BACKGROUND AND CONTEXT The Scholastics and Brothers Circle (SBC) under the Jesuit Conference Asia Pacific (JCAP) gathers annually and for 2015, disaster risk reduction (ORR) and management was selected as its work theme. In recent years, many countries and communities in Asia Pacific suffered immensely from the impacts of natural hazards-turned-disasters as the usual response systems proved to be ineffective for the scale and intensity of these events. The Asian tsunami in 2004, Cyclone Nargis and the flooding in Myanmar in 2008, Typhoon Ondoy (Ketsana) that triggered floods in the Philippines in 2009, painfully reflect the increasing frequency of extreme weather events in the region. In 2011, an earthquake struck New Zealand, Australia and Bangkok were flooded, and Japan was hit by an earthquake and tsunami that left the country at the brink of a nuclear disaster. -
How HERO Did It
How HERO did it. Now it can be told. HERO is the Ham Emergency Radio Operations formally launched upon the unveiling of the logo design contest winner during the 82nd Anniversary of the Philippine Amateur Radio Association (PARA) Inc. – the Philippine national association for the amateur radio service. Preparations HERO was activated on December 4, 2015 when it became imminent that typhoon Hagupit (local name Ruby) will make landfall somewhere in the Visayas region. It was to be a live test for HERO with Super Typhoon Yolanda in mind. Upon its activation, a lot of traffic was devoted to trying to muster hams on the 40-meter band (the PARA center of frequency on 40 meter is at 7.095 MHz). Members were advised to start building up on their redundant power supplies such as generators, solar panels, batteries and other imaginable means available as power sources. Owing to the large swathe of typhoon Ruby, it was expected to be almost like Haiyan/Yolanda. There were striking similarities. Initially, Districts 4, 5 and 9 as well as Districts 6, 7 and 8 were alerted. Both Ruby and Yolanda came from the lower quadrant of the typhoon belt. Both were packing winds more than 200 kph near the center. Both had huge footprint or diameter, with Ruby estimated to be around 600 kilometers. Both were expected to generate 3 to 6 meters storm surges and were definitely considered dangerous to lives and properties. Government was not leaving anything to chance and there were plans to forcibly evacuate people along the typhoon track especially those in the coastal area. -

Treatment of American Prisoners of War In Southeast Asia 1961-1973 By John N. Powers The years 1961 to 1973 are commonly used when studying American POWs during the Vietnam War, even though history books generally refer to the years 1964 to 1973 in defining that war. Americans were captured as early as 1954 and as late as 1975. In these pages the years 1961 to 1973 will be used. Americans were held prisoner by the North Vietnamese in North Vietnam, the Viet Cong (and their political arm the National Liberation Front) in South Vietnam, and the Pathet Lao in Laos. This article will not discuss those Americans held in Cambodia and China. The Defense Prisoner of War/Missing Personnel Office (DPMO) lists 687 American Prisoners of War who were returned alive by the Vietnamese from 1961 through 1976. Of this number, 72 were returned prior to the release of the bulk of the POWs in Operation Homecoming in 1973. Twelve of these early releases came from North Vietnam. DPMO figures list thirty-six successful escapes, thirty-four of them in South Vietnam and two in Laos. There were more than those thirty-six escapes, including some from prison camps in Hanoi itself. Some escapes ended in recapture within hours, some individuals were not recaptured for days, and some were simply never seen again. There were individuals who escaped multiple times, in both North and South Vietnam. However, only thirty- six American prisoners of war escaped and reached American forces. Of those thirty- six successful attempts, twenty-eight of them escaped within their first month of captivity. -

Alan Easterling, USN Since its beginnings in 1912, maritime patrol aviation has recognized the importance of long-range, persistent, and armed intelligence, surveillance, and reconnaissance in sup- port of operations afl oat and ashore. Throughout its history, it has demonstrated the fl ex- ibility to respond to changing threats, environments, and missions. The need for increased range and payload to counter submarine and surface threats would dictate aircraft opera- tional requirements as early as 1917. As maritime patrol transitioned from fl ying boats to land-based aircraft, both its mission set and areas of operation expanded, requiring further developments to accommodate advanced sensor and weapons systems. Joint Publication 3-03 Joint Interdiction 14 October 2011 PREFACE 1. Scope This publication provides doctrine for planning, preparing, executing, and assessing joint interdiction operations. 2. Purpose This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. 3. Application a. Joint doctrine established in this publication applies to the joint staff, commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, and the Services. b. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. If conflicts arise between the contents of this publication and the contents of Service publications, this publication will take precedence unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. -

The Perception Versus the Reality of Canadian Military Involvement in the Iraq War Sean M. Maloney, Ph.D. Part of the IRPP research program on National Security and Military Interoperability Dr. Sean M. Maloney is the Strategic Studies Advisor to the Canadian Defence Academy and teaches in the War Studies Program at the Royal Military College. He served in Germany as the historian for the Canadian Army’s NATO forces and is the author of several books, including War Without Battles: Canada’s NATO Brigade in Germany 1951-1993; the controversial Canada and UN Peacekeeping: Cold War by Other Means 1945-1970; and the forthcoming Operation KINETIC: The Canadians in Kosovo 1999-2000. Dr. Maloney has conducted extensive field research on Canadian and coalition military operations throughout the Balkans, the Middle East and Southwest Asia. Abstract The Chrétien government decided that Canada would not participate in Operation Iraqi Freedom, despite the fac ts that Canada had substantial national security interests in the removal of the Saddam Hussein regime and Canadian military resources had been deployed throughout the 1990s to contain it. Several arguments have been raised to justify that decision. First, Canada is a peacekeeping nation and doesn’t fight wars. Second, Canada was about to commit military forces to what the government called a “UN peacekeeping mission” in Kabul, Afghanistan, implying there were not enough military forces to do both, so a choice had to be made between “warfighting” and “peacekeeping.” Third, the Canadian Forces is not equipped to fight a war.
