BACKGROUND AND CONTEXT The Scholastics and Brothers Circle (SBC) under the Jesuit Conference Asia Pacific (JCAP) gathers annually and for 2015, disaster risk reduction (ORR) and management was selected as its work theme. In recent years, many countries and communities in Asia Pacific suffered immensely from the impacts of natural hazards-turned-disasters as the usual response systems proved to be ineffective for the scale and intensity of these events. The Asian tsunami in 2004, Cyclone Nargis and the flooding in Myanmar in 2008, Typhoon Ondoy (Ketsana) that triggered floods in the Philippines in 2009, painfully reflect the increasing frequency of extreme weather events in the region. In 2011, an earthquake struck New Zealand, Australia and Bangkok were flooded, and Japan was hit by an earthquake and tsunami that left the country at the brink of a nuclear disaster. -

REAL IMPACT: BE SECURE WATER SECURITY FOR RESILIENT ECONOMIC GROWTH AND STABILITY USAID’s Real Impact series highlights examples of water sector projects around the world. Each issue provides from-the-field insights about successful approaches, challenges faced, and lessons learned. OVERVIEW storms. Equipped with project-procured feasibility studies, Cagayan de Oro and Cotabato cities can now determine the best sites to tap additional water sources as they prepare to meet future demand. -
How HERO Did It
How HERO did it. Now it can be told. HERO is the Ham Emergency Radio Operations formally launched upon the unveiling of the logo design contest winner during the 82nd Anniversary of the Philippine Amateur Radio Association (PARA) Inc. – the Philippine national association for the amateur radio service. Preparations HERO was activated on December 4, 2015 when it became imminent that typhoon Hagupit (local name Ruby) will make landfall somewhere in the Visayas region. It was to be a live test for HERO with Super Typhoon Yolanda in mind. Upon its activation, a lot of traffic was devoted to trying to muster hams on the 40-meter band (the PARA center of frequency on 40 meter is at 7.095 MHz). Members were advised to start building up on their redundant power supplies such as generators, solar panels, batteries and other imaginable means available as power sources. Owing to the large swathe of typhoon Ruby, it was expected to be almost like Haiyan/Yolanda. There were striking similarities. Initially, Districts 4, 5 and 9 as well as Districts 6, 7 and 8 were alerted. Both Ruby and Yolanda came from the lower quadrant of the typhoon belt. Both were packing winds more than 200 kph near the center. Both had huge footprint or diameter, with Ruby estimated to be around 600 kilometers. Both were expected to generate 3 to 6 meters storm surges and were definitely considered dangerous to lives and properties. Government was not leaving anything to chance and there were plans to forcibly evacuate people along the typhoon track especially those in the coastal area. -

Acknowledgement I would like to extend my deepest gratitude, first, to the Institute of Developing Economies-JETRO, for having given me six months from September, 2011 to review, reflect and record my findings on the concern of the study. IDE-JETRO has been a most ideal site for this endeavor and I express my thanks for Executive Vice President Toyojiro Maruya and the Director of the International Exchange and Training Department, Mr. Hiroshi Sato. At IDE, I had many opportunities to exchange views as well as pleasantries with my counterpart, Takeshi Kawanaka. I thank Dr. Kawanaka for the constant support throughout the duration of my fellowship. My stay in IDE has also been facilitated by the continuous assistance of the “dynamic duo” of Takao Tsuneishi and Kenji Murasaki. The level of responsiveness of these two, from the days when we were corresponding before my arrival in Japan to the last days of my stay in IDE, is beyond compare. I have also had the opportunity to build friendships with IDE Researchers, from Nobuhiro Aizawa who I met in another part of the world two in 2009, to Izumi Chibana, one of three people that I could talk to in Filipino, the other two being Takeshi and IDE Researcher, Velle Atienza. Maraming salamat sa inyo! I have also enjoyed the company of a number of other IDE researchers within or beyond the confines of the Institute—Khoo Boo Teik, Kaoru Murakami, Hiroshi Kuwamori, and Sanae Suzuki. I have been privilege to meet researchers from other disciplines or area studies, Masashi Nakamura, Kozo Kunimune, Tatsufumi Yamagata, Yasushi Hazama, Housan Darwisha, Shozo Sakata, Tomohiro Machikita, Kenmei Tsubota, Ryoichi Hisasue, Hitoshi Suzuki, Shinichi Shigetomi, and Tsuruyo Funatsu. -

Manejar PHILIPPINE INSTITUTE FOR DEVELOPMENT STUDIES December 2019 LPascual_02 May 2019 Page 0 of 145 PSD-PS-QF-06 REV. 00/01-03-2019 Abstract The small-scale mining law of the Philippines, the People’s Small-scale Mining Act of 1991, is considered a dismal failure in attaining its objectives of spreading employment opportunities and allowing more equitable sharing of the resource wealth of the nation in highly mineralized areas of the country. While acknowledging the potential contributions of small-scale mining to the attainment of national sustainable development goals, implementing the law has been beset with policy overlaps, confusion among stakeholders, compliance and enforceability issues, and lack of capacities of regulators and agencies expected to provide the necessary support infrastructures.
