In 2011, an earthquake struck New Zealand, Australia and Bangkok were flooded, and Japan was hit by an earthquake and tsunami that left the country at the brink of a nuclear disaster.

Preparations HERO was activated on December 4, 2015 when it became imminent that typhoon Hagupit (local name Ruby) will make landfall somewhere in the Visayas region. It was to be a live test for HERO with Super Typhoon Yolanda in mind. Upon its activation, a lot of traffic was devoted to trying to muster hams on the 40-meter band (the PARA center of frequency on 40 meter is at 7.095 MHz). Members were advised to start building up on their redundant power supplies such as generators, solar panels, batteries and other imaginable means available as power sources. Owing to the large swathe of typhoon Ruby, it was expected to be almost like Haiyan/Yolanda. There were striking similarities. Initially, Districts 4, 5 and 9 as well as Districts 6, 7 and 8 were alerted. Both Ruby and Yolanda came from the lower quadrant of the typhoon belt. Both were packing winds more than 200 kph near the center. Both had huge footprint or diameter, with Ruby estimated to be around 600 kilometers. Both were expected to generate 3 to 6 meters storm surges and were definitely considered dangerous to lives and properties. Government was not leaving anything to chance and there were plans to forcibly evacuate people along the typhoon track especially those in the coastal area.

It is hypothesized that tropical cyclogenesis occurs when external atmospheric forcing on the synoptic or larger scale provides uplift through a deep layer, enhancing convection, in a region with environmental conditions favorable for genesis. Emphasis is placed on the roles of upper-level troughs, low-level wind surges, preexisting tropical cyclones, and propagating wave disturbances in triggering tropical cyclogenesis. Composites of the 200-hPa and 850-hPa ¯ows reveal the presence of both upper-level troughs and low-level wind surges, respectively, prior to genesis. In the composites, the wind surges also appear to be related to the presence of a prior circulation located approximately 2000 km to the west of the genesis location. An examination of the individual cases demonstrates that approximately 85% of all storms had either an upper-level trough or an identi®able low-level feature, while 49% had both an upper- and a lower- level feature. Given the limitations of the objective analyses over the tropical oceans, this provides strong evidence for the role of large-scale external forcing in triggering tropical cyclogenesis. 1.     THE PARADOX OF THE SALVAGE ZONE: EXAMINING THE PHILIPPINE COASTAL ADAPTATION FRAMEWORK IN THE LIGHT OF TROPICAL CYCLONES AND THREATS OF SEA LEVEL RISE Amiel Ian A. Valdez∗ Abstract Strong typhoons entering the Philippine area of responsibility are not only taking the lives, but also the properties and livelihood of the coastal populace who are mostly fisher folk. As such, these typhoons, along with the threat of sea level rise, catalyse climate displacement in the Philippines. In this paper, the author examines the security of tenure, particularly land and related rights, of these climate displaced persons, and the Philippines’ duty to realise these rights. The author argues that the Philippines, being a party to relevant climate change and human rights treaties, is bound to ensure that the climate displaced persons are not deprived of their property and possession, and that they shall have right to adequate standard of living. Similarly, the land and livelihood of coastal communities are protected by the constitutional right to property, as complemented by the Philippine Civil Code, and the constitutional right to a balanced and healthful ecology. Nevertheless, the author observes that there are gaps in the coastal and disaster laws of the Philippines. Specifically, these laws do not have concrete provisions to protect the property rights (land, housing, and livelihood) of persons who may be displaced by the government’s projects or measures regulating its coastal zones, particularly the so-called Salvage Zone. Further, some local government units are not capacitated to provide immediate resettlement and basic services in the event of category five typhoons.
