Planning and Highways Meeting Tuesday 7th November 2017 Sutton Coldfield Town Hall 7pm Present Cllrs D Allan (Chairman), L. Allen, Cairns, Griffin, Horrocks, Long, Perks & Puri. In Attendance Olive O’Sullivan - Town Clerk and Natalia Gorman - Administrative Officer. There were 4 members of the public and no press present. The Chairman welcomed everyone to the meeting and invited questions or comments from the public. Adam Hughes, a resident of Trinity Ward made an objection to planning application 2017/09173/PA, 46 Essex Road. Stating the proposed plan showed a lack of detail in respect of his own property, No 48, that the scale is not in keeping with area and that it would be intrusive to his property. Mr. Hughes suggested that there may also be an impact on existing trees on Essex Road and that the proposed extension would also have an impact on daylight, sunlight and would cause overshadowing and loss of privacy. Jill Turner, a New Hall resident made an objection to planning application 2017/08620/PA, 7 Oak Farm Close. Ms. Turner advised committee that the orangery has already been erected without planning permission, that it causes a loss of privacy to her garden, has an impact on daylight, sunlight & overshadowing and also the scale, mass and design is not in keeping with the area. Martin Pearce, a resident of Four Oaks ward asked for an update on driver feedback signs. The Chair advised Mr. Pearce that a meeting with Birmingham City Council to discuss the terms & conditions was successful and the Town Council has now received the revised costs for the signs. Shepherd Pool Road is among the first locations identified. Proposals and data will be brought back to Planning & Highways Committee do decide on further locations to install the signs. 31 Apologies For Absence None. 32 Declarations of Interest Cllr Allan declared a non-pecuniary interest in planning application 2017/07875/PA & Cllr Long declared a non-pecuniary interest in planning application 2017/08372/PA . 33 Minutes of Last Meeting Resolved that the minutes of the meeting of Planning & Highways Committee Meeting held on Tuesday 3rd October 2017 be signed as a true record of the meeting. Page | 1 Planning and Highways Minutes | Tues 7th November 2017 34 Matters Arising Driver Feedback Signs The Town Clerk reiterated what was said during public question time. Proposals and data, provided by Birmingham City Council (BCC) will be brought back to Planning & Highways Committee do decide on further locations for signs. Parking Enforcement Around Schools A meeting with Birmingham City Council, Sutton Coldfield Fire & Police officers and Sutton Coldfield schools has been postponed until January 2018. Resolved to note the Town Clerks update. 35 Neighbourhood Planning Workshop Group Resolved that the first Town Council Neighbourhood Planning Working Group meeting will take place on either Tuesday 6th February or Tuesday 13th February 2018. 36 Committee Budget 2018/19 Resolved to accept the budget recommended for Planning and Highways Committee by Finance and General Purposes Committee. 37 Mere Green Traffic Island The Chair clarified that the Town Council has no plans to restructure the island , the aim for a new planting scheme is to improve safety and the appearance only. The Town Clerk reminded Committee that Birmingham City Council are solely responsible for this island therefore if the Town Council wish to install a new planting scheme we are required to do so via BCC and their preferred contractors. Mere Green island currently has no bedding in place which is why the Town Council is starting with this one in its plans to improve the appearance of traffic islands. Cllr Long asked if other islands can be considered. The Clerk advised that the Assistant Town Clerk is working with BCC and Glendale to work up plans to improve islands in Sutton Coldfield, including the islands adjacent to Boldmere Gate and Town Gate. Cllr Perks asked if Landscape Practice Group can reuse and recycle current plants on Mere Green Island. Resolved that the Town Council can engage with Birmingham City Council Landscape Practice Group to develop a design brief for a new planting scheme on Mere Green Island.
