Volfango SOMMARIO EFFETTI DELLA SPESA PER LA DIFESA SUL SISTEMA ECONOMICO NAZIONALE Il presente lavoro intende fornire una valutazione qualitativa e quantitativa degli effetti diretti ed indiretti e analizzare gli effetti degli investimenti pubblici e privati realizzati dall'industria Aerospazio, Difesa e Sicurezza sul sistema paese. Si avrà particolare riguardo agli effetti degli investimenti in tecnologia, con l'effetto spillover e sull'innovazione tecnologica nel sistema produttivo. Si analizzerà anche la struttura del tessuto industriale e le sue peculiarità, data l'esistenza di poche grandi imprese e di una miriade di piccole e medie imprese, spesso riunite in cluster o distretti industriali o tecnologici, di cui l'aerospazio è il fattore comune. Particolare riguardo si avrà per il livello tecnologico raggiunto nella produzione di sistemi d'arma e piattaforme, nonché di tecnologie e processi produttivi all'avanguardia. Nella descrizione dei sistemi d'arma si avrà riguardo alla dimensione internazionale, come le collaborazioni con paesi Stati Membri dell'UE o alleati NATO, oltre alle esportazioni. La metodologia seguita è quella dell'analisi delle fonti aperte, non sono state utilizzate fonti riservate o classificate, né dello Stato, né di singole aziende. Nel caso dei dati dell'industria Aerospazio, Difesa e Sicurezza è stato necessario utilizzare delle stime fatte dall'autore, secondo la metodologia adottata dall'AIAD, a causa della difficile reperibilità dei dati delle piccole e medie imprese del settore. È stata consultata la più recente letteratura internazionale a riguardo. Le informazioni sui prodotti sono di origine aziendale o tratte da IHS Jane's. Volfango La conclusione è che ci sono effetti moltiplicativi diretti, indiretti e indotti consistenti: nella produzione del settore, nel valore aggiunto, nell'occupazione, nel ritorno dell'investimento pubblico nelle casse dello Stato, nel ritorno economico dell'investimento in ricerca e sviluppo, sia in maniera più qualitativamente apprezzabile, ma più difficilmente quantificabile, nell'innovazione tecnologica. Tra le proposte, contenute nel capitolo conclusivo, si suggerisce una maggiore "messa a sistema" del ciclo di creazione del prodotto, dalle università, alle piccole e medie imprese, alla grande impresa, quest'ultima, per le sue dimensioni e capacità gestionali dovrebbe rappresentare il centro del sistema, per eliminare la dispersione degli investimenti e per realizzare degli "effetti filiera". Volfango Identificazione dell’oggetto della ricerca: l’Industria Aerospazio Difesa e Sicurezza 1 in Italia L'Industria Aerospazio, Difesa e Sicurezza (A.D.S.) identifica un macrosettore del manifatturiero ad alta tecnologia attivo nella produzione di piattaforme e sistemi d'arma complessi con destinatari clienti nazionali ed esteri. Oltre alla manifattura di prodotti nuovi, l'industria A.D.S. cura l'intero ciclo di vita del prodotto, ad esempio attraverso il supporto o anche l'aggiornamento a nuovi standard operativi di piattaforme legacy (già in servizio). In tempi di crisi, considerata la diminuzione di nuovi acquisti e l'allungamento del ciclo di vita delle piattaforme in servizio, il post-sale support arriva anche ad avere volumi d'affari pari o superiori alla vendita di nuovi prodotti. Riguardo gli elicotteri per AgustaWestland ad esempio, il portafoglio ordini (dati 2011) è costituito per il 36% da attività di supporto post- vendita, che comprendono i ricambi e le revisioni.1 La considerazione vale per tutte le piattaforme complesse, dalle aeree, alle navali alle terrestri, in quanto la progressiva crescita nel numero di velivoli operativi aumenta l'importanza delle attività di manutenzione, ammodernamento e logistica, ulteriormente enfatizzate dalla crescente domanda per soluzioni "turn-key" e di supporto operativo lungo l'intero ciclo di vita del prodotto.2 L'industria Aerospazio, Difesa e Sicurezza italiana è uno dei principali settori industriali del sistema Italia, le aziende italiane hanno anche una significativa presenza internazionale, ottenuta attraverso acquisizioni all'estero. Le acquisizioni estere hanno premesso alle aziende italiane di crescere in valore e percentuale, rimanendo il fulcro industriale delle operazioni su scala globale. 1 Per il 2012, il dato dei nuovi ordini acquisiti è sceso al 30,7% e il portafoglio ordini al 33%, a causa dell‟incremento delle vendite dei nuovi modelli AW169 e AW189 lanciati sul mercato nel 2012. 2 Bilancio consolidato 2013, Finmeccanica SpA, p.37 R_e_S_20140116_abbreviato.docx 4 Author: Dott. Volfango L'industria Aerospazio, Difesa e Sicurezza è la 4° in Europa e la 7° al mondo, con un fatturato di 13,5 miliardi di euro ha dimensioni pari a circa l'1% del PIL, ma il suo effetto sull'economia è maggiore, dato che il 60% del fatturato viene dalle esportazioni.3 In Italia il macrosettore è rappresentato dalla Federazione Aziende Italiane per l'Aerospazio, la Difesa e la Sicurezza (AIAD), iscritta a Confindustria. I principali attori dell'industria Aerospazio, Difesa e Sicurezza italiana sono a partecipazioni statale, il Ministero dell'Economia e Finanze, tramite il Dipartimento del Tesoro ha una quota azionaria di circa il 30% di Finmeccanica e il MB-339 PAN rappresenta da molti anni un’eccellenza 99% - tramite Fintecna - di tutta italiana sia industriale che operativa Fincantieri. nell’aeronautica (foto Finmeccanica) Infatti, in seguito al processo di privatizzazione e consolidamento del settore alla fine degli anni '90, il comparto militare e civile aeronautico, elicotteristico, elettronico ed elettro- ottico, di mezzi terrestri ed artiglieria, missilistico e siluri si è consolidato nelle aziende controllate (rispettivamente Alenia Aermacchi, AgustaWestland, Selex ES, OTO Melara, MBDA e WASS) di Finmeccanica SpA (azionista al 30% Ministero Economia e Finanze), che da solo rappresenta il 75% del settore in Italia. Finmeccanica è il principale operatore del settore A.D.S. in Italia, è il secondo Gruppo manifatturiero per dimensione in Italia e all'incirca l'80% del suo fatturato deriva dai settori Aerospazio, Difesa e Sicurezza. Volfango provenienti da prodotti ad alta e medio alta tecnologia (oltre il 90% del fatturato), sopra la media delle multinazionali europee (65%) e anche di quelle tedesche (80%).4 La cantieristica navale si è invece consolidata in Fincantieri SpA, che ha una divisione navi militari molto attiva, con ottimi successi di export. Nel 2002 il comparto difesa di Fincantieri rappresentava il 17% del fatturato e il 100% delle commesse erano per la Marina Militare italiana. Nel 2013, il comparto difesa rappresenta l'11% e dall'Italia arriva solo il 50% degli ordinativi. Per cui Fincantieri ha aumentato il suo valore di 15 volte con le esportazioni.5 Oltre a Finmeccanica e a Fincantieri SpA, le altre grande aziende sono: AVIO SpA per la propulsione aeronautica, di cui attualmente è azionista di maggioranza Cinven, cui si aggiunge una quota significativa di Finmeccanica (circa 14,3%), mentre il 21

    237 Between organised crime and terrorism: ITALY Illicit firearms actors and market dynamics in Italy Francesco Strazzari and Francesca Zampagni The illicit trade in firearms has been a key area of international concern since the late 1990s,1 when large amounts of illicit firearms entered the European Union (EU) illicit firearms market after the end of the Cold War from stockpiles in neighbour- ing regions, especially the states of the former Yugoslavia. Moreover, since 2001 the threat of jihadist terrorism has been high on the EU agenda and with it the potential problem of arms trafficking to supply terrorist groups based in the EU.In a November 2012 speech Cecilia Malmström, the then-EU commissioner for home affairs, stated that the number of illicit firearms circulating in the EU exceeds the number of reg- istered hunters and sports shooters, which total approximately 10 million.2 More recently, the flaring up of armed conflicts close to the EU’s borders, for example in Ukraine, the Middle East and North Africa, has raised concerns about the emer- gence of new sources of illicit firearms to supply the European market. Italy was chosen as the subject of an in-depth study on illicit gun markets for several reasons. Firstly, the country plays a prominent role in the production of firearms in the EU and is considered a top global exporter of small arms and light weapons. According to TradeMap data, the volume of Italian firearms exports is increasing, with a value of US$806 million in 2016.3 Secondly, Italy hosts a wide spectrum of organised criminal groups that have been a serious cause of concern to the authori- ties for some time.
