National Security Is a Sensitive Subject. a Country's Survival, Growth
EXECUTIVE SUMMARY National security is a sensitive subject. A country’s survival, growth and development depend on a well crafted and consciously implemented national security policy. By nature, national security implementation should always be at a competitive edge relative to internal and external security threats. As a result, the state cannot easily disclose or expose its national security policies and plans without sufficient cause. Zimbabwe’s national security implementation is guided and instructed by the Public Order and Security Act, the Official Secrets Act and the Access to Information and Protection of Privacy Act. These acts complement one another and are applied flexibly enough to suit the prevailing circumstances The Acts ensure that order, peace and stability prevail, and that the state’s secrets are protected from those who are not entitled to them. State secrets are the preserve of responsible authorities who implement them to control the variables that affect the survival, growth and development of the state. While the call for the right to access to information may sound cogent, it is important to note that it cannot be guaranteed that the information will not be used against the interests of the state and private individuals. In the Zimbabwean context, the phenomenon of the public demanding access to security information is not significant. The public is aware of the sensitivity of state secrets and security information, and it is not common to identify ordinary people craving for security information. Those who demand the information are political malcontents bent on finding a pretext for fomenting anarchy. Public order is maintained by the Zimbabwe Republic Police, and national defence is guaranteed by the Zimbabwe Defence Forces, but for effective protection of the nation, security information is the preserve of those entitled to access it and use it, and not just anybody who might use it against the interests of the state. -

TMay 28, 1992 To: Southern Africa Support and Human Rights Groups From: Adotei Akwei, Research Department Re: Drought And Famine in Southern Africa: There is a disaster in the making which will make the famine and drought cases of the 1980s seem mild in comparison. Southern Africa is reeling from the worst drought of the century which may ultimately claim the lives of millions of people. Among the most the most vulnerable as usual are the rural poor, the elderly ,and children. The severe drought caused by the warming of Pacific Ocean currents that affect air pressure and wind patterns known as "El Nino" is wreaking devastation on people already burdened-b inequitable land distribution and wars of destabilization. These wars have cost the region over one and a half million lives and sixty two million dollars in gross domestic product between 1980 and 1988 alone. In addition many of the governments are either in the process of dismantling or reorganizing to accommodate democratic reform and western style economic policies, leaving the majority of their populations without much of a safety net in terms of government resources. Beyond the immediate need for food there is concern about long term damage on the region.The southern African landscape of scorched fields of failed crops stretches from Angola to South Africa and is in danger of becoming a permanent dustbowl. The 10 nation Southern African Development Coordination Conference (SADCC) has launched a campaign to encourage international support to combat the famine which will affect close to 30 million people in Angola, Botswana, Lesotho, Malawi, Namibia, South Africa, Swaziland, Zambia, and Zimbabwe. -

R.G. Mugabe. The main item discussed was how to enhance the unity exercise, and accelerate the pace towards the complete unity of the people of Zimbabwe. The exercise should be completed by the end of this year so that the integrated ZANU (PF) can prepare for the Third People's Congress to be held next year. That will be the final event in the unification process that started in 1983 ...page 3 South Africa Might Use Nuclear Weapons Against Africa South Africa has increased Nuclear Research in recent years. This presents a real threat to the rest of Africa since evidence show that the apartheid regime might use these nuclear weapons. -

PROFESSOR WALTER JOSEPH KAMBA Citation for Conferral of Doctor of Letters (honoris causa) Mr Chancellor, I present Professor Walter Joseph Kamba for admission to the degree of Doctor of Letters (honoris causa). Walter Kamba has devoted his life to the development of education in Africa. Indeed, he has played a pre-eminent role in the establishment of a system of university education throughout the emerging nations of Africa in the post-colonial period. His outstanding dedication to this cause was recognised earlier this year by the National University of Lesotho when it awarded him the Fifteenth Anniversary Distinguished Service Award “in appreciation and in recognition of” Professor Kamba’s “leadership role and for the outstanding contributions made to education in Africa.” Walter Kamba was born in Southern Rhodesia in 1931 while that country was still under colonial rule. Little did anyone realise at that time that this child was destined as an adult to play such an important role in the emergence of the independent nation of Zimbabwe. Walter Kamba attended the University of Cape Town where he obtained both a Bachelor of Arts degree and a Bachelor of Law degree. Upon graduation, he was a legal practitioner to the High Court of Southern Rhodesia. During this period, he spent time in the United States at Yale Law School where he obtained his Master of Law degree. Walter Kamba’s keen interest in international legal studies subsequently took him to the United Kingdom where, in 1967, he was appointed as a Research Fellow at the Institute of Advanced Legal Studies at the University of London.
