The Knoxville Regional TPO requests concurrence by TDOT to amend the FY 2020-2023 TIP concerning the following project:

Amendment 20-2014-003 (Alcoa Highway, Pellissippi Pkwy. to Little River IA) - Amend TIP to revise the project terminus description, project length and increase the ROW cost. The project description includes reconstructing from a 4-lane to a 6-lane facility, including a frontage road system with two (2) new interchanges (SR-115 at Singleton Station Road and SR-115 at Topside Road (SR-333)); modifying the existing SR-115 and SR-162 , and constructing a multi-use path. The project length is 2.71 miles, and the entire project is in Blount County. The ROW cost increased from $32,200,000 to $57,000,000 in FY 2020. The total project cost increased from $82,350,000 to $107,150,000.

This amendment has been incorporated into our FY 2020-2023 TIP. The project pages, expenditure summary sheets, conformity summary report, air quality conformity determination report and federal approval, resolution and planning process self-certification are included. TRANSPORTATION IMPROVEMENT PROGRAM Transportation Conformity Summary Report

Project Amendments: On April 22, 2020, the Knoxville Regional TPO Executive Board voted to approve the following amendments to the Knoxville Regional FY 2020 – 2023 Transportation Improvement Program (TIP)

Air Quality Conformity Status:

These amendments were subject to a conformity finding. A short conformity demonstration report was used to demonstrate conformity for these projects and is included with this packet.

Metropolitan Transportation Planning Process Certification:

The Knoxville TPO Planning Process certification is included and certifies that the transportation planning process addresses the major issues in the metropolitan planning area and is conducted in accordance with all applicable requirements.

Resolution:

The adopting resolution for these projects and air quality conformity determination is included.

Public Participation:

Public participation processes were in accordance with the Knoxville TPO’s federally approved Public Participation Plan, with a 30-day public review and comment period being provided between March 23, 2020 to April 22, 2020. Two public hearings were held on April 14, 2020 at the TPO Technical Committee Meeting, followed by April 22, 2020 at the TPO Executive Board meeting. In accordance with current guidelines regarding public gatherings in response to COVID-19, both meetings were held virtually. The recorded meetings will be available to review on the TPO website. No public comments were received.

Interagency Consultation:

The Knoxville Air Quality Interagency Consultation (IAC) group was consulted on a 17-day IAC review from March 4, 2020 until March 20, 2020 regarding review of the draft conformity determination report. IAC email correspondence regarding the amendments is included. Additionally, an IAC conference call was held on March 20, 2020 to provide an opportunity for TPO staff to present the SCR findings and allow for IAC questions and comments. Minor IAC comments were provided and incorporated into the SCR that went out for public review. The minutes of the IAC conference call are included. Introduction

This report constitutes a conformity determination being made on an air quality non-exempt project amendment to the FY 2020 – 2023 Knoxville Regional TPO Transportation Improvement Program (TIP). The TIP is the federally required short-range document that is a subset of, and implements the Regional Long-Range Transportation Plan of the TPO – currently known as Mobility Plan 2040.

Transportation Air Quality Conformity Background

Transportation conformity is a mechanism to ensure that federal funding is not used on transportation programs or projects that are not consistent with the air quality goals of the State Implementation Plan for maintaining the attainment status of the Knoxville Region with respect to the National Ambient Air Quality Standards (NAAQS) established by the Clean Air Act. The Knoxville Region is currently designated as an Air Quality Maintenance Area for the criteria pollutants of Fine Particulate Matter (PM2.5) and Ozone.

Current Conformity Status

The current Mobility Plan 2040 was originally adopted by the TPO Executive Board on April 26, 2017 and the Air Quality Conformity Determination was approved by the U.S. Department of Transportation (U.S. DOT) on May 31, 2017. The FY 2020-2023 TIP was adopted by the TPO Executive Board on October 23, 2019. Air Quality Conformity for the 2020-2023 TIP was approved by the U.S. DOT on December 6, 2019.

Project Amendment Details

Periodically, as needs and conditions change, it becomes necessary to modify the Plans described above. The current action involves amending to increase the funding for the right-

1 of-way phase for one project and also amending to add a project from the prior FY 2017-2020 TIP into the FY 2020-2023 TIP. Since both of the affected projects are already included in the existing Mobility Plan 2040, they have therefore been previously accounted for in the regional emissions analysis used to determine transportation conformity. The TPO staff believes that the previously programmed horizon years for these projects are also still appropriate based on the current expected project development timeline as described in more detail below.

Following is additional information regarding the proposed amendments and the before/after TIP profile pages are included as Attachment 1:

1. TIP Project #20-2014-003, KRMP Project #09-216 – Alcoa Hwy (SR-115/US-129) Widening – The project description includes reconstructing from a 4-lane to a 6-lane facility, including a frontage road system with two (2) new interchanges (SR-115 at Singleton Station Road and SR-115 at Topside Road (SR-333)); modifying the existing SR-115 and SR-162 interchange, and constructing a multi-use path.

The amendment involves minor revisions to clarify the north project terminus description, project length and an increase to the ROW cost based on the latest estimate. The project length is 2.71 miles, and the entire project is in Blount County. The ROW cost increased from $32,200,000 to $57,000,000 in FY 2020. The total project cost increased from $82,350,000 to $107,150,000.

This project is included in the Mobility Plan in the 2030 Conformity Horizon Year.

TIP Project #20-2014-007 (NEW), KRMP Project #13-211 – Foothills Mall Drive Extension – The project description includes extending Foothills Mall Drive from US- 129 Bypass to Foch Street with 2 to 3 lanes with curb and gutter. Includes improvements at US 129 Bypass, Foch Street and Watkins Road intersections.

The amendment is to add this project to the FY 2020-2023 TIP. The project was included in the prior FY 2017-2020 TIP and was projected to be let to construction prior to the final approval of the FY 2020-2023 TIP and therefore not carried forward, but it has been delayed. The construction phase is being added for FY 2020. Construction is estimated at $4,021,800 ($3,217,440 federal L-STBG/$804,360 local). $1,252,000 in federal funds have been previously obligated for this project. Of which, $513,600 will be de-obligated and applied to CN phase. The total project cost is $4,495,800.

This project is included in the Mobility Plan in the 2024 Conformity Horizon Year.

Statement of Conformity

The Knoxville Regional TPO reaffirms the applicable conformity findings with the above described amendment based on the ability to rely on a previous emissions analysis under federal Transportation Conformity Rule found at: 40 CFR 93.122(g). The TPO is relying on the most recent completed regional emissions analyses for: • 2006 Daily PM2.5 Standard – The regional emissions analysis completed for Mobility Plan 2040 and FY 2017-2020 TIP amendments adopted in October 2018 and conformity finding by U.S. DOT on November 19, 2018. The geographic coverage includes all of Anderson, Blount, Knox and Loudon counties and a small portion of Roane County. • 2008 8-Hour Ozone Standard – The regional emissions analysis completed for Mobility Plan 2040 and FY 2017-2020 TIP amendments adopted in October 2018 and conformity finding by U.S. DOT on November 19, 2018. The geographic coverage includes all of Blount and Knox counties plus a portion of Anderson County.

3 Following are the requirements from 40 CFR 93.122(g) for relying on a previous regional emissions analysis and findings for how such have been met for these amendments:

i.) The new plan and/or TIP contains all projects which must be started in the plan and TIP’s timeframes in order to achieve the highway and transit system envisioned in the transportation plan.

Finding: These projects are already included in the existing Mobility Plan with the KRMP Project ID #’s and horizon years noted above. The required air quality horizon years analyzed for the Mobility Plan were:

• 2024 – First Horizon Year within 10 years from base year used to validate transportation demand planning model (2014) • 2030 – Year such that there are no more than 10 years between analysis years • 2040 – Final Year of Mobility Plan 2040

In addition to the required horizon years noted above, there were additional analysis years of 2026 and 2028 based on the final years of the Maintenance Plans for the ozone and PM2.5 standards respectively. These analysis years were not modeled directly for on-road mobile source emissions and used linear interpolation between year 2024 and 2030 outputs instead.

Following is a discussion of the project’s conformity horizon year and its continued relevance based on the proposed TIP amendments:

1. TIP Project #20-2014-003, KRMP Project #09-216 – Alcoa Hwy (SR-115/US-129) Widening. This project is in the Conformity 2030 Horizon Year, which is appropriate given that the right-of-way phase is just now being funded in fiscal year 2020 and will likely take at least two years based on the significant size of the project at a projected cost of over $50 million. The construction funding is not yet programmed in the TIP, but if available in a future TDOT budget could begin as early as fiscal year 2023. Construction is expected to take at least three years based on similar size project phases already occurring on Alcoa Hwy and therefore the earliest completion would be in calendar year 2025, which is beyond the first horizon year of 2024.

2. TIP Project #20-2014-007, KRMP Project #13-211 – Foothills Mall Drive Extension. This project is in the Conformity 2024 Horizon Year, which is appropriate given that it is scheduled to go out for construction bids in the very near future. It was believed that this project would go to bid prior to the adoption of the FY 2020-2023 TIP which is why it was not initially included, but a short delay has occurred to finalize the construction plans. Construction will begin in Spring 2020 and should be completed within three years and prior to the first horizon year of 2024.

4 ii.) All plan and TIP projects which are regionally significant are included in the transportation plan with design concept and scope adequate to determine their contribution to the transportation plan’s and/or TIP’s regional emissions at the time of the previous conformity determination.

Finding: These project amendments and all other regionally significant plan and TIP projects have been adequately described in order to determine their contribution to the regional emissions through the use of the Knoxville Regional TPO’s travel demand forecasting model.

iii.) The design concept and scope of each regionally significant project in the new plan and/or TIP are not significantly different from that described in the previous transportation plan.

Finding: These project amendments do not result in any modifications to the design concept and scope from how they were modeled in the Knoxville Regional TPO’s travel demand forecasting model used for the regional emissions analysis to demonstrate conformity. The Foothills Mall Drive Extension project amendment is simply to add the project in the new TIP exactly how it was described in the old TIP. The Alcoa Hwy widening project amendment involves the addition of funding to cover a shortfall in the right-of-way phase and also clarifies the project length and northern terminus. The project limits are the same as before, but the length was previously mis-calculated as 2.4 miles and is changing to 2.71 miles. The northern terminus is the same as far as the construction limits go, however it was determined that the reference to a road intersection (Topside Road in Knox County) was confusing because the project lies entirely in Blount County. The project begins immediately south of the bridge over the Little River, which is also the location of the Knox/Blount county line. Typically, a jurisdictional boundary alone is not appropriate as a project terminus since it does not usually constitute a “logical” terminus that is required for transportation projects. In this case however, the bridge was previously widened to accommodate the future 6-lane corridor and will just be re-striped and will connect the adjoining separate phases of construction on Alcoa Hwy to the north and south as they reach completion.

iv.) The previous regional emissions analysis is consistent with the requirements of 40 CFR 93.118 (including that conformity to all currently applicable budgets is demonstrated) and/or 40 CFR 93.119, as applicable.

Finding: The previous regional emissions analyses followed the requirements of 40 CFR 93.118 by demonstrating conformity to all currently applicable motor vehicle emissions budgets (MVEB). The current MVEB in effect for the 2008 Ozone Standard was made effective on July 13, 2015 and the current MVEB in effect for the 2006 Daily PM2.5 standard was made effective on August 28, 2017 as noted in the conformity determination report.

5 Timely Implementation of TCMs

The applicable State Implementation Plans for the Knoxville Region do not contain any Transportation Control Measures; therefore, nothing in the amended TIP would interfere with their implementation.

Fiscal Constraint Analysis

The “before and after” TIP financial tables are included in Attachment 1 and demonstrate that the FY 2020 – 2023 TIP still meets financial constraint for all fiscal years.

Interagency Consultation and Public Involvement Analysis

The prior regional emissions analyses leading to U.S. DOT’s approval on November 18, 2018 complied with all federal and state requirements for interagency consultation and public involvement. This amendment underwent a 30-day public comment period from March 23, 2020 to April 22, 2020 as per the Knoxville Regional TPO Public Involvement Plan and comments were received. The amendments were also reviewed by the Knoxville Area Air Quality Interagency Consultation (IAC) group for a 17-day period from March 4, 2020 to March 20, 2020. No formal comments from the IAC group were received.

WHEREAS, the FY 2020-2023 Knoxville Regional Transportation Improvement Program was adopted on October 23, 2019; and

WHEREAS, in accordance with requirements of the U.S. Department of Transportation, the elements of the transportation planning process are to receive final approval from the Executive Board of the local Metropolitan Planning Organization; and

WHEREAS, the Transportation Improvement Program must be updated as needed; and

WHEREAS, the proposed project amendments were reviewed with the Knoxville-Area Air Quality Interagency Consultation Group with respect to air quality conformity requirements and are either exempt from, or were demonstrated to conform with the federal transportation air quality conformity regulations from the Clean Air Act; and

WHEREAS, a short conformity determination report was prepared for the air quality non-exempt project amendments which concluded that air quality conformity was demonstrated by relying on a previous regional emissions analysis; and

WHEREAS, the Knoxville Regional Transportation Planning Organization Technical Committee recommends approval of the Resolution, and

NOW, THEREFORE, BE IT RESOLVED BY THE KNOXVILLE REGIONAL TRANSPORTATION PLANNING ORGANIZATION EXECUTIVE BOARD;

The Knoxville Regional TPO Executive Board will be hearing a set of two air quality non-exempt project amendments at their April 22, 2020 meeting. The TPO staff has completed a draft "Short Conformity Report" (SCR) for these non-exempt projects based on the ability to rely on a previous regional emissions analysis to demonstrate conformity as summarized below.

1. TIP Project #20-2014-003, KRMP Project #09-216 – Alcoa Hwy (SR-115/US-129) Widening: Amend TIP to revise the project terminus description, project length and increase the ROW cost. Please see the attached SCR for more information including before/after financial tables demonstrating fiscal constraint. I am proposing a shortened 17- day IAC review period (from the normal 30-day period as per the Tennessee Conformity SIP) that will last until March 20, 2020. Following the IAC review will be a 30-day public review period assuming there are no major comments that need to be resolved. I am proposing the shortened IAC review period in order to help expedite the process for these relatively straightforward project amendments that involve primarily addition of funds to the right-of- way phase for one project and simply carrying forward the other project that was previously anticipated to be under construction prior to the recent approval of the new FY 2020-2023 TIP. If there are any specific questions or concerns about the reduced review period please contact me to discuss further.

In addition to the IAC review of the SCR, I am also reaching out to begin discussions regarding the upcoming conformity determination that will be needed for the next full update of the TPO's long-range Metropolitan Transportation Plan (MTP). The MTP must be updated every 4-years, with the current one (Mobility Plan 2040) being in place since May 2017. The next MTP update will be known as Mobility Plan 2045 and a full regional emissions analysis will be conducted to demonstrate conformity for it. I am scheduling an IAC Conference Call for Friday, March 20th at 10:00 a.m. ET in order to begin initial coordination and discussions on the MTP Update and conformity process. A full agenda and additional information will be sent to the IAC within a week of the conference call. I will also send out a calendar appointment with the conference line information to everyone shortly.

Please note that both the IAC call and the proposed SCR review deadline are on March 20th. The SCR will be a discussion item on the conference call and comments can be accepted however I encourage major comments and questions be provided sooner if possible in order to initiate the public review period on schedule to allow for the full 30-days.

20-2014-003 Alcoa Highway - The northern terminus description continues to be tweaked for clarification purposes in consultation with TDOT and FHWA. The changes are in nomenclature only and do not affect the actual construction limits of the project as explained further in the SCR. 20-2014-007 Foothills Mall Drive Extension - A minor change was made to update and track the dollar amounts carried forward for this project from the old TIP. In consultation with TDOT and Maryville, it was determined best to keep obligated ROW surplus in the programmed amount. CN and Total project cost were revised to reflect latest figures with CN inclusive of ROW surplus amount of $631,000 total.

It is the TPO staff's opinion that these changes do not impact the original findings of the Short Conformity Report and we are still requesting any IAC comments by no later than Friday, March 20th in order to move these forward for possible adoption at the April 22, 2020 TPO Executive Board.

Knoxville IAC Members,

The Knoxville Regional TPO Executive Board will be hearing a set of two air quality non-exempt project amendments at their April 22, 2020 meeting. The TPO staff has completed a draft "Short Conformity Report" (SCR) for these non-exempt projects based on the ability to rely on a previous regional emissions analysis to demonstrate conformity as summarized below.

1. TIP Project #20-2014-003, KRMP Project #09-216 – Alcoa Hwy (SR-115/US-129) Widening: Amend TIP to revise the project terminus description, project length and increase the ROW cost. The project description includes reconstructing from a 4-lane to a 6-lane facility, including a frontage road system with two (2) new interchanges (SR-115 at Singleton Station Road and SR-115 at Topside Road (SR-333)); modifying the existing SR-115 and SR- 162 interchange, and constructing a multi-use path. The project length is 2.71 miles, and the entire project is in Blount County. The ROW cost increased from $32,200,000 to $57,000,000 in FY 2020. The total project cost increased from $82,350,000 to $107,150,000.

2. TIP Project #20-2014-007 (NEW), KRMP Project #13-211 - Foothills Mall Drive Extension: Amend TIP to add this project for construction in FY 2020 (project was in prior FY 2017-2020 TIP but did not get let to construction as expected so must be carried forward to new TIP). Construction is estimated at $4,021,800 ($3,217,440 federal L-STBG/$804,360 local). $1,252,000 in federal funds have been previously obligated for this project. Of which, $513,600 will be de-obligated and applied to CN phase. The total project cost is $4,495,800.

Please see the attached SCR for more information including before/after financial tables demonstrating fiscal constraint. I am proposing a shortened 17- day IAC review period (from the normal 30-day period as per the Tennessee Conformity SIP) that will last until March 20, 2020. Following the IAC review will be a 30-day public review period assuming there are no major comments that need to be resolved. I am proposing the shortened IAC review period in order to help expedite the process for these relatively straightforward project amendments that involve primarily addition of funds to the right-of- way phase for one project and simply carrying forward the other project that was previously anticipated to be under construction prior to the recent approval of the new FY 2020-2023 TIP. If there are any specific questions or concerns about the reduced review period please contact me to discuss further.

In addition to the IAC review of the SCR, I am also reaching out to begin discussions regarding the upcoming conformity determination that will be needed for the next full update of the TPO's long-range Metropolitan Transportation Plan (MTP). The MTP must be updated every 4-years, with the current one (Mobility Plan 2040) being in place since May 2017. The next MTP update will be known as Mobility Plan 2045 and a full regional emissions analysis will be conducted to demonstrate conformity for it. I am scheduling an IAC Conference Call for Friday, March 20th at 10:00 a.m. ET in order to begin initial coordination and discussions on the MTP Update and conformity process. A full agenda and additional information will be sent to the IAC within a week of the conference call. I will also send out a calendar appointment with the conference line information to everyone shortly.

Please note that both the IAC call and the proposed SCR review deadline are on March 20th. The SCR will be a discussion item on the conference call and comments can be accepted however I encourage major comments and questions be provided sooner if possible in order to initiate the public review period on schedule to allow for the full 30-days.

2.) Discussion of April 2020 TIP Amendment & Short Conformity Report

Mike Conger provided an overview of the draft short conformity report (SCR) for a set of two proposed TIP amendments that was submitted to the IAC on March 4th. Mike described the two project amendments and the use of a SCR report process that allows demonstration of conformity without a full regional emissions analysis. Mike briefly described the four major conditions that must be satisfied in the SCR process and how each of the two amendments complied with such. He noted that today was the final day for IAC comment and that the 30-day public comment was set to begin on March 23rd prior to being heard for adoption at the April 22nd TPO Executive Board meeting.

Marc Corrigan asked whether it was the intention to make a conformity finding for the Annual PM2.5 Standard as was stated under the “Statement of Conformity” section on page 3 of the SCR. Mike replied that was not the intention since that standard was no longer in effect and that statement had mistakenly been carried forward from a prior document that had been used as a template. Mike stated that the SCR would be revised as appropriate to remove that statement for the public comment version.

3.) Discussion of Conformity Determination and Regional Emissions Analysis Process for 2045 Mobility Plan

Mike Conger stated that the TPO was in the beginning stages of the next major 4-year update of its long-range transportation plan, known as the 2045 Mobility Plan. He noted a full regional emissions analysis would be required to demonstrate transportation conformity so the purpose of today’s discussion was to act as a kick-off of that process to discuss some of the primary planning assumptions with the IAC group. Mike referred to the process overview document that was prepared and sent to the IAC group before the call to lead the discussion. He provided an overview of the general timeline of the process and likely IAC engagement points. Next, he discussed the current air quality status of the Knoxville Region and which NAAQS were applicable in terms of being currently designated as a maintenance area. There was follow-up discussion after the conference call regarding the clarification of the status relative to the 1997 8- hour Ozone NAAQS between the TPO, TDEC and EPA. This section of the document has been revised to clarify that the Knoxville Region consisting of Jefferson, Loudon, Sevier and parts of Anderson and Cocke counties is still considered to be a Maintenance Area for the 1997 8-Hour Ozone Standard, but that conformity can be demonstrated without a regional emissions analysis. This area is the so-called “Orphan Area” of counties included under the 1997 8-hour Ozone Standard, but outside of the area that is currently a Maintenance Area under the 2008 8-hour Ozone Standard (Blount, Knox and part of Anderson County). In other words, the conformity analysis for the 2008 8-hour Ozone Standard essentially satisfies requirements for both the 1997 and 2008 8-hour Ozone standards for that particular geography (Blount, Knox and part of Anderson counties). The process document was revised to clarify this situation and sent back to the IAC with these minutes.

Mike discussed the proposed analysis years in relation to the requirements from the

IAC minutes 3/20/2020 Page 2 of 3 conformity regulations. He asked the IAC group for guidance on what the first analysis year requirement was since he was considering either 2025 or 2026 and was unsure about a possible requirement for a first analysis year within the first 5-years. Kelly Sheckler responded that there was no requirement for an analysis year in the first years since budgets were in place. Mike replied with that being the case then he would move forward assuming that the analysis years would be: 2026, 2028 (only for PM2.5 and interpolated), 2035 and 2045. The process document will be revised and sent back to the IAC and this will be incorporated into the more formal planning assumptions document that will be later developed for IAC review. There was also a brief discussion about the possibility for shortening the conformity timeframe as per 40 CFR 93.106(d)(2) and whether pursuing that made sense at the current time for the Knoxville Region. Marc Corrigan noted that such an effort was undertaken for the Memphis Region relative to their Carbon Monoxide Maintenance situation. He stated that he would have to refresh his memory on the details of that and a separate discussion could be had if needed. Mike stated that he was just in the exploration phase of this avenue and did not plan to implement it for the current conformity effort so he stated he could just follow up separately on this matter with TDEC and/or EPA as needed.

Mike provided an overview/presentation of the population projections that are being used for the 2045 Mobility Plan, which differ from the prior long-range plan in that we are seeing a reduced population growth rate based on data that shows a continued decline in birth rates coming out of the 2008-2009 recession period. Mike also discussed the plan for updating the travel demand model that will be used to support the regional emissions analysis, which will not be a major update but instead a minor calibration/validation effort to update the base year to 2018, which is the latest year available with all of the necessary input (socioeconomic data) and validation (traffic count and VMT data) information. He noted that more information regarding specifics and the process to build the post-processing components to derive specific MOVES inputs would be provided to the IAC at a later date.

Finally, there was brief discussion regarding the other required MOVES inputs and the potential of using recent TDOT work done to support the 2017 National Emissions Inventory (NEI) development for those. Mike noted that some information on TDOT MOVES input development had been provided at a prior Tennessee Statewide IAC conference call by Jaehoon Kim from TDOT and he asked about the status of that effort. Marc Corrigan replied that he didn’t think that formal documentation was ever completed for that data and that Dr. Kim had recently left TDOT so it may not get completed. Marc noted that there may be other information available to compare the vehicle registration data inputs that are so critical to the modeling effort from national sources and that he would check into that further for a follow-up discussion. Mike stated that he would plan to follow-up with Marc directly on this aspect to further investigate our options prior to the next full IAC discussion.

The Federal Highway Administration (FHWA) Tennessee Division and Federal Transit Administration (FTA) Region IV Office, in coordination with the Environmental Protection Agency (EPA) Region IV Office, have reviewed the Short Air Quality Conformity Determination Report the Knoxville Regional Transportation Planning Organization (TPO) Executive Board adopted on April 22, 2020.

The Air Quality Conformity Determination covers the Knoxville, TN maintenance area for the 2006 Daily PM2.5 and 2008 8-hour ozone National Ambient Air Quality Standards (NAAQS), and addresses the planned transportation improvements from the TPO’s Fiscal Year 2020-2023 Transportation Improvement Program (TIP), as amended by the TPO Executive Board on April 22, 2020.

Based on our review, we find the document conforms to the PM2.5 and ozone NAAQS for Knoxville, Tennessee.
