Toward that imperative, this research brings together and examines pieces of the western story as they intersect with Indigenous peoples of the lands that now comprise the United States of America. Through indigenous frameworks and methodologies, it explores a forgotten epistemology of the pre-Socratic and Pythagorean Archaic and Classical Greek eras that is far more similar to indigenous worldviews than it is to the western paradigm today. It traces how the West left behind this timeless wisdom for the “new learning” and the European colonial settlers arrived in the old “New World” with a fragmented, materialistic, and dualistic worldview that was the antithesis to those of Indigenous peoples. An imbalanced and privileged worldview not only justified an unacknowledged genocide in world history, it is characteristic of a psycho-spiritual disease that plays out across our global society. -

WASHINGTON'S PUBLIC LAW 280 JURISDICTION ON INDIAN RESERVATIONS The jurisdictional relationship between Indian tribes and federal and state governments has always been an area of the law with few constants. Since Chief Justice Marshall provided the foundation in Worchester v. Georgia,' Congress and the courts have struggled to construct a viable jurisdictional scheme that would balance the com- peting interests of the states, the federal government, and the Indian tribes. The rate of flux has quickened recently with several pending and recently decided Supreme Court decisions.2 Of particular interest to Washington is a Ninth Circuit case pending Supreme Court review, Confederated Bands & Tribes of the Yakima Indian Nation v. Wash- ington (Yakima I and Yakima II),3 which will determine the extent of the state's jurisdiction over Indian reservations. NEGOTIATING JURISDICTION: RETROCEDING STATE AUTHORITY OVER INDIAN COUNTRY GRANTED BY PUBLIC LAW 280 Robert T. Anderson* Abstract: This Article canvasses the jurisdictional rules applicable in American Indian tribal territories-"Indian country." The focus is on a federal law passed in the 1950s, which granted some states a measure of jurisdiction over Indian country without tribal consent. The law is an aberration. Since the adoption of the Constitution, federal law preempted state authority over Indians in their territory. The federal law permitting some state jurisdiction, Public Law 280, is a relic of a policy repudiated by every President and Congress since 1970. States have authority to surrender, or retrocede, the authority granted by Public Law 280, but Indian tribal governments should be allowed to determine whether and when state jurisdiction should be limited or removed. -

Be it enacted by the Senate and House of Representatives of the Seminole Indian United States of America in Congress assembled. Land Claims Settlement Act of 1987. SHORT TITLE Contracts. 25 use 1772 SECTION 1. This Act may be cited as the 'Seminole Indian Land note. Qaims Settlement Act of 1987". FINDINGS AND POUCY Water. SEC. 2. Congress finds and declares that— 25 use 1772. (1) there is pending before the United States District Court for the southern district of Florida a lawsuit by the Seminole Tribe which involves certain lands within the State and there are cQso claims by the tribe to other areas of Florida by virtue of an 1839 Executive order of the President and by right of non-extinguish ment of aboriginal possession which has been asserted but not filed in court; (2) the pendency of this lawsuit and these claims may result in economic hardships for residents of the State by clouding the titles to lands in the State, including lands not now involved in the lawsuit; Flood control. (3) the pendency of this lawsuit and these claims also have clouded the easement rights of the South Florida Water Management District in lands necessary for use as a water flowage and storage area, which is part of a federally authorized project for flood control and water management in central and southern Florida, and which is being used to provide -

You've been left in the dark about a powerful group of lawmakers they've engaged to contemplate whose taxes get cut - and who will pay more. Among the people assigned to this tax working group are the chairmen of the Senate and House tax committees - Sen. Jeff Siddoway, R-Terreton, and Rep. Gary Collins, R-Nampa. Other members include Sens. Jim Guthrie, R-McCammon, Steve Vick, R-Dalton Gardens, Abby Lee, R-Fruitland, Lori Den Hartog, R-Meridian, and Grant Burgoyne, D-Boise, along with Reps. Janet Trujillo, R-Idaho Falls, Dell Raybold, R-Rexburg, Tom Dayley, R-Boise, Robert Anderst, R-Nampa and Mathew Erpelding, D-Boise. Their focus is Utah, where a flat income tax has widened the tax burden between rich and poor. They've met repeatedly this summer. Legislative staffers have been assigned to help them. Representatives of the State Tax Commission, the Division of Financial Management and the Department of Commerce have briefed them. But you will not find this group listed among the 10 interim committees - dealing with everything from broadband access to urban renewal - on the Legislature's web page. Nor has there been any advance word, foiling any pesky citizen who would like to attend one of these sessions. Why the stealth? Could it be they don't want outside voices reminding them how Idaho can't afford any more tax cuts for the well-heeled and the politically connected? If anything, the state will need more taxes to repair the damage done to its schools, public services and higher education. -
