Minutes of the Planning Committee meeting held on 21 June 2013 in Tanyard Hall, 30 Station Road, Gomshall

Present: Parish Councillors R Smith (Chairman), R Andrews, C Brooke, C Carlisle, B Cohen, R Davey, B Grover, M Taylor-Cotter M Urban and the Clerk: J Millett and nine members of the public.

Apologies for absence were received from Councillors D Hall and R Newman.

Declarations of Disclosable Pecuniary and Other Interests – Councillor C Brooke declared an interest in application 13/P/00879, Shere Village Nursery, Gomshall Lane.

The Minutes of the meeting held on 30 May 2013 were APPROVED AND SIGNED as a correct record.

Consideration of Planning Applications:

ADJOURNMENT TO ALLOW THE PUBLIC TO ADDRESS THE COMMITTEE

Residents of the adjoining property to the Firs, Netley Close, Gomshall, and then the applicant, addressed the Committee.

13/P/00868 The Firs, Netley Close, Gomshall Remove existing mix of pitched and flat roofs. Extension of existing dwelling to include new enlarged roof, with two front and three rear dormer windows and roof-lights, solar collectors, rear infill extension. It was AGREED that a site meeting be held the following morning by the north ward councillors.

13/P/00774 Foxlands, Knob Field, Abinger Hammer Timber framed double garage and workroom with log store. OBJECT as concerned about cumulative effect of extensions to this property; the planning history needs to be checked.

13/P/0071 Rad Lane Cottage, Rad Lane, Peaslake Single storey side extension. OBJECT as this extension would be an overdevelopment and would be harmful to the openness of the Green Belt and the character of the Area of Outstanding Natural Beauty.

13/00888 Coombehurst, Wonham Way, Peaslake New attached garage. NO OBJECTION.

Note: Councillor M Taylor-Cotter declared a personal interest in this application.

13/P/00902 Verge to front of Telephone Exchange, Hoe Lane, Abinger Hammer Prior Approval application under Part 24 of the Town and Country (General Permitted Development Order) 1995 for the installation of one DSLAM openreach broadband cabinet and associated equipment. NO OBJECTION.

13/P/00879 Shere Village Nursery, Gomshall Lane Erection of a 5m x 3m cabin which will be used as an outdoor classroom for Shere Village Nursery on the Shere Recreational Ground following the removal of a Marley Garage. NO OBJECTION.

Note: Councillor C Brooke declared an interest in this application and left the room.

SHORT ADJOURNMENT TO ENABLE THE PUBLIC TO ADDRESS THE COMMITTEE

A local resident of a neighbouring property to Oak Cottage, Goose Green, Gomshall, commented that she had not been consulted by Borough Council on this application. The resident objected to the application because access to the garage would be over land that she owned.

13/P/00940 Oak Cottage, Goose Green, Gomshall Two story rear extension and detached single garage following demolition of existing single storey extension. NO OBJECTION to the application but note that access is over land owned by a neighbour who was not notified or consulted on the application.

13/P/00926 Sunnymead, Crest Hill, Peaslake Demolish rear porch and erect rear extension with rooms in roof space. OBJECT as the proposed extension would be disproportionate and would mean the loss of a small dwelling

13/P/00925 Dormer Cottage, Sutton Place, Abinger Hammer Part two storey, part single story side extension incorporating integral garage following the demolition of existing brick garages and workshop and timber outbuilding. NO OBJECTION.

13/P/00932 Gomshall Post Office, Gomshall Stores, 49 Station Road, Gomshall Demolition of Royal Mail sorting office building at rear of Post Office. Erection of single storey storage building, to be used for the purpose ancillary to the existing uses of the site (mixed uses constituting Use Class A1 (display and sale of goods), Use Class B1a (Offices) and Use Class C3 (residential). Reconfiguration of the internal layout and change to the areas used for each Use Class within. External alterations to the Post Office to include new windows on the rear and side elevation and replacement door and window to the front. OBJECT as it is not clear what is being proposed because the Post Office is still in operation and also object to the loss of this community asset, it being the main hub for this part of the Parish.

13/T/00110 Inholm, Pitland Street, T1 Silver Birch – reduce by 35% to promote new growth. T2 Beech – reduce crown to below damage points. T3 Willow – fell. T4 Beech – remove limb over road and reduce remaining stem. NO OBJECTION.

13/T/00112 Garden Cottage, Holmbury Hill Road, Holmbury St Mary T1 Oak – fell to ground level. T2 Yew – fell to hedge level and maintain as part of existing hedge. NO OBJECTION.

13/T/00126 4 Hurtbank Cottages, Horsham Road, Holmbury St Mary T1 – Goat Willow: fell as signs of decay at base of tree (Holmbury St Mary Conservation Area). NO OBJECTION.

Appeal against decision of Guildford Borough Council: 13/P/00060 Tile Barn, Franksfield, Peaslake Single storey orangery extension to side elevation. The appeal was NOTED.

Planning Correspondence received which may be of interest to the Committee - available at the meeting.

The following correspondence was NOTED:

 Invitation to a ‘marketplace event’ to be held at G Live, Guildford, on 26 June from 2 to 7pm to introduce the new Guildford Local Plan.  Notification that the Hills AONB Board had submitted an application to the Heritage Lottery Fund for the Leith Hill and Tillingbourne Valley Landscape Partnership, seeking funding to raise awareness of this nationally important historic landscape.  Notification from Guildford Borough Council that they were consulting on the proposed methodology for ‘Traveller Strategic Housing Land Availability Assessment’.

Enforcement Action: The Old Farm, Horsham Road, Abinger – NOTED that a Planning Enforcement Officer had visited this site and reported that no breaches of planning were identified.

Councillors’ Business (for noting, delegation to the Clerk or inclusion on next agenda)

 M Urban reported that red marks/signs were still appearing on roads in and around the Surrey Hills. It was AGREED that this be reported to Surrey’s Highways team.  M Taylor-Cotter reported that a large tree had been removed from Burrows Lodge.  13/P/00541 Wayside Gate, Horsham Road, Holmbury St Mary – AGREED that clarification be sought from Guildford Borough Council as to how the floor area quoted in the application was calculated.
