Hindi po pwede iyong bara bara, patse patse lang. Ang RAY po ay ang tinatawag natin na ‘whole-of-government’ approach ng gobyerno. Pinag-isipan, pinagplanuhan at ipatutupad ng tuloy tuloy, lahat makikinabang, sama sama at walang maiiwan. Ang idea natin sa RAY Program ay ‘Build Back Better’. Ito po ay para masiguro natin na ang mga istraktura, lalo na ang mga importanteng gusali o opisina sa isang LGU ay maisa-ayos upang maibalik sa normal ang public service at ang takbo ng buhay ng tao lalo na sa tao na nasalanta ng bagyong Yolanda. Sa RAY ay gustong tiyakin ng gobyerno na mas matibay, mas maayos at mas ligtas ang mga itatayong istraktura. Former Secretary Mar Roxas ‘DILG Chief visits Yolanda projects in Samar’ 8 April 2015 Official Gazette of the Republic of the Philippines On 8 November 2013, Super Typhoon Yolanda (internationally known as Haiyan) struck the Philippines, leaving a trail of devastation in its wake. In partnership with LGUs, and as part of larger government efforts to rehabilitate affected areas, DILG established the RAY DILG Fund. RAY DILG assist in the reconstruction of totally and partially-damaged provincial/city municipal buildings, public markets, civic centers and barangay infrastructure, with view to Building Back Better. RAY DILG aims to facilitate sustainable, long-term recovery and return to normalcy government services and economic activities in Yolanda-affected areas. 8 OVERVIEW OF RAY BATCH 1 Following the devastation of Super Typhoon Yolanda, the National Government allocated PhP2.012 billion for RAY Batch (phase) 1 projects for the repair and rehabilitation of damaged municipal facilities (provincial/city/ municipal hall, public market and civic centers). It also covers the rehabilitation of infrastructures in DILG Region VIII, Philippine National Police (PNP), Bureau of Fire and Protection (BFP) and Bureau of Jail Management and Penology (BJMP), respectively. Of the 14 provinces and 171 cities/municipalities within the 50km radius of Yolanda’s deadly path, 4 provinces and 146 cities/municipalities reported significant damage sustained to local municipal facilities. These LGUs then submitted a Program of Works (POW): these were then broken down into 309 partially-damaged facilities and 25 totally-damaged facilities. Funds to support the repair of these facilities were distributed from the DILG (the RAY DILG fund) to respective LGUs on April 10-11, 2014.     The Official Quarterly Newsletter of PSA Leyte PSA Leyte celebrates 30th Civil Registration Month Couples during the mass wedding in Ormoc City on Februry 13, 2020 Grade 10 students of Ormoc City during the Civil Registratiojn Quiz Anchored on the theme “Shaping Civil Registration and Vital Statistics (CRVS) by embracing new trends in the 4th Industrial Revolution (4IR),” the Philippine Statistics Authority (PSA)- Leyte Provincial Statistical Office conducted activities targeted at framing a strong and qualitative civil registration system in the province, in collaboration with Local Civil Registry Offices. This is in connection with the annual observance of Civil Registration Month every February wherein civil registration activities are in its full blast. For this year, the month-long celebration was started by its Launching and Caravan on January 31 to February 1, 2020, hosted by the Local Government Unit (LGU) of Matalom, Leyte. TRIALS AND TRIBULATIONS IN LOCATING TREE FARMERS AND SITES FOR RESEARCH AND EXTENSION ACTIVITIES Edwin Cedamon, Samuel Bernaldez and Jack Baynes The major aim of ACIAR project ASEM 2003/052 is to improve financial returns to existing smallholder tree farms in Leyte through a number of extension activities. In order to identify sites suitable for extension activities, visits were made to some tree farms (either registered or not registered with DENR) in Leyte. For this purpose, the initial aim was to identify at least 30 tree farms representing a range of age classes, species, soil types, elevation and climate. In addition, tree farms should have an area of at least 0.25 ha. Various difficulties were encountered in fieldwork designed to locate these tree farms. The main reason was associated with inconsistencies in the database of registered tree farms compiled by Community Environment and Natural Resources Offices (CENROs) which included information concerning tree farm location, owner, species and plantation area. Specific difficulties encountered in finding sites included nonexistence of some registered tree farms, inability to interview some farm owners because they do not reside near their tree farm, some tree farms have a low stocking against what was listed with the CENRO. Despite these difficulties, 76 tree farms were found during October to December 2004. Seventy one tree farms were GPS referenced and 37 tree farm owners were interviewed. INTRODUCTION ACIAR Project ASEM 2003/052 – titled ‘Improving financial returns to smallholder tree farmers in the Philippines’ involves cooperative research between staff of the College of Forestry at Leyte State University, the Department of Environment and Natural Resources (DENR) and Australian researchers.

Please email: [email protected] 2 Summary: Since 1945 Palau has had 68 recorded typhoons, tropical storms or tropical depressions come within 200 nmi of its islands or reefs. At their nearest point to Palau, 20 of these were typhoon strength with winds ≥64kts, or an average of 1 typhoon every 3 years. November and December had the highest number of significant storms; July had none over 40 kts and August had no recorded storms. Data Compilation: Storms within 200 nmi (nautical miles) of Palau were identified from the Digital Typhoon, National Institute of Informatics, Japan web site (http://agora.ex.nii.ac.jp/digital- typhoon/reference/besttrack.html.en). The storm tracks and intensities were then obtained from the Joint Typhoon Warning Center (JTWC) (https://metoc.ndbc.noaa.gov/en/JTWC/). Three storm categories were used following the JTWC: Tropical Depression, winds ≤ 33 kts; Tropical Storm, winds 34-63 kts; Typhoon ≥64kts. All track data was from the JTWC archives. Tracks were plotted on Google Earth and the nearest distance to land or reef, and bearing from Palau, were measured; maximum sustained wind speed in knots (nautical miles/hr) at that point was recorded. Typhoon names were taken from the Digital Typhoon site, but typhoon numbers for the same typhoon were from the JTWC archives.

    aoa TAMBULI Weekly Newsletter The Official e-Newsletter of the Federation of Philippine Industries Volume 18 Issue No. 33 05 September 2014 ______________________________________________________________________________ 2014 Bayabay Media and Sustainable Development awardees feted during the FPI General Membership Meeting; MOA signed The Federation of Philippine Industries (FPI) successfully held its 2014 General Membership Meeting (GMM) last Wednesday, September 03, 2014 at the Grand Ballroom Hotel InterContinental, Makati City. The 2014-2016 FPI Directors and Officers were inducted by the Bureau of Customs Com. John Philip Sevilla who was also introduced by EVP Jesus Montemayor as the keynote speaker. Com. Sevilla presented the actions and changes that they have instituted in the Bureau of Customs which was roundly applauded by the delegates composed of senior executives coming from the Federation’s 34 industry association and 110 corporation members. The GMM was jumpstarted by the discussion of the current serious concerns and challenges that are facing the manufacturing industries particularly on anti-smuggling, environment and power & energy. Chairman Jesus Lim Arranza updated the members of the various actions which the Federation made on anti-smuggling which is the flagship advocacy of the FPI, while Director Peter Quintana and Mr. Emmanuel Go discussed the concerns and challenges of the manufacturing industries on environment and power & energy, respectively. President George S. Chua made an annual report of the other activities of the Federation. Bayabay Media Award FPI Chairman Arranza and the FPI Board conferred the 2014 Annual FPI Bayabay Award to honor outstanding and deserving media practitioners who have raised important and sensitive issues that have serious impact on our country, - by consistently and conscientiously educating the masses in a clear, equitable, and balanced manner, which is a basic tenet required to ensure the preservation of our vibrant democratic country.
