According to media and informant reports, untold thousands of Uyghurs and other Muslims have been and are being detained in clandestine political re-education facilities, with major implications for society, local economies and ethnic relations. Considering that the Chinese state is currently denying the very existence of these facilities, this paper investigates publicly available evidence from official sources, including government websites, media reports and other Chinese internet sources. First, it briefly charts the history and present context of political re-education. Second, it looks at the recent evolution of re-education in Xinjiang in the context of ‘de-extremification’ work. Finally, it evaluates detailed empirical evidence pertaining to the present re-education drive. With Xinjiang as the ‘core hub’ of the Belt and Road Initiative, Beijing appears determined to pursue a definitive solution to the Uyghur question. Since summer 2017, troubling reports emerged about large-scale internments of Muslims (Uyghurs, Kazakhs and Kyrgyz) in China's northwest Xinjiang Uyghur Autonomous Region (XUAR). By the end of the year, reports emerged that some ethnic minority townships had detained up to 10 percent of the entire population, and that in the Uyghur-dominated Kashgar Prefecture alone, numbers of interned persons had reached 120,000 (The Guardian, January 25, 2018). -

Against the backdrop of a widespread scholarly claim that the Shanghai Cooperation Organization (SCO) plays no role in this endeavor, this thesis argues that Beijing acts as a security-seeker to bind both Kazakhstan and Russia into energy cooperation within the organization. Acting as a regional forum through which China channels and reinforces its oil dealings, I argue that the SCO corrects the pitfalls of a bilateral approach which elicits the counter-balancing of Chinese activities by Astana and Moscow who are concerned with the distribution of gains. Putting to a test differing hypothesis by rationalist IR theories, I find that the SCO approach enables China to assure both actors about its benign intentions and maximize gains on a bilateral level as expected by defensive neorealism. Repayment period 30 years (Grace period 10 years) Final Disbursement June 2002 Date Project Outline Long-distance optic transmission network extending over Guangdong Province, Guangxi Zhuangzu Autonomous Region, Yunnan Province and Sichuan Province was con- structed, to accommodate the growing communication demand in these regions, as well as to improve the invest- ment environment in inland regions with a view to pro- moting economic development. Results and Evaluation Through this project, fiber optic cables (total length: 4,174km) and transmission facilities were constructed in three provinces and one ward, the total long distance switch capacity that was 770,000 lines in 1995 significant- ly grew to 1.6 million lines by 2001. Moreover, the num- ber of long-distance calls handled in the targeted regions, including mobile phones was estimated to be 14.6 billion (96% of the plan) in actual results of 2000. This project has provided a high quality communications service to a larger number of people than before through optic cables. In regard to the improvement of an environment suitable for investment in the targeted regions, it is generally rec- ognized that correlation exists between the conditions of communication infrastructures and expansion of invest- ments and economic development, and it is believed that this project has made some contributions toward industrial development, though there have been effects by third fac- tors outside the project. -

CHINA (INCLUDES TIBET, XINJIANG, HONG KONG, AND MACAU) 2019 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary Reports on Hong Kong, Macau, Tibet, and Xinjiang are appended at the end of this report. The constitution, which cites the leadership of the Chinese Communist Party and the guidance of Marxism-Leninism and Mao Zedong Thought, states that citizens have freedom of religious belief but limits protections for religious practice to “normal religious activities” and does not define “normal.” Despite Chairman Xi Jinping’s decree that all members of the Chinese Communist Party (CCP) must be “unyielding Marxist atheists,” the government continued to exercise control over religion and restrict the activities and personal freedom of religious adherents that it perceived as threatening state or CCP interests, according to religious groups, nongovernmental organizations (NGOs), and international media reports. The government recognizes five official religions – Buddhism, Taoism, Islam, Protestantism, and Catholicism. Only religious groups belonging to the five state- sanctioned “patriotic religious associations” representing these religions are permitted to register with the government and officially permitted to hold worship services. There continued to be reports of deaths in custody and that the government tortured, physically abused, arrested, detained, sentenced to prison, subjected to forced indoctrination in CCP ideology, or harassed adherents of both registered and unregistered religious groups for activities related to their religious beliefs and practices. There were several reports of individuals committing suicide in detention, or, according to sources, as a result of being threatened and surveilled. In December Pastor Wang Yi was tried in secret and sentenced to nine years in prison by a court in Chengdu, Sichuan Province, in connection to his peaceful advocacy for religious freedom. -

Religions of foreign origin have shaped Chinese cultural history much stronger than generally assumed and continue to have impact on Chinese society in varying regional degrees. The essays collected in the present volume put a special emphasis on these “foreign” and less familiar aspects of Chinese religion. Apart from an introductory article on Daoism (the BKGA 85 BKGA Religion in China prototypical autochthonous religion of China), the volume reflects China’s encounter with religions of the so-called Western Regions, starting from the adoption of Indian Buddhism to early settlements of religious minorities from the Near East (Islam, Christianity, and Judaism) and the early modern debates between Confucians and Christian missionaries. In China, ice and snow tourism is a new type of recreation; however, the establishment of snow and ice in relation to the suitability of the surrounding has not been clearly expressed. Based on multi-source data, such as tourism, weather, and traffic data, this paper employs the Delphi-analytic hierarchy process (AHP) evaluation method and a spatial analysis method to study the spatial differences of snow and ice tourism suitability in China. China’s ice and snow tourism is located in the latitude from 35◦N to 53.33◦N and latitude 41.5◦N to 45◦N and longitude 82◦E to 90◦E, with the main focus on latitude and terrain factors. -

The Xinjiang Bingtuan in the Twenty-first Century
Asian Studies Review March 2009, Vol. 33, pp. 83–106 Neo Oasis: The Xinjiang Bingtuan in the Twenty-first Century THOMAS MATTHEW JAMES CLIFF* The Australian National University Introduction Military-agricultural colonies have long been a feature of Chinese frontier policy, but in the late twentieth century the bingtuan1 underwent an unprecedented transformation of form, function and rhetorical justification that raises questions regarding the contemporary bingtuan’s motives, mechanisms and role models. By examining these questions, this article sets out to determine the role that is being played by the twenty-first century bingtuan, and how it diverges from the military- agricultural colonies of the past. In 1982 Deng Xiaoping declared that the bingtuan ‘‘should be different from military farms’’ (Seymour, 2000, p. 182), and in 1998 the bingtuan (which translates as Corps) officially became a corporation (a move that I shall term Incorporation). These changes were not simply rhetorical. The bingtuan had by 1999 undergone a series of major structural changes. Whereas in 1954 the organisation was subject to the authority of the XUAR2 government, by 1999 it had been gradually promoted to the same bureaucratic status as the XUAR government. The bingtuan has occupied expanding areas of Xinjiang since 1954, and the bureaucratic promotion of 1998 effectively made it a ‘‘state within a state’’.3 Despite these changes, Chinese and Western authors continue to refer to the twenty-first century bingtuan as little removed from Dynastic era forms of military- agricultural colony. Within this discourse, there is an assumption that the bingtuan of 1954 is the same organisation as the bingtuan of 2005.
