Implementation Status Overview Progress has been made during the last months following the Bank’s implementation support visits in June and September 2012. The detailed architectural design of the Materials Recovery Facility (MRF) financed under Project Component I was submitted to the RUE “Glavgosstroiexpertisa at the State Committee for Standardization (GSE) for review and approval on November 15, 2012. Final draft Bidding Documents (BDs) for supply and installation of the MRF were submitted to the Bank for review; and returned to the Borrower with

However, although all stakeholders have put high priority on finalizing these important final steps prior to tender launch, the recent progress cannot compensate for the delays accumulated under the Project. Overall, implementation progress is rated ‘Moderately Unsatisfactory (MU)’. The rating would stay MU until the MRF supply and installation contract has been awarded, expected in the second quarter of 2013. Progress of the Persistent Organic Pollutants (POPs) Stockpile Management Component financed by a Grant from the Global Environmental Facility (GEF) is satisfactory. Targeted elimination of approximately 1,800 tons of POPs stockpiles, the main GEF outcome indicator, is complete. The destruction of additional 768 tons of POPs waste identified as a result of excavation work to date at the site is about to start under a new contract with the international disposal contractor SAVA.
