OREGON INTERNATIONAL PORT OF COOS BAY COOS BAY RAIL LINE TUNNEL DRAINAGE REHABILITATION PROJECT ADDENDUM NO. 1 This addendum is issued to inform all potential responders to the Coos Bay Rail Line Tunnel Drainage Rehabilitation Invitation to Bid of clarifications of the Invitation to Bid. This addendum has been provided to all pre-qualified bidders for Phase II of the tunnel rehabilitation series of projects. Failure to do so may lead a bid to be declared nonresponsive. Clarifications and Instructions: 1. Replace existing TABLE OF CONTENTS section with revised TABLE OF CONTENTS section, marked “Revision 1, 5.21.19”, and attached to Addendum 1. 2. In Section 00120.01 – INSTRUCTION TO BIDDERS, Under CONTRACT TIME: Replace existing paragraph with: The number of days within which, or the dates by which, the Work is to be completed and ready for final payment. All Work for this Project, including all construction, clean-up and demobilization shall be completed by October 31, 2020. The Port intends to issue Notice to Proceed on August 16, 2019. This would translate to 442 calendar days of Contract Time. The final Contract will identify the required delivery date for the completion of the Project. In Section 00120.10 – BID DOCUMENTS, Add the Bid Schedule which is broken down by tunnel. 4. Add – SPECIAL PROVISIONS section 5. In Section 00120.01 – INSTRUCTION TO BIDDERS, Under Paragraph 19.7: Replace with: All BIDDERS shall submit their Bid based on completing the Work in the time allotted for construction. Submittal of a Bid is acknowledgement that the BIDDER understands that the Bid is to complete all Work on time, including all construction, clean-up and demobilization, not later than October 31, 2020. The Port intends to issue Notice to Proceed on August 16, 2019. This would translate to 442 calendar days of Contract Time. 6. In Section 00120.11 – SAMPLE CONTRACT: Under paragraph 1.3 Period of Completion: Replace with: The Port intends to issue Notice to Proceed on August 16, 2019. Contractor shall commence the Work immediately. Except as otherwise set forth in this Agreement, all Work shall be completed on the Project by no later than October 31, 2020. This translates to 442 calendar days of Contract Time. If the Port issues NTP later than August 16, 2019, then the required Final Completion delivery date shall be extended accordingly, day for day. Liquidated damages will begin to accrue on the first day following the deadline, for any uncompleted Work remaining as of that date pursuant to Section 3.1.2 of this Agreement. 7. In Section 00135 – SPECIAL RAILROAD CONTRACT CONSIDERATIONS: Paragraph 2.3.2, Allowable Work Windows: Replace with: The Work will be performed under “live track” conditions, i.e. during construction windows allowed by the Owner’s railroad traffic schedule. For bidding purposes, assume that the Contractor will be allowed to access the main line from 7:00AM to 6:00PM each day, Mondays through Thursdays, and from 8:30AM Friday to 6:00PM Sunday on weekends. Any work on the rail line or along the Railroad Right of Way outside of these windows will require special arrangements coordinated with the Owner. 8.
