At about 10:30 AM of January 25, 2019 the Jesus Miracle Crusade International Ministry (JMCIM) with the assistance of PDEA Custodial Officers conducted its weekly religious activity to uplift the moral and spiritual values of the drug offenders under the custody of PDEA Detention Facility. 2. DIR. EDGAR T. JUBAY, Acting Regional Director of the PDEA RO VIII spearheaded a basketball game which was participated in by PDEA ROVIII male employees. The activity is part of the programs and activities of the office. This aims to boost physical and mental capabilities of the employees and strengthen camaraderie. 3. Ms. Rogelette T. Urgel, PIO/C, PECIS attended the AGIO forum which was attended by its thirty (30) members held at LMWD Plant, Brgy. Tingib, Pastrana Leyte from 0900- 1830H on Jan. 31, 2019. The following topics were discussed: LMWD Treatment Process; Ease of doing business @ efficient govt. service delivery law; May 2019 election preparations, prohibited acts and other concerns; Peace and order concerns/election preparations; and Agency Updates 4. Agent Arianrose M. Felizarta and Agent Haiky Harrel B. Palasabas conducted a lecture on the ill-effects of Drug Abuse, Drug Identification, and Salient Features of RA 9165 among the BS- Criminology OJT students of Leyte Colleges composed of Twenty-Nine (29) participants from 8:30 PM- 11:30 PM on January 28, 2019. 5. PDEA RO8 organized and conducted a Speakers Bureau Training-Workshop for selected PECIS Lecturers spearheaded by Dir. Edgar T Jubay together with IAV Eduardo Makabenta, Deputy Regional Director; IAV Christine Anne C. Dumapias, Chief Operations Division; Ms. Marelie De Leon, Chief Admin Division; Atty Jason T Matoza, Legal Officer; and Ms Rogelette T Urgel, PIO/Chief, PECIS. 6. Ms Rogelette T Urgel, PIO/Chief conducted a lecture on the ill-effects of Drug Abuse, Drug Identification and orientation on PECIS among the BS- Criminology OJT students of Leyte Colleges composed of Twenty-Nine (29) participants from 1:30 PM- 3:30 PM on 9th of January 2019. A. PECIS ACTIVITIES CONDUCTED BY PDEA RO8- LEYTE PROVINCIAL OFFICE 1. IAV MA. RHEA CAMINONG, City Officer of PDEA-TCO, was the resource speaker during the conduct of Drug Awareness Symposium held at Brgy. 49 Youngfield, Tacloban City. The said event was participated in by at least twenty (20) PWUD’s and fifteen (15) others to include the barangay officials and staff. Discussed during the event was focused on the ill-effects of the use of illegal drugs. 2. At about 9AM of January 24, 2019, Dir. Edgar T Jubay together with Acting Deputy Regional Director IAV Eduardo Makabenta IV and Provincial Officer of Leyte IA1 Cleveland Villamor attended the 1st Quarter Joint City Peace and Order Council (CPOC) and City Anti-Drug Abuse Council Meeting held at City Auditorium, Baybay City. Said activity was also attended by the Chairman of the Council, Honorable Carmen Cari, members of the councils and other Department Heads. Prior to the said meeting, random drug test was conducted to the members of the Councils and Department Heads. Dir Jubay also presented and discussed the Balay Silangan Program. 3. At about 8AM of January 23, 2019, IO1 Sheila Jervoso conducted drug awareness symposium at Himpipila National High School, Abuyog, Leyte. Said activity was attended by the Senior High School students from Grade 11 and 12 with a total of 129 participants. 4. At about 8AM of January 29, 2019, IO1 Sheila Jervoso conducted Drug Awareness Symposium to a total of two hundred sixteen (216) composing of one hundred sixteen (116) male and one hundred female from Grade 5 and 6 elementary pupils of Sta. Fe – Sto. Niño Elementary School, Abuyog, Leyte. B. PECIS ACTIVITIES CONDUCTED BY PDEA RO8- SAMAR PROVINCIAL OFFICE 1. On April 4, 2018, Western Samar Provincial Office (WSPO) Team Member, AGENT RENAN R LETIGIO attended the Weekly Provincial Oversight Committee Meeting especially on the update on Barangay Drug Clearing Operations and campaign against illegal drugs. The validation on newly identified Watchlist or illegal drug personalities of the province of Samar held at Samar PPO Headquarter, Camp Lukban, Brgy. Maulong, Catbalogan City. The activity was attended by various heads of the Intelligence and Operation Division and PCR Officer of SPPO, PCR of Calbayog City, Catbalogan City PCR and Tesda Samar Provincial Director. 2. On September 17, 2018, member. SPO AGENT CHIQUILLO attended the Provincial Oversight Committee Meeting held at Samar PPO Headquarter, Camp Lukban, Brgy. Maulong, Catbalogan City, Samar. The activity was attended by various heads and representatives of the Intelligence Division of SPPO/PIB; POPB, PPCRB, PIDMB; In- Charge, Barangay Drug Clearing Operation and PAIDMC personnel. 3. Ms Ma. Ivy Lim had a short meeting with PCR Officer PO1 Mohammad Juddin Jubnil of Gandara MPS at PDEA RO8- Samar Provincial Office concerning on the on-going Barangay Drug Clearing Program that is being implemented within their municipality. 4. On January 31, 2019 at around 11:30 o’clock in the morning, IA1 GRETCHEN BUHAY-AURELIA & MS. MA. IVY P. LIM, both Staff of PDEA Samar PO had a meeting with PO2 Terrence Diaz and PO2 Arnel Advincula, both are Police Community Relation Officers of Calbayog City Police Station held at Samar Provincial Office, Calbayog City. 5. On January 27, 2019 at around 02:00 o’clock in the afternoon, IA1 SILAS S AURELIA, Asst. Provincial Officer of PDEA Samar PO had a meeting with PO2 Melissa Urmeneta, Intel Officer of Calbayog CPS held at Samar Provincial Office, Calbayog City. 6. On January 19, 2019 at around 08:30 o’clock in the morning, Assistant Provincial Officer, IA1 SILAS S AURELIA and Team conducted Clean-Up Drive within the Office and Provincial Grounds of Samar Provincial Office, located at Calbayog City Sports Center, Brgy. Capoocan, Calbayog City. 7. On January 17, 2019 at around 02:30 o’clock in the afternoon, MS. MA. IVY P. LIM, Staff of PDEA Samar PO had a meeting with Ms. Emmie Tomnob, Barangay Secretary of La Paz, Calbayog City held at Samar Provincial Office, Calbayog City. 8. On January 16, 2019, elements of PDEA RO8 – Samar PO led by Assistant Provincial Officer, IA1 SILAS S AURELIA conducted a Courtesy Call to the newly detailed COP of Calbayog City, PSUPT Joie Pacito P Yape at Calbayog CPS located at Brgy. Aguit-itan, Calbayog City. Topics discussed during the said meeting were the Drug Situation of the Province and the Region as a whole; Anti-drug operations conducted within the City and other accomplishments for the year 2018; Current Political status within the Province and City; and Updates on Barangay Drug Clearing Operations. 9. On January 16, 2019 at around 14:35 o’clock in the afternoon, IA1 GRETCHEN A BUHAY-AURELIA & MS. MA. IVY P. LIM, both Staff of PDEA Samar PO had a meeting with PSI Romualdo Doncillo, Chief of Police of Tatlora MPS together with his Police Community Relation Officer PO1 Diana Hilves held at Samar Provincial Office, Calbayog City. 10. on January 4, 2019 at around 13:15 o’clock in the afternoon, MS. MA. IVY P. LIM, Staff of PDEA Samar PO had a meeting with PO1 Mohammad Uddi Jubnil, Police Community Relation Officer of Gandara MPS held at Samar Provincial Office, Calbayog City. C. PECIS ACTIVITIES CONDUCTED BY PDEA RO8- EASTERN SAMAR PROVINCIAL OFFICE 1. At about 9AM of January 31, 2018, IA1 FREDERICK J OCAÑA, Provincial Officer, PDEA RO8-ESPO had a radio guesting/interview hosted by Atty. JASON T. MATOZA at IBC-6, Palo, Leyte. In the said interview, topics discussed were about illegal drugs demand/supply reduction and sending letters-request to colleges and universities in the provincial AOR regarding anti-illegal drugs advocacy campaigns such as the conduct of lectures and seminars/symposia./ 2. At about 2:14PM of January 28, 2019, PDEA RO8-ESPO personnel led by IA1 FREDERICK J OCAÑA, Provincial Officer, paid a courtesy call before PSSupt LITO TURALBA BIGOY, PESE, PD, ESPPO, at the latter’s Office in ESPPO, Camp Asidillo, Brgy. Alang-alang, Borongan City. 3. At about 4PM of January 28, 2019, PDEA RO8-ESPO personnel led by IA1 FREDERICK J OCAÑA, Provincial Officer, paid a courtesy call before Hon. MARCELO A. PICARDAL, Acting Governor, Province of Eastern Samar, at the latter’s Office at the Provincial Capitol, Brgy. Alang-alang, Borongan City. 4. At about 9:30AM of January 30, 2019, PDEA RO8-ESPO personnel led by IA1 FREDERICK J OCAÑA, Provincial Officer, paid a courtesy call before PSI Gwen Allison Corregidor, DCOP Borongan CPS, at the latter’s Office in Brgy. Campesao, Borongan City, Eastern Samar. D. PECIS ACTIVITIES CONDUCTED BY PDEA RO8-NORTHERN SAMAR PROVINCIAL OFFICE 1. On January 24, 2019 PDEA-Northern Samar Provincial Office personnel watched the live streaming of PDEA IN ACTION via Facebook PDEA-Otso for the latest updates, accomplishments and announcements during the program. E. PECIS ACTIVITIES CONDUCTED BY PDEA RO8-SOUTHERN LEYTE PROVINCIAL OFFICE 1. At about of January 28, 2019, the above signatory together with IAI JORDAN C. LUNESA, Provincial Officer, PDEA SLPO AND IO1 JASPER VENCE ERAY meet with Mr. Jessie Quilantang, Provincial Administrator of the province of Southern Leyte. Matters discussed during the meeting were the establishment of BALAY SILANGAN in the province and concerns with regard to the implementation of the said rehabilitation facility. Mr. Jessie Quilantang assures that the provincial government of Southern Leyte will fully support this project. 2. On January 14, 2019, IA1 Joseph L Padual, Acting Assistant Provincial Officer, PDEA- SLPO attended the 1st Quarter CY 2019 Provincial Peace and Order Council/Provincial Anti-Drug Abuse Council (PPOC/PADAC) Joint Quarterly meeting and was spearheaded by the Chairperson Southern Leyte Provincial Governor Hon.

This is in connection with the annual observance of Civil Registration Month every February wherein civil registration activities are in its full blast. For this year, the month-long celebration was started by its Launching and Caravan on January 31 to February 1, 2020, hosted by the Local Government Unit (LGU) of Matalom, Leyte. The framework plan provided for the strategic and policy framework for the sustainable and resilient development path of the SPBLGB area. The framework plan also provided guidance to decision-makers, planners and other stakeholders especially in the implementation of the adopted spatial structure and land and water use prescriptions for the SPBLGB. To further supplement the results or outcomes of Climate and Disaster Risk Assessment (CDRA) process, the policies, spatial framework, programs and projects outlined in the SPBLGB Framework Plan that also aims to improve the adaptive capacities of communities and local government units along the coastlines of San Pedro Bay and Leyte Gulf Basin, shall be considered or incorporated in the preparation or updating of Comprehensive Land Use Plans of the identified local government units. Local government units covered by the framework plan includes Tacloban City, municipalities of Palo, Tanauan, Dulag, Tolosa, Mayorga, MacArthur and Abuyog in the Province of Leyte; Municipalities of Basey and Marabut in the Province of Samar; and Municipalities of Lawaan and Balangiga in the Province of Eastern Samar.

    TYPHOON HAGUPIT NR. 1 7 DECEMBER 2014 Typhoon Hagupit – Situation Report (20:30 Manila Time) GENERAL INFORMATION - Typhoon Hagupit made landfall on Saturday 6 December at 9:15 pm in Dolores, Eastern Samar. After weakening to a Category 2 typhoon, Hagupit then made a second landfall in Cataingan, Masbate on Sunday 7 December. - Typhoon Hagupit has maintained its strength and is now (8:00 pm Manila Time) over the vicinity of Aroroy, Masbate. According to PAGASA’s weather bulletin issued today, 7 December at 18:00, the expected third landfall over Sibuyan Island will be between 02:00 – 04:00 in the morning tomorrow and will be associated with strong winds, storm surge and heavy to torrential rainfall. Hagupit is expected to exit the Philippine Area of Responsibility (PAR) on Thursday morning. - The typhoon is not as powerful as Typhoon Haiyan but Hagupit is moving slowly through the Philippines meaning prolonged rainfall and an increased likelihood of flooding and landslides. Currently the extent of damage is not yet clear. The authorities will send an assessment mission tomorrow to Region VIII where some municipalities in Eastern and Northern Samar are thought to have sustained heavier damage. Diit, Tacloban City ABSTRACT Leyte Gulf is among the major fishing grounds in the Philippines with a shelf area of 13, 147 km2 covering the islands of Samar and Leyte. For this reason, it was chosen as the study area in Eastern Visayas under the National Stock Assessment Program (NSAP) which aims to assess the status of fisheries resources. This paper presents the fishery stock assessment results from CY 2001-2011. The annual fish catch from 2001-2011 showed a declining trend. The lowest was in 2008 with 12, 483.52 MT while the highest was in 2003 with 26,367.32 MT. The municipal fisheries had a high catch contribution except in 2001 where commercial catch was higher by 30%. Thirty eight (38) types of fishing gears were identified operating in Leyte Gulf.

This will help decongest urban areas, interconnect growth hubs and provide basic services. Bypasses and diversion roads and other infrastructure projects, a primary task of the department, is now a proposal thing that should provide appropriate and economical infrastructure while being ensured that these projects meet and fulfill their purpose. A measure to attain this goal is the proper conduct of feasibility study with feasible results prior to funding the construction of the project. This proposed consultancy services of the feasibility study of the above-named project is outsourced to bypass the DPWH, Regional Office VIII, Baras, Palo, Leyte with the assistance of the Project Preparation Division, Planning Service (PDD, PS). The feasibility study must contain the extent and nature of improvements/construction needed with the economic and technical justification thereof, environmental and social impacts and development program for suitable and optimal investments. Results from the study, if determined and found feasible, will be used by DPWH for programming purposes and its implementation through local financing/external sources. Abuyog, being a 1st class municipality in the province of Leyte with recognized tourist destinations, will eventually attract a significant number of tourists and future dwellers – both from the International and Domestic areas which may live and/or invest in it.

    Annals of Tropical Research 412 ( ):1 1529 -1 (201 9 ) © VSU, Leyte, Philippines Landslides have become very frequent in Leyte which justifies the need for soil assessment and characterization of the landslide-prone areas in the province. This study assessed the physical characteristics of soils from the landslide areas in Cadac-an watershed in Leyte, Philippines. Landslide cuts located in the central highlands of Cadac-an watershed were used as representative profiles in this study. These were examined, characterized and sampled for the analyses of soil physical properties which include particle size distribution (Pipette method), bulk density (Paraffin-clod method), particle density (Pycnometer method), porosity, total soil wet density, water holding capacity and field capacity (Gravimetric method), saturated hydraulic conductivity (Constant head method), liquid limit and plastic index. Generally, soils from the landslide areas in Cadac-an watershed had a sandy loam to clay loam to clayey texture, low bulk density, low particle density, high porosity, moderate total soil wet density, moderate to high water holding capacity, low to moderate field capacity, moderately high to high saturated hydraulic conductivity, moderate liquid limit and low plastic index. Based on the above characteristics, the soils are susceptible to landslide occurrence thus it is highly recommended to conduct constant assessment and monitoring of the area.
