1. What is the Transportation Coalition of Tennessee? a. The Transportation Coalition of Tennessee is an organization dedicated to raising awareness about Tennessee’s growing transportation infrastructure demands and the inability of current funding to meet existing and future needs.

2. What is the coalition trying to achieve? a. The coalition’s goal is the adoption of long-term sustainable funding to meet the identified need. In order to stay competitive and keep roads and bridges safe for residents and visitors, Tennessee must reform its current transportation and infrastructure funding.

3. Who belongs to the coalition? a. The Transportation Coalition of Tennessee includes businesses, community leaders, public officials, residents and organizations interested in Tennessee’s transportation infrastructure system. Members include representatives from: Tennessee Infrastructure Alliance, Auto Club Group/AAA Tennessee, Tennessee Public Transportation Association, Tennessee Trucking Association, Tennessee County Highway Officials Association, Tennessee Municipal League, American Council of Engineering Companies of Tennessee and Tennessee Road Builders Association. 4. How does Tennessee fund roads and bridges now? a. Tennessee is a pay-as-you-go state. It does not issue debt or use general fund revenues for transportation projects, relying on user fees. If you use the roads, you help pay for them. Tennessee levies a state tax of 21.4 cents per gallon on gasoline and 18.4 cents on diesel fuel, which is combined with federal fuel taxes of 18.4 cents and 24.4 cents, respectively. A portion of vehicle registration and other usage fees also contributes to the transportation fund.

5. Why is action required now? a. Tennessee’s current transportation and infrastructure funding approach no longer meets the state’s needs. The Tennessee Department of Transportation cites an estimated $8 billion to $8.5 billion shortfall in funding for necessary projects to keep roads and bridges safe, drive economic development, and maintain our investment in our state’s transportation system. Unsafe and inadequate roads and bridges pose a danger to residents and visitors, increase traffic congestion, and act as a barrier to economic development efforts.

6. What is the need? a. 7. If TDOT has been so efficient with transportation spending, then how did we get here? a. There is a growing gap between transportation infrastructure needs and funding due to several factors. Our current funding system hasn’t been changed since 1989. In that time, the Consumer Price Index has increased 85 percent, our population has grown, traffic is up, and we’ve seen the introduction of new technologies for vehicles such that all vehicles now use less fuel than they did 25 years ago.

8. Who pays for the building and maintenance of our roads and bridges? a. Tennessee’s roads and bridges are paid for by the people who use them, including tourists, visitors, workers and truckers from out of state.

9. What are our options? a. This past January, the Tennessee comptroller issued a report detailing the challenges and options to reform our state’s transportation funding system. The approaches include increasing state user fees on diesel and gasoline, increasing and equalizing user fees on alternative fuels, indexing fuel user fees to inflation, vehicle registration renewal fee increases on cars and trucks, enacting a highway user fee for electric vehicles, and creation of high-occupancy toll lanes. We need to explore these ideas and possibly many others. All ideas should be on the table.

10. What is the economic impact? a. An increased investment in our transportation infrastructure will have very real economic benefits. It will lead to businesses’ choosing Tennessee for relocations and encourage existing businesses to expand and new businesses to launch here. According to the findings of an economic impact study conducted by the Washington, D.C.-based American Road & Transportation Builders Association, a $460 million increase in Tennessee’s transportation fund would boost the state’s total economic output by $1.17 billion. And it would create more than 10,000 jobs across many sectors of the workforce. Outside of the construction industry, sectors that would see the biggest boost in output and job creation would be manufacturing, real estate, retail trade and health care.

11. What happens if action is not taken? a. This issue is not going away. Tennessee’s committed but unfunded list of transportation infrastructure projects will continue to grow. We must find a solution for comprehensive funding reform to maintain our investment in our roads and bridges and further economic development through new jobs and businesses. Our state’s current maintenance-only position jeopardizes the safety of Tennessee’s residents and visitors, who drive on our roads and bridges every day. We also risk falling behind neighboring states, which are also grappling with the same problem.

12. Will legislation be introduced in the 2016 session? a. We hope so. We are spending the summer raising awareness. Sen. Jim Tracy will be holding hearings this fall. We hope this leads to enough momentum for legislation.

13. Why can’t we let the federal transportation program take care of this problem? a. Congress has been trying to fix the federal highway fund for the past several years and has not been able to reach a consensus about a solution. So, this is a Tennessee problem that needs to be addressed here at home.

14. What about the needs of cities and counties? Are they included in the committed, but unfunded list? a. No. Cities and counties have local projects that are in addition to the state projects. Cities and counties rely on the same pool of funding as state projects, as a portion of fuel fees are dedicated to local projects. However, there is a similar backlog for cities and counties.
