Nowadays, Afghanistan is in need of much-needed development comparing to past years. The long-standing devastated civil war, recurrent droughts, natural disasters and many other problems badly affected the people of Afghanistan. Our economic infrastructures have been either ruined or put at risk of destruction. As a result, unemployment and a weak economy caused the young generation to leave their houses and travel abroad to different countries to find work. In order to overcome certain human disasters and appalling conditions, there is a need for a courageous and constructive movement to boost reconstruction activities and alleviate poverty in Afghanistan. To achieve this goal, the National Unity Government of Afghanistan has recently established the “Citizen’s Charter Program” (CCP). The Program is committed to making considerable changes to the living standards of people living in both rural and urban areas across Afghanistan. The CCP is a national movement designed to serve the nation by advancing the country towards socio-economic growth and social infrastructure. It is worth mentioning that the Government of Afghanistan had already established the National Solidarity Programme (NSP) within the framework of the Ministry of Rural Rehabilitation and Development (MRRD) in 2003 in order to ensure development on a larger scale by implementing thousands of infrastructure projects in the communities of all 34 . Over the past decade, the NSP with active contribution of villagers has implemented thousands of development and public utility projects which brought about considerable changes in living standards of villagers across rural areas. Moreover, by execution of the NSP projects, people were optimistic for their future and most villagers that had left their houses because of unemployment, chose to return to their villages again and start a new life. Furthermore, the establishment of Community Development Councils (CDCs) was one of the most significant achievements of the NSP as these entities have played a prominent role in ensuring local leadership at community level for the first time. Meanwhile, the villagers including men and women had an opportunity to become members of their elected CDCs and make decisions on their own to progress their communities towards development. In addition, the experiences and skills acquired during implementation of the NSP-funded projects, demonstrate that the people of Afghanistan have the capability of moving their country towards further success in coming years by making determined efforts in this regard. In the meantime, the NSP has successfully ended. However, the achievements made through this national-driven development program will never be overlooked as the CCP will function as a proper substitute committed to sustaining the momentum of development process in the country. The Citizen’s Charter is a strong commitment made to the people of Afghanistan. In addition to rural communities, the residents of cities will equally enjoy the quality development services delivered by the CCP. More and more, overall residents of villages and urban communities will unitedly accompany the National Unity Government in implementation of a core development plan under the CCP. The most important secret behind the success of the CCP is the bilateral commitment between people and the Government. This commitment has an effective and brilliant objective which is delivering quality development services to people. Therefore, the CCP is fully committed to covering both urban and rural communities of Afghanistan simultaneously. In addition to implementing thousands of welfare and development projects in urban and rural areas, the CCP will focus on improving civil status of villagers and reducing poverty and unemployment rate at the county level. In compar- ison with past, the role and participation of people in this program will further increase as they will themselves identify their priority needs under the Cluster Community Development Councils (CCDCs).
