afternoon session). It is the policy of the Governors that the maximum size of each class will be 30 pupils in the main school, thereby complying with government legislation for class sizes for children in Reception and Key Stage 1.

Where there are more applications than places available, places will be offered according to the following order of priority:

Criterion 1:

‘Looked after children’ from practising Catholic families i.e. any child in the care of a local authority or provided with accommodation by them e.g. children with foster parents.

Criterion 2:

Children of practising Catholic families who have a child in years FS2 to year 5 inclusive at the time of application.

Criterion 3:

Children of practising Catholic families who are resident within the Parish boundary of Our Lady of the Visitation Church and their application is supported by a Catholic Priest.

Criterion 4:

Children of practising Catholic families who are resident outside the Parish boundary of Our Lady of the Visitation Church and their application is supported by a Catholic Priest.

Criterion 5:

Other baptised Catholics.

Criterion 6:

Other looked after children.

Criterion 7:

Christians of other denominations whose parents are in sympathy with the aims and ethos of the School and whose application is supported by their Minister of Religion.

Criterion 8:

Any other applicants.

Secondary Factor:

Where the offer of places to all applicants in any of the categories listed above would lead to oversubscription, the following secondary factor will be applied:

Factor 1: Applicants with exceptional social, medical or pastoral needs that can be most appropriately be met by this school. The Governing Body will require written evidence from an appropriate professional (e.g. social worker, doctor). The supporting evidence should set out particular reasons why this school is most suitable.

Tie Break:

Where the offer of places to all the applicants in the criteria outlined above would still lead to oversubscription, the places up to the admission number will be offered to: Those living nearest to the school, measured along the shortest paved and lit walking route as measured by the School Admission Team I.T. register.

Notes:

1. This policy is reviewed annually.

2. Catholic means a member of a church in communion with the See of Rome. This includes national churches e.g. Italian, Polish or an Eastern Catholic Churches (Ukrainian Catholic Church: Exarchate of Great Britain, Belarussia, Chaldean (Iraq), Gheez Rite (Eritrea and Ethopia), Maronite Catholic Church, Meklite Catholic Church, Syrian Catholic Church (Iraq) and Syro-Malabar Church (Kerala). This will be evidenced by a certificate of baptism in a Catholic Church or a certificate of reception into the full communion of the Catholic Church.

3. It is expected that the recommendation of the Priest will be based on practice of the Faith - it will not be sufficient to provide proof of Baptism.

4. Practicing Catholic / Regular Worship means weekly attendance at Sunday Mass.

5. If families are not offered a place, they are asked if they wish their child’s / children’s names to be placed on the waiting list/s for the appropriate year group/s. Parents should note that there is no fixed position for any family on the waiting list, as when a vacancy occurs in a particular year group, the Governors apply the admissions criteria not only to all the applicants on the waiting list at that time, but also to any new applications they have received.

6. To demonstrate an exceptional social, medical or pastoral need of the child which can be most appropriately met at this school, the governing body will require written evidence from an appropriate professional, such as a social worker, doctor or priest. The admission of pupils with a statement of Special Educational Needs is dealt with by a completely separate process. This procedure is integral to making and maintaining statements by the pupil’s home Local Education Authority. Details of this separate procedure are set out in the “Special Educational Needs Code of Practice”

7. The admission of pupils with a statement of Special Educational Needs is dealt with by a completely separate process. This procedure is integral to making and maintaining statements by the pupil’s home Local Education Authority. Details of this separate procedure are set out in the “Special Educational Needs Code of Practice”

8. Application forms received after the closing date will not be dealt with until after 1 April unless the LA or school has made an error in accepting the application or if there are exceptional circumstances for lateness (e.g. where the family had been dealing with the death of a close relative i.e. one of the child’s parents or child’s siblings). The last date for applications to be entered onto the system is 18 January 2008 and therefore no late applications can be dealt with after that date.

APPENDIX 19

WEST LONDON ACADEMY (Primary School)

General West London Academy is a publicly funded independent school. The Academy has an agreed annual admission number of 60 pupils per year for the Primary School and 180 students for the High School. The Academy is not a selective school and admits children against the following process and criteria: Consideration of applications 1. The Academy will consider all applications for places. Where fewer than 60 Primary applications and 180 Secondary applications are received, the Academy will offer places to all those who have applied. 2. The Academy may refuse admission to particular applicants in cases where fewer than the published admission number have applied. These are applicants who have been excluded from two or more other schools, and the ability to refuse admissions runs for a period of two years from the last exclusion.

Procedures where the Academy is oversubscribed Where the number of applications for admission is greater than the published admissions number, applications will be considered against the criteria set out below. The criteria will be applied in the order in which they are set out below: a. Pupils with statements of Special Educational Needs where the Academy has agreed to be named on the statement; and looked after children, as defined under section 22 of the Children Act 1989; b. Confirmed special medical reason which necessitates attendance at West London Academy (a letter from a hospital consultant is required as proof of such a reason); c. Special personal circumstances which necessitate attendance at West London Academy. Such circumstances will be assessed by the Admissions and Appeals Committee of West London Academy; d. Brother or sister attending West London Academy Primary or High Schools. This includes siblings living in the same household, step-siblings and adopted siblings, but does not apply to cousins; e. Proximity to the Academy, as measured by comparing the distance from the student’s permanent home address to the front gate of the school by a safe walking route, with those living nearer being accorded the higher priority.

Operation of waiting lists Where in any year West London Academy receives more applications for places than there are places available, a waiting list will operate. This will be maintained by the Academy and it will be open to any parent to ask for his or her child’s name to be placed on the waiting list, following an unsuccessful application and, if wanted, an appeal for the school. The child will remain on the waiting list for one term. Children’s position on the waiting list will be determined solely in accordance with the over- subscription criteria set out above.

Arrangements for appeals panels a. Parents will be given 14 days to lodge an appeal on receipt of notification that their application for a place was unsuccessful. The reasons for refusal will be indicated on this notice. Appeals will be heard by an appeal panel. b. The Appeal Panel will be independent of the Academy and will be composed of three members who will include: • At least one person who has no personal experience of the Academy defined as a ‘lay member’; • At least one person with experience in education. c. Parents will be given 14 days notice of their appeal panel hearing. Decisions by the appeal panel are final. The arrangements for appeals will be in line with the Code of Practice on School Admission Appeals published by the Department for Children, Schools and Families as it applies to Foundation and Voluntary Aided Schools.

Arrangements for admitting pupils to other year groups, including to replace any pupils who have left the Academy. Applications to the school for places other than the normal admission round will be considered on an ongoing basis and places will be offered, subject to the admission criteria above, where vacancies are available. West London Academy will reserve the right to refuse entry to the school to any applicants who have been excluded from two or more other schools, and the ability to refuse admissions runs for a period of two years from the last exclusion. The following specific criteria are applied when considering the admission of children to the Primary Phase of the Academy: 1. Special or social needs supported by the relevant agencies. 2. Children with brothers and sisters currently on roll at the Academy. 3. Proximity of home address to WLA Primary School.

Please note that a place in the Nursery does not guarantee a place in the main school, although we hope that children will be with us throughout their primary years. Please talk to us about completing the relevant forms. You have the right to appeal should a place in the main school be refused.

A sibling relationship does not apply when the older child(ren) will leave before the younger one starts. ii) ‘looked after child’ has the same meaning as in section 22 of the Children Act 1989, and means any child in the care of a local authority or provided with accommodation by them (e.g. children with foster parents). iii) ‘catechumen’ means a member of the catechumenate of a Catholic Church. This will normally be evidenced by a certificate of reception into the order of catechumens. iv) ‘Eastern Christian Church’ includes Orthodox Churches, and is normally evidenced by a certificate of baptism or reception from the authorities of the Church.

The school is committed to taking its fair share of vulnerable children who are hard to place, in accordance with locally agreed protocols. Accordingly, outside the normal round of admissions, the governing body are empowered to give absolute priority to a child where admission is requested under any local protocol which carries the agreement of both the governing body and the diocese for the current admission year. The governing body has this power even when admitting such a child would exceed the normal admission number.

ADMISSIONS POLICY FOR TWYFORD CE HIGH SCHOOL ACADEMIC YEAR 2008/2009

FOUNDATION (CHRISTIAN)

The Governors have agreed with the LA to admit 180 students into this Church of England voluntary aided school each September and this agreement applies to the years 2008/09

These arrangements and the criteria listed below are reviewed annually by the governing body, and should not be regarded as binding for future years. When there are more applicants than places available, the Governors will admit according to the criteria listed below.

All applicants should be supportive of the aims, attitudes and values, expectations and commitment of this voluntary aided Church of England school, as outlined in the school brochure.

Parents applying for a place for their son/daughter are asked to choose either a Christian or World Faith place.

CRITERIA FOR ADMISSION FOR FOUNDATION (CHRISTIAN) PLACES

The Governors have designated 150 places each year as foundation places for students who themselves AND their parent(s)/carer(s) are regular worshippers. Attendance should be at a public place of worship and be confirmed by a supportive reference from their parish priest or minister.

In the event of over-subscription and when deciding between applicants who ostensibly have equal entitlement the Governors will use the following criteria when deciding priority:

a) The Total points scored based on the answers given in sections 1 to 6 of the religious reference which relate to attendance and involvement of families (see section b points 1 to 7 below) will be the first deciding factor.

Where applicants have the same total number of points, the following criteria will be used as a tie break. i. Looked after children (as defined by the LA as children in public care) with distance criteria as set out below (iii – vi) being used as a tie break. ii. Children with a brother or a sister at the school, with distance criteria as set out below (iii – vi) being used as a tie break. iii. Applicants living or worshipping in the Ealing Deanery area, with the distance criteria applied. iv. Applicants living or worshipping in the Brent & Harrow Deanery areas, with the distance criteria applied. v. Applicants living or worshipping in the Willesden Episcopal area, with the distance criteria applied. vi. Applicants living or worshipping outside the above three categories with the distance criteria applied. In all cases, distance will be measured in a straight line from the child's permanent home to the Elms building of the school.

b) Explanation of criteria used on the Application form Information relating to the child:

5 The family voluntarily attends the Church of England (2 points)

6 In exceptional circumstances, the governors can consider compassionate reasons for admitting a child, as long as supporting letters of evidence (e.g.

from a consultant/registrar, social worker, parish priest or minister) are sent with the application.

7 In order to restrict numbers to the maximum admission number, 150 places will be offered to candidates with the highest priority in accordance with the admissions criteria. Then all candidates below this level will be listed in order of priority in accordance with the admissions criteria.

This list will be a priority Waiting List for admission for Foundation places until the maximum admission number has been accepted. If vacancies occur before appeals, this list will be used to offer places.

Notes :

I The length of time on the waiting list does not influence admissions decisions.

II The supportive reference should confirm the frequency of attendance (i.e. weekly, monthly) and the level of involvement of the child and parent(s)/carer(s) within the church community, and should be from the place of worship where the child and parent(s) carer(s) regularly attend. If you have changed your place of worship within a period of five years prior to the application, or worship at more than one church, please forward with the application a supportive reference from the parish priest or minister at your former or other place of worship, or from EACH of the places of worship you attend. Applicants must supply all reference information, as the governors or school will not make calls to gain written or verbal references.

III Please note that an application received without a supportive reference from the parish priest or minister cannot be considered for a foundation place.

The Governors have designated 30 places as World Faith places to be offered to students of World Faiths who do not meet the criteria for a foundation place but whose parent(s)/carers(s) have chosen this Church school for the type of education it provides.

Parent(s)/carer(s) applying for a World Faith place should note that the school aims to provide an education based on Christian principles as outlined in the brochure and it is expected that parents would not wish to exercise the right of withdrawal from worship and Religious Education lessons.

Admissions Policy 2009

Brentside High School will be participating in the Ealing Coordinated Admissions Scheme.

The Governing Body will ensure that the number of pupils admitted in each year group will not inhibit the education of students at the school nor adversely affect the health, safety and security of pupils or staff.

Pupils will be admitted to the school according to the order of priority in the oversubscription criteria detailed below.

Over subscription criteria:

1. Looked After Children 2. Having a brother or sister currently attending the school who will be at the school in September 2009. A full birth certificate of the applicant and his/her brother/sister must be provided to show this entitlement. 3. Exceptional medical grounds relating to the child. Evidence must be supplied showing why education should be at Brentside High School. 4. Special Circumstances relating to the child. Evidence must be supplied showing why education should be at Brentside High School. 5. Proximity of the child’s home to the school measured as a straight line. Proof of address will be required. 6. Admission to Year 12:

Sixth Form places are available for students who fulfil the individual requirement for each subject of the proposed course as set out in the prospectus.

Admission to Sixth Form does not guarantee that students will be able to undertake any course of study for which they have expressed a preference.

For specific course requirements, please see individual course descriptions in the post 16 prospectus.

If you have recently arrived from overseas and have not taken GCSE examinations, we will assess you by other methods to find out the most suitable course for you.

In cases of oversubscription the admission criteria one to five of the above criteria for the main school will be applied.

APPENDIX 23

CRITERIA FOR ADMISSION TO IN SEPTEMBER 2009

There are places for 240 students to each Year Group of compulsory school age.

Should there be more applications than places available, then the following criteria will be applied in the order set out below :

i) Children in Public Care (Looked After Children)

ii) Brothers and Sisters must still be attending Northolt High School at the time of the sibling's admission

iii) Exceptional medical circumstances relating to the child

iv) Exceptional personal circumstances

v) Children who live within closest proximity to the school

N.B. a) Children who qualify under i) - v) above and for whom a statement of special educational needs has been made under the Education Act 1981 or in respect of whom the decision to make an assessment has been notified under section 5 thereof, provided that these needs can be met either within existing provision available at the School or by additional provision agreed with the appropriate education authority.

b) To qualify under iii) an applicant must send a supporting letter or report from the child’s consultant. If this is not done then we will not consider the application under this criterion. You must also include any personal circumstances you want us to consider.

4. ADMISSION LIMITS

Northolt High School’s Admission Limits is set at 240 students for each year group of compulsory school age.

5. NOTES ON ADMISSION CRITERIA ii) Brothers or Sisters Attending the School

Parents who hope to be allocated a place for their child because he/she has a brother or sister currently attending Northolt High School, MUST claim priority on the Application Form. Failure to bring the details of this relationship to the attention of the Governors by this means, will remove any entitlement to priority consideration.

The qualifying relationship is brother or sister. Other extended family relationships do not qualify.

Parents/Carers are required to provide sufficient details of the brother or sister (who forms the basis of the application under this criterion) to enable the Governors to satisfy themselves that a valid qualifying relationship exists.

When application is made using the brother or sister criterion, a FULL version of the birth certificates of the child for whom application is being made and the brother or sister whose attendance at Northolt High provides the entitlement, must be sent with the application form. Failure to provide these certificates by the final date for application will invalidate an application on sibling grounds. iii) Medical Grounds

After places have been offered in category i) above, the Governors will be prepared to consider applications on medical grounds only if details are received with the Application Form. Details must include :

- an indication on the Application Form that the parents/carers of the child concerned intend to apply on medical grounds

- full information about the medical condition.

Failure by the parents/carers to satisfy both of these requirements could make an application on medical grounds invalid.

The medical grounds which the Governors will be prepared to take into account will be a long term medical condition. The Governors will not be satisfied that sufficient medical grounds exist when the relevant condition, such as asthma attacks, migraine or symptoms of anxiety, are identified only after parents have been notified of the Governor’s decision not to offer a place to a child.

The Governors will need to be satisfied that admission to Northolt High School is necessary because :

- the medical condition requires attendance at a school that possesses specific facilities for meeting the needs of the child and which Northolt High possesses but which are not normally possessed by other schools in the locality.

- the child’s needs, arising out of the medical condition, require attendance at Northolt High School as a necessity rather than just as beneficial or advantageous.

At the time when an application requesting a place on medical grounds is submitted, a separate sealed envelope marked ‘Confidential’ and containing the following must accompany it :

- details of the medical condition which forms the basis of the application - an explanation of why the medical condition necessitates attendance at Northolt High School - a medical certificate in support of the application.

Failure to provide this information by the final date for applications could make an application on medical grounds invalid. Evidence can be considered at a later date in exceptional circumstances. Governors reserve the right to make further enquiries in order to satisfy themselves that the conditions on which parents or carers have based an application meets the grounds indicated above. If parents apply for a place under this criterion they will be deemed to have given their consent to such enquiries being made. iv) Special Personal Circumstances

After places have been offered in categories i) and ii) above, the Governors will be prepared to consider applications of special personal circumstances only if details are received with the Application Form. Details must include :

- an indication on the Application Form that the parents/carers of the child concerned intend to apply on the grounds of special personal circumstances

- full information about the circumstances.

Failure by the parents/carers to satisfy both of these requirements will make an application under this criterion invalid.

The special personal circumstances which the Governors will be prepared to take into account will be long term circumstances. The Governors will not be satisfied that sufficient grounds exist when the circumstances are identified only after parents have been notified of the Governor’s decision not to offer a place to a child.

The Governors will need to be satisfied that admission to Northolt High School is necessary because :

- the circumstances require attendance at Northolt High School specifically and no other local school can meet the needs of the child

- the child’s needs, arising out of the special circumstances, require attendance at Northolt High School as a necessity rather than just as beneficial or advantageous.

Under this criterion, the Governors may be prepared to take into account a chronic medical condition of members of a child’s immediate family provided they are satisfied that this necessitates the child’s admission to Northolt High School and provided the information is disclosed.

At the time when an application requesting a place on the grounds of special personal circumstances is submitted, a separate sealed envelope marked ‘Confidential’ and containing the following must accompany it :

- details of the special personal circumstances which form the basis of the application,

- an explanation of why the circumstances necessitates attendance at Northolt High School

- a letter from an appropriate agent (e.g. Doctor, Social Worker) in support of the application.

Failure to provide this information by the final date for applications could make an application on the grounds of special personal circumstances invalid. Evidence will be considered at a later date in exceptional circumstances.

Governors reserve the right to make further enquiries in order to satisfy themselves that the conditions on which parents or guardians have based an application meet the grounds indicated above. If parents apply for a place under this criterion they will be deemed to have given their consent to such enquiries being made. v) Closest Proximity

After places have been offered in categories i), ii) and iii) above, the Governors will offer places under the closest proximity criterion. Closest proximity is assessed in the following manner :

- distance from the child's permanent home address to Northolt High School. This is measured by using the shortest route used by a pedestrian, along public highways and footpaths which are lit. Common land is excluded from consideration.

IMPORTANT NOTE

The Governors will rely upon the information contained in the application form for admissions. If it transpires that any information is false or misleading in any material way, the Governors reserve the right to : a) Withdraw the offer of admission if the place was gained fraudulently. b) Pursue their legal rights against parents or carers making such false claims, this may include seeking compensations for loss or expense incurred by the school in rejecting an application due to false or misleading information having been given.

APPENDIX 24

WEST LONDON ACADEMY General West London Academy is a publicly funded independent school.

Pupil already attends West London Academy Primary School; e. Brother or sister attending West London Academy Primary or High Schools. This includes siblings living in the same household, step-siblings and adopted siblings, but does not apply to cousins; f.

Children’s position on the waiting list will be determined solely in accordance with the over-subscription criteria set out above.

The arrangements for appeals will be in line with the Code of Practice on School Admission Appeals published by the and Skills as it applies to Foundation and Voluntary Aided Schools.
