SUBJECT INTEGRATION OF SAN PEDRO BAY AND GULF (SPBLGB) FRAMEWORK PLAN IN THE COMPREHENSIVE LAND USE PLANS OF AFFECTED LOCAL GOVERNMENT UNITS

The Regional Land Use Committee (RLUC) Region VIII adopted the San Pedro Bay and Basin (SPBLGB) Framework Plan through RLUC Resolution No. 08 Series of 2018. The framework plan provided for the strategic and policy framework for the sustainable and resilient development path of the SPBLGB area. The framework plan also provided guidance to decision-makers, planners and other stakeholders especially in the implementation of the adopted spatial structure and land and water use prescriptions for the SPBLGB.

To further supplement the results or outcomes of Climate and Disaster Risk Assessment (CDRA) process, the policies, spatial framework, programs and projects outlined in the SPBLGB Framework Plan that also aims to improve the adaptive capacities of communities and local government units along the coastlines of San Pedro Bay and Leyte Gulf Basin, shall be considered or incorporated in the preparation or updating of Comprehensive Land Use Plans of the identified local government units.

Local government units covered by the framework plan includes City, municipalities of Palo, Tanauan, Dulag, Tolosa, Mayorga, MacArthur and in the Province of Leyte; Municipalities of and Marabut in the Province of ; and Municipalities of and in the Province of .

APPROVING AND ADOPTING THE SAN PEDRO BAY AND LEYTE GULF BASIN (SPBLGB) FRAMEWORK PLAN

Whereas, the Climate Change Commission (CCC). in partnership with the United Nations Development Programme (UNDP), is implementing the Resilience and Preparedness Toward Inclusive Development (RAPID) Program, funded by the Department of Foreign Affairs and Trade-Australian Government (DFAT-Australian Government);

Whereas, among the components of the Program is the preparation of a Baywide Coastal Zoning and Land Use Framework (BCZLUF), which will define the spatial strategy to guide land and water use decisions to mitigate the impact of climate change in twelve (12) target local government units (LGUs) along the coastline of San Pedro Bay and Leyte Gulf, viz: Tacloban City, Palo, Tanauan, Tolosa, Dulag, Mayorga, MacArthur, and Abuyog in the province of Leyte, Balangiga and Lawaan in the province of Eastern Samar, and Basey and Marabut in the province of Samar;

Whereas, the eee and NEDA Regional Office (NRO) VIII have entered into a Memorandum of Agreement (MOA) on December 1, 2017, for the collaborative development of the BCZLUF, which was favorably supported by the members of the RLUC VIII during its 1st Semester Meeting on April 20, 2017;

Whereas, the planning approach in the preparation of the BeZLUF consists of the following: 1) use of ecological landscape otherwise known as the ridge-to-reef approach; 2) multi-criteria land suitability analysis to determine the most appropriate use of land viz-a-vis the current land use and physical/topographical make-up; 3) harmonization of comprehensive land use plans (CLUPs) and other plan documents of concerned LGUs, as well as of the national line agencies; and, 4) consultative and participatory process involving key stakeholders, among others;

Whereas, upon review, the Committee finds the SPBLGB Framework Plan comprehensive, which contained the following significant chapters: 1) Analysis of Existing Situation; 2) Planning Issues and Concerns; 3) Development Framework; 4) Results of the Land Suitability Analysis and the Preferred Spatial Strategy; 6} the

Ecological Management Zones Use Policy Framework; 7) Proposed Programs and Projects; 8) Institutional Implementation Framework; and, 9) Action Plan ;

NOW, THEREFORE, upon the motion of RLUC VIII-Private Sector Representative (PSR), EnP. Nestor B. Tabungar, that was duly seconded by the Department of the Interior and Local Government (DILG) VIII representative, Ms. Blanca P. Cercado, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve and adopt the San Pedro Bay and Leyte Gulf Basin (SPBlGB) Framework Plan.

RESOLVED FURTHER, to enjoin the provinces of Leyte, Samar, and Eastern Samar, the City Government of Tacloban, and the concerned municipalities to adopt the SPBLGB Framework Plan in the preparation and updating of their respective provincial development and physical framework plans (PDPFPs) and CLUPs, respectively.

RESOLVED FURTHERMORE, that copies of the SPBLGB Framework Plan be forwarded to the Housing and Land Use Regulatory Board (HLURB) and the DILG VIII as one of the basis for the review of subsequent PDPFPs/CLUPs, and comprehensive development plans (COPs), and to the ROC VIII for adoption and approval.
