Posluszny ABSTRACT Since the 1970’s, concrete railroad ties have become more and more prominent in the railroad industry. Their improved durability and increased safety over traditional timber ties has paved the way for new and more efficient concrete ties to be developed. Prestressing with steel strands was a key design aspect in providing the strength the ties needed to overcome the tonnage seen in heavy haul lines spread across the United States and the world. A major flaw seen with these concrete ties is deterioration due to environment or fatigue loading under the connected rail. This deterioration can lead to a change in gauge of the track structure which can then cause derailment of trains. A second issue found in concrete ties that was not found in timber is the electrical conductivity. Timber is a highly insulating material while concrete possesses insulating and conductive properties based on the amount of moisture present. This is an issue because track structures use the steel rails to carry electrical signals to detect the presence of a train within a signaled block. During construction, the steel strands may come into contact with the embedded steel shoulders on both sides of the tie, therefore creating a direct circuit that needs to be insulated from the steel rails. -

Since the mid-1800s, wood railroad crossties have been treated with a variety of wood preservatives to extend tie service life from only a few years to more than 33 years on average. Today, there are over 800 million treated wood railroad ties in service across North America, and 22 million or more ties are produced for new track construction and maintenance-of-way each year. Athens Journal of Social Sciences - Volume 6, Issue 4 – Pages 263-290 Megaprojects, Development and Competitiveness: Building the Infrastructure for Globalization and Neoliberalism By Gerardo del Cerro Santamaria* This paper argues that megaprojects are inherently tied to the logic of growth, development, urban qualitative transformation, wealth creation, competitiveness and prosperity. Megaprojects constitute the infrastructure of globalization and neoliberalism and they actively contribute to a situation of increased planetary urbanization. The causal context of megaprojects – the logic of development and competitiveness – has consequences for the planning and management of megaprojects. In order to meet the goal of contributing to urban and national growth and development, megaprojects are usually shaped as public-private institutional arrangements participated by elites and pro- growth coalitions at various spatial scales that are able to provide the necessary funding and expert knowledge to implement these complex structures. The close links between megaprojects, development and competitiveness, and the increasing role of megaprojects in the configuration of megaregions worldwide, have an architectural reflection in the prominent importance of iconicity in megaproject design and construction. Thus, the paper analyzes megaprojects in a dual, interconnected way: as spatial settings and infrastructure units that obey specific planning, design and management priorities, and also as reflections or expressions - as consequences or crystallizations -

1 Assessing the deflection behaviour of mechanical and insulated rail joints through finite element analysis M.Gallou1, M Frost1, A.El-Hamalawi1, C.Hardwick2 1Loughborough University 2LB Foster Rail Technologies UK Abstract Rail joints constitute a weak component in the railway system. In this paper three- dimensional (3D) finite element analyses (FEA) are carried out to study the structural deflection performance of rail joints under a fatigue static test through vertical stiffness assessment. Four different types of 4-bolted joints are investigated under a dynamically enhanced static load including a glued insulated rail joint (IRJ), a dry encapsulated IRJ, a dry non-glued IRJ and a mechanical RJ. The analysis focused on the accurate simulation of the contact types between the interfaces of rail joint components, namely among the rail, fishplate faces, bolts, insulating materials and on the effect of the elastic supporting structure of the joint on the overall joint deflection. The effect of bolt pretension is included in the model. The vertical displacement of IRJs is measured experimentally both by dial gauges and Video technique both in laboratory and in field. The numerical modelling investigated the effect of different contact types on the interfaces of the rail joint components during the performance of fishplates, and of the rail in the vicinity of the RJ under a given support condition. The vertical displacement of the rail joint were presented and assessed against specified endurance tests’ limits and field measured deflection values that validate the model. Stress distribution in the fishplates was presented that could allow the calculation, through a stress-life approach, the fatigue life of the fishplates and consequently of the joints due to repeated wheel passage. -

These tax provisions are critically important to U.S. jobs and the broader economy. Failure to extend these provisions is a tax increase. It will inject instability and uncertainty into the economy and weaken confidence in the employment marketplace. Acting promptly on this matter will provide important predictability necessary for economic growth. The expired provisions should be renewed as soon as possible this year. ABSTRACT Systems Engineering (SE) is being used increasingly in rail projects, with the aim of creating better systems in better ways, thus generating a return on the effort invested. However, it is not entirely clear what exactly that return will be or how to maximise it. This thesis contains the results of research into the relationship between the adoption of SE in rail projects and project outcomes. The writer shows that determining the success of a project, and thus the impact of SE, by simply measuring its cost and duration and assessing the performance of the system that it delivers, is problematic. He argues that the adoption of an SE approach can lead to decisions to correct faults in the system design and make other desirable changes being taken earlier, which will improve the outcome in most cases.
