Because it contributes to mixed use effort and offers a well-accepted and established service to those who work and live nearby; and as well, it is convenient to the general public being located at the confluence of two secondary highways and near public bus stops in the downtown area, the project will continue to enhance the built environment in the surrounding neighborhood while providing a service that has proven to be useful and valued in the community.

II. That the project’s location, size, height, operations and other significant features will be compatible with and will not adversely affect or further degrade adjacent properties, the surrounding neighborhood, or the public health, welfare, and safety.

The establishment in question will continue to positively impact the financial health of the property, and contribute to the economic vitality of the area via increasing taxable revenue and local employment. The project remains compatible with adjacent properties in the surrounding neighborhood and will not adversely affect or degrade the public health, welfare, or safety of the community. Also, the project is in compliance with the municipal code.

III. That the project substantially conforms with the purpose, intent and provisions of the General Plan, the applicable community plan, and any applicable specific plan.

The Los Angeles Central City Plan Map designates the subject property for Regional Center Commercial land uses. The project conforms to the purpose, intent and provisions of the General Plan and the community plan. The use is consistent with the desire to create an entertainment district with the necessary supporting commercial uses. Therefore the proposed project is in harmony with the General Plan.

The economic welfare of the community largely depends on healthy and viable commerce. The approval of a full complement of alcoholic beverage at this location will further enhance the community that is bringing in desirable patrons such as business people, tourist, and local residents by providing a unique dining experience.
