2017 BB Coaches Advisory Mtg April 5, 2017 1. Change to Mercy Rule for Class B - Yes a. When the point differential reaches 30 or more points in the 4th quarter, the clock will continue to run. b. The clock will only be stopped for all free throws, time outs, and injuries c. Any time a foul is called that will result in free throws, the clock should stop. If the clock continues to run following a foul call, as soon as it is determined you will be shooting free throws, the clock should be stopped and shoot the free throws. Officials will not put time back on the clock that may have run off prior to recognizing free throws are to be shot. The clock will resume upon the touching of the last missed free throw or when the last free throw is made, when the ball is legally touched following the throw-in. 2. Video Review at State Tournament – Just for last second shots - Yes a. Video review for out of bounds, last second shots, and determining if a shot is a two or three pointer in the last two minutes of the 2nd half and OT. b. Would need to work with our TV provider c. 4th official at the desk? 3. Restricted Area Arc training? Call Randy Johnson about Coaches Convention 4. No re-seeding at EDC and WDA after play in games 5. 7 quarters per night? – Would it be abused? B Coaches are in favor. 6. 3 class plan? Majority of coaches against it. 7. NFHS Rules proposals – discussed changes that were proposed 8. Class A Scheduling – Would like some East/West games 9. Class A Shootaround – Not available in the state schedule 10. Scrimmages – available later – no, it is in the NDHSAA Board regulations 11. Officials names for voting. Many missing out on votes because they don’t know their name. 12. Roster - For all NDHSAA region and state tournament games, a maximum of 15 players may dress and play in a game. .
