The 2014-2016 FPI Directors and Officers were inducted by the Bureau of Customs Com. John Philip Sevilla who was also introduced by EVP Jesus Montemayor as the keynote speaker. Com. Sevilla presented the actions and changes that they have instituted in the Bureau of Customs which was roundly applauded by the delegates composed of senior executives coming from the Federation’s 34 industry association and 110 corporation members. The GMM was jumpstarted by the discussion of the current serious concerns and challenges that are facing the manufacturing industries particularly on anti-smuggling, environment and power & energy. Chairman Jesus Lim Arranza updated the members of the various actions which the Federation made on anti-smuggling which is the flagship advocacy of the FPI, while Director Peter Quintana and Mr. Emmanuel Go discussed the concerns and challenges of the manufacturing industries on environment and power & energy, respectively. President George S. Chua made an annual report of the other activities of the Federation. Bayabay Media Award FPI Chairman Arranza and the FPI Board conferred the 2014 Annual FPI Bayabay Award to honor outstanding and deserving media practitioners who have raised important and sensitive issues that have serious impact on our country, - by consistently and conscientiously educating the masses in a clear, equitable, and balanced manner, which is a basic tenet required to ensure the preservation of our vibrant democratic country. The field includes good government, environment, labor and productivity, international trade, academe, anti-smuggling, and other major issues of national scope. The noble awardees include Channel 7 and DZBB’s Mr. Mike Enriquez, Ms. Mel Tiangco, Ms. Jessica Soho, and Mr. Arnold Clavio, as well as Mr. Chito Juinia of the BOC press corp., attended the awarding. Channel 2 and DZMM’s Mr. Noli de Castro, Ms Korina Sanchez, Mr. Ted Failon, Ms. Karen Davila, and Mr. Jerry Esplanada of the Phililippine Daily Inquirer, have notified the Federation of their conflict of schedule. Why Bayabay? As a brief backgrounder, long before the advent of the newspapers, radio, television and other modern technology to disseminate news, a town crier would go to the town plaza and beat his drum in order to alert the town folks who would then earnestly gather to listen to the major news, important announcements, typhoon warnings, among others, that he will make known. They called them “Bayabay” in Sorsogon. The Federation of Philippine Industries (FPI) has chosen “Bayabay” to depict its annual media award not only to pay tribute to our history and the countless unsung heroes, but, also to bestow this award to worthy contemporary media practitioners, Mr. Arranza explained. Sustainable Development Award In the same event, Dr. Ernesto Ordonez announced the 5th Annual Sustainable Development Awardees from Corporations, Industry Associations and Local Government Units (LGUs) that have demonstrated exemplary practices in the following categories, namely: Corporate Social Responsibility (CSR), Management of Waste, Optimum Use and Recycling of Resources and Health and Safety. The winners include, United Pulp and Paper Company as the Most Outstanding Corporation in the practice of Corporate Social Responsibility (CSR) as well as the Most Outstanding Corporation in the practice of Optimum Use of Resources; Philippine Plastics Industry Association Inc. - the Most Outstanding Industry Association in the practice of Management of Waste; Tanduay Distillers Inc. - Most Outstanding Corporation in the practice of Management of Waste; Toyota Motors Philippines - Most Outstanding Corporation in the practice of Health and Safety. This year’s Panel of Sustainable Development Judges: Department of Environment and Natural Resources (DENR) Secretary, Hon. Ramon C. Paje, as the Overall Chair, Former Miss Earth, Ms. Catherine Untalan Vital for Social Corporate Social Responsibility (CSR), Presidential Adviser for Environmental Protection, Mr. Juan Romero O. Nereus Acosta for Management of Waste, the President of the Earthday Network Philippines, Mr. Roberto Guevarra for Optimum Use and Recycling of Resources, and former Department of Health (DOH) Secretary, Mr. Jaime Z. Galvez Tan for Health and Safety. MOA signed One of the highlights of the event is the signing of the Memorandum of Agreement (MOA) which the Federation signed with the Bureau of Customs (BOC) and the UE Knights. The MOA with Customs was signed by Com. Sevilla and Chairman Arranza relative to the existing Public Private Partnership (PPP), with slight revision, where the Federation will continue to field its various industry technical experts to assist the bureau in monitoring smuggled products and goods that are covered by mandatory certification. The MOA with the UE Knights is the desire of the latter’s members which is composed of UE ROTC who have been with the military service and retired with the rank of Lt Colonel to General to help the industry in fighting smuggling. The UE Knights was represented by Commodore Anthony Que who is its current National Commander. 2 Chairman Emeritus Meneleo J. Carlos, Jr. delivered the closing remarks and acknowledged the overwhelming support and attendance of the members. 13th FPI Golf Classic, February 20, 2015 The 13th Annual FPI Golf Tournament will be held on February 20, 2015 (Friday) at the Tagaytay Midlands Golf Course, Tagaytay City. Senior executives from the country’s Top 1,000 Corporations are expected to play in this tournament and get the chance to compete with their fellow industrialists on the golf course. Ochave Ateneo de Davao University [email protected] Abstract This paper is an attempt to localize Herman and Chomsky’s analysis of the commercial media and use this concept to fit in the Philippine media climate. Through the propaganda model, they introduced the five interrelated media filters which made possible the “manufacture of consent.” By consent, Herman and Chomsky meant that the mass communication media can be a powerful tool to manufacture ideology and to influence a wider public to believe in a capitalistic propaganda. Thus, they call their theory the “propaganda model” referring to the capitalist media structure and its underlying political function. Herman and Chomsky’s analysis has been centered upon the US media, however, they also believed that the model is also true in other parts of the world as the media conglomeration is also found all around the globe. In the Philippines, media conglomeration is not an alien concept especially in the presence of a giant media outlet, such as, ABS-CBN. Cesar V. Purisima as Secretary of the Department of Finance. FPI Chairman Jesus Lim Arranza said “Secretary Purisima is very much qualified and competent as he had previously held the positions Finance Secretary and Trade and Industry Secretary under the previous administration.” Arranza also pointed out that Purisima is well versed in tax and revenue laws, rules and regulations having had a long stint as partner of SGV & Co. Arranza who is concurrently also the Chairman of the FPI Anti-Smuggling Committee stressed that it is only under the current leadership of Sec. Purisima that the Bureau of Customs (BOC) headed by Commissioner Angelito A. Alvarez is closely coordinating with the private stakeholders particularly the Federation in the government’s drive against smuggling. He also pointed out that government was able to slap PhP100 million deficiency duties and VAT against one of the 4 importers suspected of grossly undervalued palm oil. These four companies are now being audited by the BOC’s Post Entry Audit Group (PEAG) led by Atty. Jun Ligon and their importations are now being monitored, Arranza said. “The discovery of large scale ‘technical smuggling’ on the part of these scrupulous palm oil importers was due to the strong partnership of the Federation and the BOC”, Arranza said Arranza added that while the CIIF Oil Mills Group which he heads has imported and declared imported palm oil products at US$1,300/MT, these scrupulous 4 companies declared their importations at only between US$200 to US$300/MT or a difference of US$1,100.
