12/23/2018 Special Operations Executive - Wikipedia Special Operations Executive The Special Operations Executive (SOE) was a British World War II Special Operations Executive organisation. It was officially formed on 22 July 1940 under Minister of Economic Warfare Hugh Dalton, from the amalgamation of three existing Active 22 July 1940 – 15 secret organisations. Its purpose was to conduct espionage, sabotage and January 1946 reconnaissance in occupied Europe (and later, also in occupied Southeast Asia) Country United against the Axis powers, and to aid local resistance movements. Activity of the Special Operation Executive in Romania via Turkey, 1943 - 1944 Liliana Elena Boșcan1 Abstract The Anschluss of March 1938 marks the point at which Hitler’s designs for Europe became clearer to Britain and greater prominence was given to considerations about Romania. Between 1938 and 1941 Britain’s only weapon against German ambitions in countries which fell into Hitler’s orbit were military subversive operations — the destruction of the oilfields and the interdiction of supply routes by the Danube and the rail network — but S.O.E. ((Special Operation Executive) failed. Between 1941 and 1944, the S.O.E. (Special Operation Executive) activity was centred on the revival of wireless contacts with Iuliu Maniu, head of the National Peasant Party, aimed at persuading through him Marshal Ion Antonescu to abandon the Axis and the provision of a channel of communication of armistice terms by the Allies (Autonomous Mission, December 1943). The S.O.E. has taken steps to create a reliable communication channel between S.O.E. residents in Istanbul and Bucharest. A network was made through Turkey legations or through emissaries sent to Istanbul, Ankara and Cairo, or by radio broadcast and by agents launched with parachute. The normalization of Yugoslav-Soviet relations brought to an end a conflict between Yugoslavia and the Eastern Bloc, in existence since 1948, which threatened the status quo in Europe. The thesis represents the first effort at comprehensively presenting the reconciliation between Yugoslavia and the Soviet Union, between 1953 and 1957. It will also explain the motives that guided the leaderships of the two countries, in particular the two main protagonists, Josip Broz Tito and Nikita Sergeevich Khrushchev, throughout this process. -

Original text in English. Molotov and the Moscow Conference, October 1943* Introduction Molotov served as head of NarkomIndel from May 1939 until 1949, and then again in the early Khrushchev era. He is often remembered as being involved in some of the most infamous episodes in the foreign policy of the USSR: the Nazi-Soviet pact, the dismemberment of Poland, the take-over of the Baltic states and the creation of the Soviet satellite empire in eastern Europe after 1945. His style was equally notorious: he was rude and abrupt, and the net over the smallest matter came to represent the inflexible and stubborn nature of Soviet negotiating techniques, at the post-war conferences of foreign ministers. He seemed to be insensitive to and lack understanding of western opinion, which unlike his predecessor Litvinov, and subordinates, like Maiskii, he was not prepared to make any effort to represent to his Kremlin colleagues.1 There was, however, a much more positive side to Molotov as commissar for Foreign Affairs. If the Triple Alliance negotiations of 1939 with Britain and France failed, their success might have prevented the Second World War; during his visit to Britain and the USA in 1942 the Grand Alliance which was responsible for the defeat of Hitler war was forged; and the Moscow foreign ministers conference of October 1943, which is generally taken as marking the peak of Molotov’s diplomatic career, was crucial in laying the foundations for the post-war world. -

JOHN FOSTER DULLES PAPERS PERSONNEL SERIES The Personnel Series, consisting of approximately 17,900 pages, is comprised of three subseries, an alphabetically arranged Chiefs of Mission Subseries, an alphabetically arranged Special Liaison Staff Subseries and a Chronological Subseries. The entire series focuses on appointments and evaluations of ambassadors and other foreign service personnel and consideration of political appointees for various posts. The series is an important source of information on the staffing of foreign service posts with African- Americans, Jews, women, and individuals representing various political constituencies. Frank assessments of the performances of many chiefs of mission are found here, especially in the Chiefs of Mission Subseries and much of the series reflects input sought and obtained by Secretary Dulles from his staff concerning the political suitability of ambassadors currently serving as well as numerous potential appointees. While the emphasis is on personalities and politics, information on U.S. relations with various foreign countries can be found in this series. The Chiefs of Mission Subseries totals approximately 1,800 pages and contains candid assessments of U.S. ambassadors to certain countries, lists of chiefs of missions and indications of which ones were to be changed, biographical data, materials re controversial individuals such as John Paton Davies, Julius Holmes, Wolf Ladejinsky, Jesse Locker, William D. Pawley, and others, memoranda regarding Leonard Hall and political patronage, procedures for selecting career and political candidates for positions, discussions of “most urgent problems” for ambassadorships in certain countries, consideration of African-American appointees, comments on certain individuals’ connections to Truman Administration, and lists of personnel in Secretary of State’s office.
