This thesis is presented as part of the requirement for the conferral of the degree: Doctor of Philosophy This research has been conducted with the support of the Australian Government Research Training Program scholarship University of Wollongong, School of Humanities and Social Inquiry August 2019 Abstract The Bundian Way Project is an initiative of the Eden Local Aboriginal Land Council (LALC) who are revitalising an Aboriginal pathway that stretches from Bilgalera (Fisheries Beach), south of Eden on the New South Wales far south coast to Targangal (Mount Kosciousko), in the Australian high country. The project seeks to celebrate and highlight a deep Aboriginal past, as well as recuperate Aboriginal cultural practices and knowledge systems that helped to sustain people and place for several millennia. Aboriginal Elders and activists engaged with the project hope to share histories that communicate the shared Aboriginal use of the pathway and how post- invasion Aboriginal people guided settler peoples along their ancestral trails. As a ‘shared history’ pathway, the Bundian Way has been viewed as a mechanism for reconciliation and as a way of building more productive cross-cultural relations. This thesis is an exploration of Aboriginal history-making undertaken by Elders and activists engaged with the project. In particular, this thesis seeks to understand how a small group of non-Aboriginal people are responding to this history-making and what these responses might mean to the process of ‘reconciliation’ on the far south coast. This thesis employs qualitative interviews and ethnographic research to consider the many ways that the contemporary Aboriginal past is thought about and utilised via engagements with the Bundian Way project. Elders and activists engaged with the project are drawing on embodied and emplaced practices, and their lived experience as Aboriginal people in settler Australia to (re)imagine histories that can evoke more hopeful futures. Drawing on their words, I argue that their history-making is present-centred and future-orientated and is helping them and their community to build better lives in settler Australia. Non-Indigenous people are thinking about the histories communicated to them by Aboriginal people in various ways; through the body, material and emplaced practices and through specific affects. I argue that these ways of knowing ii (re)produce particular understandings of Aboriginal and settler pasts. I also argue that these understandings are often informed by settler emotions, which can impact on the development of productive cross-cultural relations through the project. Through the Bundian Way ‘shared history’ pathway, Aboriginal Elders and activists are telling more honest histories of the far south coast that foreground the deep Aboriginal past and assert the fundamental difference of Indigenous sovereignty. This process of history-making is challenging some non-Indigenous people to think differently about Aboriginal and settler pasts. This thesis examines how this unfolding process, initiated by Elders and activists on the far south coast, is received, interpreted and utilised by some non-Aboriginal people in the place they call home. iii Acknowledgements First and foremost, I would like to thank the Elders and activists who shared their knowledge and insights with me. This research has examined the role of race and racism in historical Victoria and in the contemporary Australian government, using a structuralist, constructivist framework. It was found that historical approaches to governing Aboriginal people were paternalistic and assimilationist. Institutions like the Central Board for the Protection of Aborigines, which terrorised Aboriginal people for over a century, were creating a racist structure fuelled by racist ideologies. Despite continuous activism by Aboriginal people, it took until 1967 for them to get citizens’ rights. That year, Aboriginal affairs were shifted from state jurisdiction to national jurisdiction. Aboriginal people continue to be underrepresented in positions of power and still lack self-determination. Later he is invited to join the Mon:mart clan of Wadawurrung People when Kondiak:ruk 1803 (Swan Wing) declares him her husband returned from the dead. Aboriginal people believed that the dead were reincarnated in a white form. They call Buckley Morran:gurk (Ghost blood). 1820s 1824 Hume & Hovell arrive on Wadawurrung land at Corio Bay and are greeted by Wadawurrung resistance. In Tasmania settlers are authorised to shoot Aboriginal people. Martial law is declared in Bathurst (NSW) after violent clashes between settlers and Aboriginal people. 1827 Batman and Gellibrand apply to the colonial government for Kulin nation land. 1828 Martial law declared in Tasmania where the Solicitor General says ‘the Aborigines are the open enemies of the King and in a state of actual warfare against him’.

    Reconstructing Aboriginal 12 Economy and Society: The New South Wales South Coast at the Threshold of Colonisation John M. White Ian Keen’s 2004 monograph, Aboriginal Economy and Society: Australia at the Threshold of Colonisation, represents the first anthropological study to draw together comparative pre- and postcolonial data sets and sources to explain the nature and variety of Aboriginal economy and society across the Australian continent. Keen’s (2004: 5) rationalisation for comparing the economy and society of seven regions was ‘mainly descriptive and analytical’, in order to ‘shed light on the character of each region, and to bring out their similarities and differences’. In doing so, as Veth (2006: 68) commented in his review of the book, ‘It speaks to meticulous and exhaustive research from myriad sources including social anthropology, linguistics, history, ecology and, not the least, archaeology’. Following its publication, Aboriginal Economy and Society: Australia at the Threshold of Colonisation won Keen his second Stanner Award from the Council of the Australian Institute of Aboriginal and Torres Strait Islander Studies in 2005. In this chapter, I draw upon Keen’s comparative method to profile the ecology, institutions and economy of the Yuin people of (what is now) the Eurobodalla region of the New South Wales south coast at the time of European colonisation.1 1 Elsewhere I have documented the role of Aboriginal workers in the New South Wales south coast horticultural sector in the mid-twentieth century (White 2010a, 2010b, 2011) and have detailed the reactions of Yuin people to colonial incursions, which involved the development of intercultural relations that were mediated by exchange (White 2012).

The repercussions of colonialism impacted beyond the Greater Bendigo area and it was necessary to extend the account of this area’s Aboriginal peoples to a Victorian context, including to trace movement and resettlement beyond this region. This Aboriginal history was drawn from historical records which include the observations of the first Europeans in the area, who documented what they saw in writing and sketches. Europeans brought their own cultural perceptions, interpretations and understandings to the documentation of Aboriginal life, and the stories recorded were not those of the Aboriginal people themselves.
