forward a theoretically innovative model explaining the party outcomes, founded upon the two assumptions: (1) the diverging fates of dominant parties in hybrid regimes are determined by these parties’ (lack of) institutionalization; (2) (the lack of) their institutionalization is determined by the salience of the national question in the process of political mobilization leading to the regime establishment. Process tracing method is employed to test the presence in the three cases under observation of the thus constructed causal mechanism linking the hypothesized conditions (nationalist mobilization and the lack of party institutionalization) and party outcome (the loss of power). The theoretical relevance of the results of the analysis, supported by numerous causal process observations (including, among others, 27 in-depth interviews), is subsequently assessed within a broader empirical domain.

The improvement of relations between Yugoslavia and Albania, affected Kosovo to start the collaboration for which Kosovo waited for approximately 20 years. The relations after 1968, should be seen from several perspectives between Yugoslavia and Albania. First of all some of the major factors which encouraged a decent beginning were the circumstances created in Czechoslovakia after the Soviet Union invasion. Albania’s reaction was immediate, which supported Yugoslavia during the invasion. The second factor are the Albanians from Kosovo, to whom Albania with Enver Hoxha’s influence had started to play the nationalistic card namely, national-communism. Thirdly, Tito’s attempts were clear after Plenum of Brione, he wanted to balance the politic between Yugoslavia and various clans but also different nations and nationalities. In the meantime, the roots of the relations between Kosovo and Albania date from 1966, the beginning of this relation were the market trades which opened the road for further cooperation in education and culture between Kosovo and Albania. In this research we have been focused on elaborating the scientific collaboration of these two countries, the effects, the results and the cultural activities that were held in this important year for the Albanians in general.

    My jsme Albánci, ne Jugoslávci – demonstrace 1981 Mezníkem v dalším vývoji jak Kosova, tak samozřejmě celé Jugoslávie, se stala Titova smrt 4. května 1980. Na první pokus o revizi kosovského statusu poté nebylo zapotřebí dlouho čekat. Došlo k němu necelý rok po maršálově skonu – v březnu a dubnu 1981, kdy celou autonomní oblast zachvátily nepokoje, které do té doby neměly v SFRJ obdoby. Začaly 11. března 1981 kolem poledne jako izolovaný a na první pohled nevýznam- ný studentský protest, vyvolaný špatným jídlem v univerzitní menze. „Menzovní“ incident záhy přerostl v protest proti nedobrým sociálním podmínkám studentů a vůči nekvalitnímu ubytování v prištinském stu- dentském městečku.809 Poté, co se kolona protestujících studentů vyda- la k stranickému sekretariátu, pokoušeli se profesoři i kosovští politi- ci studenty uklidnit v dlouhých debatách. Mezitím však policie několik studentů zatkla a protest se proto znovu rozhořel. Získal i jisté „anti- byrokratické“ zaměření vůči kosovským představitelům (skandovalo se také „někteří v křeslech, jiní bez chleba“).810 Policie proti studentům in- tervenovala slzným plynem. Při potyčkách byli zraněni dva policisté a 18 demonstrantů. Zhruba stovku studentů policie zatkla. Předseda OV SK Kosova Mahmut Bakalli poté strávil noc s albánskými studenty v diskusi na kolejích, při nichž slíbil zlepšení situace, ale důrazně je upozornil, že další demonstrace již nesmí být.811 Kosovská politická reprezentace, která se sešla následujícího dne, demonstrace sice odsoudila, ale s tím, že k nim došlo spontánně, tj. že předtím „neexistovaly žádné indicie o tom, že by k nim mohlo dojít“.812 Tím ze sebe sňala případné podezření ze zanedbání „revoluční bdělosti“. The Yugoslav State Security Service and Physical Violence in Socialist Kosovo Isabel Ströhle Abstract: As the movement toward decentralization in Yugoslavia accelerated following the Brioni Plenum of 1966, the Kosovo branch of the League of Communists sought to support its demands for an expansion of the province’s autonomy and Albanian nationality rights by revealing so-called “deformations” (deformacije), including violence of the state security service in Kosovo province. While it formally succeeded in that effort, on a local level this strategy undermined the political legitimacy of Yugoslav Communist rule in multi-ethnic Kosovo. Using court case files and documented interrogations of security service officials by party commissions, the article first reconstructs one of the most-debated incidents of extreme state violence in Yugoslav Kosovo: the confiscation of weapons from villagers in 1955–1956. The article then explores, using archival materials of the League of Communists of Kosovo and Serbia, the ways in which the Kosovar Communist leadership debated the state security and intelligence agencies’ excessive use of violence a decade later The author argues that the leadership’s aspiration to reshape the memory of the earlier phase of Yugoslav Communist rule in Kosovo through releasing selected pieces of information caused outrage locally and undermined the leadership’s effort to legitimate its rule more fully, particularly as the promised lustration

Abstract The matter of my theme will be the patriotic activity of political inmates from Gjakova and its vicinity during period of time 1945-1966 based from the gleam of archive sources. Related to this, I will focus in the matter of Kosovo as an inevitable expansion of the existence and the role of National Albanian Matter. In the matter I am working on, I will make a survey of a repeated process of the violence that Kosovo Albanian people experienced from the former Federative Yugoslavian country especially during the trials and imprisonments of individuals and groups of ethnic Albanians from Gjakova and its vicinity during the period of time 1945-1966. I can point out “The group of Gjakova” who were judged and sentenced in 1957. Five main members of the group were proclaimed guilty with imprisonment 40 years in total. As for the topic I am working on, while searching at the Regional Archive of historical matters for Gjakova with its vicinity and as conducting other researches to some family and municipal archives, I was able to get historical records and other sources which so far were not published. Introduction The political movement and the resistance of the Albanians in former Yugoslavian country from 1945 to 1981 can be figured out only then when we have a clear view about the illegal movement, its arrangement and the structure of the main leaders.
