ACF strategy for the year is to work in the rural and remote vulnerable areas where people are suffering from lack of assistance, difficulties of access to basic services and security issues. ACF is planning to work in Allah Yar, DoLayna district and Chaghcharan for the moment. ACF is also working on a project of asset creation with WFP to be implemented in Allah Yar area of Chaghcharan. Since it is winter and most of the roads are closed by snowfall, the OCT confirmed that, they do not expect more IDPs for now. But, although cannot predict security circumstances but every year by spring (end of Mach – beginning of April 2016) will be more conflicts and tribal tensions which may trigger more IDPs to Chaghcharan city and other neighboring provinces. Recently, Ghor Provincial Disaster Management Committee (PDMC) decided to send all the petitions submitted to Provincial Governor Office (PGO) to ANDMA to sort and categorize and then refer to their respective line departments. OCHA met the deputy Provincial Governor (dPG) on already existed IDP Screening Committee which was established in DoRR for filtering IDP’s petitions. He confirmed that, still the conflict IDP Screening Committee mechanism is in place and partners should report to DoRR for the screening, further assessment and verifications but with small change which DoRR will receive the conflict IDP petitions from ANDMA once categorized by the committee composed of ANDMA, DoRR, DRRD and ARCS to avoid duplications and removing of duplicate petitions submitted to different departments under different names and incidents. On this, the conflict induced IDP Screening Committee will be as it was before and partners should report to DoRR for the process. OCHA restated the role of humanitarian NGOs in the province and appreciated the bilateral meetings with sectoral departments if any issues arise as they are not member of OCT meetings. World Vision International (WVI) informed that, an health project funded by Central Emergency Response Fund (CERF) to address the IDP’s issue in Qala-e-Naw, Badghis province and Chaghcharan, Ghor province from November 2015 to 31 June 2016. Two teams will be functioning in Qala-e- Naw and one in Chaghcharan. WVI is coordinating with Department of Public Health (DoPH) and DoRR on better implementation of the project. 4 Strengthening of IDP The Conflict IDP Screening Committee will play a key role on the sorting, OCT to share their consolidated coordination, verification, assessment and responses. Treatment and prevention of acute malnutrition 5. Context analysis and coordinated needs assessment For further information, please find attached HNO and HRP for 2016. OCHA also briefed the OCT on CHF funding and its strategy. Although the CHF presentation was presented by Eng. Farid/HFU Kabul in one of the OCT meeting in ACTD Office but OCT members are keen to get another orientation on the CHF. OCT recommends to support local NGOs on funding in the country. WVI informed that, Instrument Contribution to Stability and Peace (ICSP) three years project will be implemented in Ghor and Herat focusing on peace promotion amongst people. WV also, confirmed that, Foundational Development for Afghan Children at Early Ages project also funded to support pre-school children and their mothers and is for two years.
