Finally, the author wishes to express his appreciation to his family in Thailand for their love and endless encouragement for making this work possible. iii Abstract This thesis is concerned with studies on an effectiveness and impact of lane restriction for large trucks from a left lane on Interstate 40 near Knoxville. The data collection was conducted in July to August 2001 and March to April 2002. The restriction was implemented on August 13, 2001. The lane distribution and individual speed of large trucks in each lane were then gathered to obtain patterns and characteristics of large trucks ‘before’ and ‘after’ the implementation. A database was developed, a data comparison was conducted, and a statistical test was applied. The findings reveal several significant changes of lane distributions and speeds of large trucks and are concluded in the form that can provide the Tennessee department of transportation information The project description includes reconstructing from a 4-lane to a 6-lane facility, including a frontage road system with two (2) new interchanges (SR-115 at Singleton Station Road and SR-115 at Topside Road (SR-333)); modifying the existing SR-115 and SR-162 interchange, and constructing a multi-use path. The project length is 2.71 miles, and the entire project is in Blount County. The ROW cost increased from $32,200,000 to $57,000,000 in FY 2020. The greenway has potential to connect neighborhoods, to link children to schools, and to bring users to the natural world. It can be key to improving the mental and physical health of residents and workers and be a means of transportation for work and play. Perhaps its greatest potential is to be a major draw of the Technology Corridor, attracting businesses that are drawn to relocate, in part, because of it. The vision is of office parks and campuses that incorporate open space and internal trail systems connecting to the greenway as part of their design.   • Pellissippi Parkway Extension
    INTRODUCTION This report documents traffic volume forecasts for a proposed extension of Pellissippi Parkway / I-140 from State Route 33 to US Highway 321 in Blount County, Tennessee. These forecasts represent an update to previous forecasts produced in 2007 and updated in 2011. The purpose of the current update is to incorporate changes from the new Knoxville Regional Travel Demand Model (adopted in June 2013 for horizon year 2034). The traffic forecasts provide estimates of future traffic volumes for horizon years 2020 and 2040 without and with the proposed Pellissippi Parkway Extension. The traffic volume estimates for conditions with the proposed Pellissippi Parkway Extension are based upon the preferred alignment as documented in TDOT’s Environmental Impact Statement (EIS). The area included in this updated study was modified from previous versions to eliminate intersections that have been shown to not be influenced by the Pellissippi Parkway Extension. The modified study area is shown on Figure 1. The process used to develop the updated traffic forecasts in this study was approved by the TDOT’s Strategic Transportation Investments Division. In general, the process included four major steps: field data collection, data tabulation, validation or adjustment of segment volumes from the regional travel demand model, and estimation of future traffic volumes for horizon years 2020 and 2040 at specific intersections and segments impacted by the proposed Pellissippi Parkway extension.
