He travelled widely throughout the country and interviewed many politicians, officials and military personnel. He also spent two weeks with the South African Institute of International Affairs at Smuts House in Johannesburg. National Security Is a Sensitive Subject. a Country's Survival, Growth
EXECUTIVE SUMMARY National security is a sensitive subject. A country’s survival, growth and development depend on a well crafted and consciously implemented national security policy. By nature, national security implementation should always be at a competitive edge relative to internal and external security threats. As a result, the state cannot easily disclose or expose its national security policies and plans without sufficient cause. Zimbabwe’s national security implementation is guided and instructed by the Public Order and Security Act, the Official Secrets Act and the Access to Information and Protection of Privacy Act. These acts complement one another and are applied flexibly enough to suit the prevailing circumstances The Acts ensure that order, peace and stability prevail, and that the state’s secrets are protected from those who are not entitled to them. State secrets are the preserve of responsible authorities who implement them to control the variables that affect the survival, growth and development of the state. While the call for the right to access to information may sound cogent, it is important to note that it cannot be guaranteed that the information will not be used against the interests of the state and private individuals. In the Zimbabwean context, the phenomenon of the public demanding access to security information is not significant. The public is aware of the sensitivity of state secrets and security information, and it is not common to identify ordinary people craving for security information. Those who demand the information are political malcontents bent on finding a pretext for fomenting anarchy. Public order is maintained by the Zimbabwe Republic Police, and national defence is guaranteed by the Zimbabwe Defence Forces, but for effective protection of the nation, security information is the preserve of those entitled to access it and use it, and not just anybody who might use it against the interests of the state. -

TMay 28, 1992 To: Southern Africa Support and Human Rights Groups From: Adotei Akwei, Research Department Re: Drought And Famine in Southern Africa: There is a disaster in the making which will make the famine and drought cases of the 1980s seem mild in comparison. Southern Africa is reeling from the worst drought of the century which may ultimately claim the lives of millions of people. Among the most the most vulnerable as usual are the rural poor, the elderly ,and children. The severe drought caused by the warming of Pacific Ocean currents that affect air pressure and wind patterns known as "El Nino" is wreaking devastation on people already burdened-b inequitable land distribution and wars of destabilization. These wars have cost the region over one and a half million lives and sixty two million dollars in gross domestic product between 1980 and 1988 alone. In addition many of the governments are either in the process of dismantling or reorganizing to accommodate democratic reform and western style economic policies, leaving the majority of their populations without much of a safety net in terms of government resources. Beyond the immediate need for food there is concern about long term damage on the region.The southern African landscape of scorched fields of failed crops stretches from Angola to South Africa and is in danger of becoming a permanent dustbowl. The 10 nation Southern African Development Coordination Conference (SADCC) has launched a campaign to encourage international support to combat the famine which will affect close to 30 million people in Angola, Botswana, Lesotho, Malawi, Namibia, South Africa, Swaziland, Zambia, and Zimbabwe. -

‘Make Sure They Count Nicely This Time’ The Politics of Election Observing in Zimbabwe Sara Rich Dorman1 This paper examines the controversy surrounding Zimbabwe’s elections in 2000 and 2002. It situates these elections against Zimbabwe’s experiences of elections since 1980. It argues that the conditions for this controversy emerged from the institutions and practices that developed in Zimbabwe from the time of independence. At the same time, election observers – influenced both by criticism of earlier observation missions in Africa and international policy concerns – were positioned to make an example of the Zimbabwe elections. The Zimbabwe elections became an international crisis point not because of observer reports or electoral fraud, but because of the politics surrounding Zimbabwe’s relations with the outside world. African Studies Quarterly | Volume 7, Issues 2 & 3 | Fall 2003 Press and Politics in Zimbabwe STANFORD D. MUKASA Abstract: This paper provides a historical background to the development of the press in Zimbabwe and identifies the political, social and economic interventions that have shaped the editorial policies and directions of the press. The development of the press in Zimbabwe press, the paper suggests, can be categorized into three eras: colonial/nationalist (pre-1980); transitional (1980-1990) and post-transitional (1990- present). During each era, the press exhibited editorial policies and practices that reflected the ideological and socio-political environment of the country. In the colonial era, the press mirrored the settler-colonial ideology of the state and social polarization along racial lines. Its successor in the post-colonial transitional era depicted the revolutionary fervor of the emergent black political regime whose stated ideology of socialism regimented Zimbabweans under an authoritarian state. In a dramatic reversal from the nationalist campaign promises for a free press and free expression in an independent Zimbabwe , during this period the press was coerced to support the government. In this environment the message has been: You are either with us or against us. However a number of developments in the mid and late-1980s ushered in the post- transitional era. The end of the Cold War and the subsequent abandonment of a socialist rhetoric in favor of (at least on paper) a market economy and free enterprise by the Zimbabwe government, has given rise to a new generation, albeit a minority, of more assertive, independent publications and journalists. -

ZIMBABWE REPORT CRISIS IN ZIMBABWE COALITION JUNE 20, 2002 The CRISIS IN ZIMBABWE COALITION consists of the eight major civil society coalitions in Zimbabwe, namely the National Constitutional Assembly, the Zimbabwe Election Support Network, the Zimbabwe Congress of Trade Unions, the Women’s Coalition, Media Institute of Southern Africa - Zimbabwe Chapter, Transparency International - Zimbabwe, Zimbabwe National Students Union, and the Zimbabwe Human Rights NGO Forum. These coalitions collectively represent over five hundred civil society groups. Two hundred and fifty of these individual organizations are also directly affiliated to the Crisis Coalition. The Zimbabwe Student Movement: Love-Hate Relationship with Government?

Blessing Makunike* Abstract The purpose of the article is to trace the development of student unionism in Zimbabwe. On the basis of a discussion of the nature of the university, the article argues that because the university environment tolerates and promotes academic freedom and liberal values, it provides an environment conducive to critical thought and oppositional politics, while the university quite often itself becomes the target for student attack. Student representation during the pre-independence period in Zimbabwe sought to engage the institution in its effort to re-order society at a time of racial struggle and class conflict. After independence, student representation was in support of government efforts to create a better Zimbabwe and to consolidate the gains of independence. However, after the first decade of independence, the relationship between students and government soured due to students’ opposition to the one-party system as well as the University of Zimbabwe Amendment Bill, among other issues. This article thus documents and analyses the relationship between students and government with reference to three periods and two key moments: the 1973 protests against racial discrimination in the pre-independence phase and the post-1990 developments in Zimbabwean national and university politics. This article discusses three important phases of the development of student representation and unionism in Zimbabwe.
