We boast 76,000 islands that cover over half a hectare in area, 56,000 lakes over one hectare, 647 rivers and 314,000 km of coastline. Every Finnish municipality has waters, almost all of them have islands. Every island, lake and river has a special place in the hearts of Finnish people. This brochure has been created to illustrate these unique riches of ours. ■ The multitude of islands and waters makes the Finnish land- scape fragmented, creating extra costs for the economy as well as the State and municipalities, but it is also a unique strength for us. Our islands, sea areas, lakes, rivers and coastline are positive regional development factors in a world where living is increasingly made by producing experiences and adventures. JOUNI KLINGA ■ Recreational residences (1.9 million people staying at recreation- al homes), boating (700,000 boats), recreational fi shing (1.2 million fi shermen and women), nature enthusiasts and tourists ensure that our islands and waters and their development are issues that touch the entire nation.

ABC - Alliance of Baltic Cities Cities as Regional Engines 16-19.10.2003 Vaasa, Finland Union of the Baltic-Cities Commission on Urban planning Dear members of the ABC project and all other readers of this report Vaasa is the main regional centre of Ostrobothnia, located in the western central part of Finland. Therefore, it was natural for the City of Vaasa to accept the hosting of the second ABC semi- nar, on the theme “Cities as Regional Engines”. I was pleased to welcome to Vaasa as many as 46 urban planners of various professions from 23 cities in seven different countries during the days of the seminar. It gave us from Vaasa the opportunity to make the City of Vaasa and the Vaasa-region better known and to spread that knowledge among our fellow members in the Union of Baltic Cities. It also gave us the possibility to receive new professionally created ideas and new angles on solutions to some of our own urban planning questions in Vaasa. I hope the participants had a worthwhile and interesting time in Vaasa during the seminar and that they took many good memories and impressions of Vaasa back home with them, as well as some new experiences of best practice. I also believe that the seminar created a further development of contacts between all urban planning colleagues within the network, which was built and sup- ported by the ABC-project. I would like to thank all the members of the ABC project for your participation and for your contributions to fi nding new ways for the City of Vaasa to become an even better regional en- gine than it is already.

HIGH COAST / KVARKEN ARCHIPELAGO SWEDEN & FINLAND The High Coast in the western Gulf of Bothnia has been largely shaped by glaciation and the rebound of the land by 285m following the retreat of the overlying glacier 9,600 years ago. This is the highest such uplift known, and is the type locality for research into isostatic rebound. The Kvarken Archipelago of 6,500 islands across the Gulf of Bothnia is a landscape in continuous change and an outstanding example of post-glacial island uplift in a flat and shallow morainal archipelago. As with the High Coast, which it complements, this is the world’s most representative area for studying the process. The project produced a nature interpretation plan, updated the knowledge on the geological values of the Site and classified them, produced digital solutions and renewed the pedagogical material on the World Heritage Site. Project Lystra’s lead beneficiary was Parks & Wildlife Finland, and other beneficiaries were the rest of the project partners: County Administrative Board of Västernorrland (Sweden), Geological Survey of Sweden (SGU), Geological Survey of Finland (GTK), Finnish Geospatial Research Institute (FGI) and City of Vaasa in Finland. Project’s total budget was 1,38 million euros.
