Keywords to Remember 9. Other Protocol Resource Documents 2 What Are Protocols? Protocols can be classified as a set of rules, regulations, processes, procedures, strategies, or guidelines. Protocols are simply the ways in which you work with people, and communicate and collaborate with them appropriately. They are a guide to assist you with ways in which you can work, communicate and collaborate with the Indigenous community of Western Sydney. A wealth of Indigenous protocols documentation already exists (see Section 9), but to date the practice of following them is not widespread. Protocols are also standards of behaviour, respect and knowledge that need to be adopted. You might even think of them as a code of manners to observe, rather than a set of rules to obey. -

Regional Relations The New South Wales Government conceptualises Sydney as ‘a city of cities’ comprising: The Central Business District (CBD) which is within the City of Sydney Local Government Area (LGA), the topic of my presentation, and North Sydney, which make up ‘Global Sydney’, and the regional cities of Parramatta, Liverpool and Penrith. This planning concept applies the Marchetti principle which aims to create a fair and efficient city which offers jobs closer to homes, less travel time and less reliance on a single CBD to generate employment. The concept is that cities should be supported by major and specialized centres which concentrate housing, commercial activity and local services within a transport and economic network. Traditional Language Used in Production 75 Traditional Language Used in Production There were several dialects spoken within the Border Rivers and Gwydir catchments. They included the Gamilaraay, Yuwalaraay and Yuwalayaay dialects as spoken by members of the Kamilaroi (Gomeroi) nation. The Nganyaywana language was spoken by members of the Anaiwan (or Eneewin) nation, whose land extends south from the border with the Banbai nation (near Guyra) towards Uralla and westward towards Tingha. Other notable languages within the area included Yukumbal (Jukumbal), from the Bundarra/Tingha/Inverell area, and Ngarabal, which was spoken around the Glen Innes area. This book uses and provides information on a few of the dialects spoken within the catchment. It is not intended for this book to be a language reference book, but the use of language names is included to help keep our language alive and for educational purposes. In some cases Aboriginal words have not been included as it has not been possible to collect detailed information on the relevant dialects. This book uses words and references primarily relating to the Gamilaraay, Yuwalaraay, Yuwalayaay, Banbai and Nganyaywana dialects (White 2010 pers. comm.). NSW LABOR POLITICAL BRIEFING Report from the Administrative Committee August 2016 1. VALE CYRIL JOSEPH NETHERY AM Cyril Nethery joined NSW Labor in March 1941 at the age of 21. He was a Lancaster pilot during World War II and was described as compassionate, selfless man. Cyril was heavily involved in his local community through rugby union clubs, as a volunteer firefighter and was passionate about assisting indigenous and underprivileged families through his work at St. Vincent de Paul. Cyril was recognised for his service to the community by being awarded a Member of the Order of Australia medal. Cyril was a long time active member of the Woolooware Branch of the ALP. He was a great supporter of Gough Whitlam’s reforms as he believed in making Australia a better place, taking his children to see Gough at an event in Cronulla. Cyril’s commitment to Labor values was second to none, and he was awarded life membership at State Conference. Cryril died peacefully with his family by his side at the age of 96. He is survived by his wife, Valmarie, and his children who are also strong, Labor supporters. 2. VALE MARGOT LONGWORTH Margot Longworth was a deeply committed and passionate member of NSW Labor for almost 37 years. She was a member of the Newcastle Branch for 19 years from 1979 to 1998, before transferring to the Newcastle City Day Branch where she remained actively involved until her health declined in recent years. Margot held almost every executive position at Newcastle City Day Branch and served with great enthusiasm as a long-time delegate to the Newcastle SEC and FEC. -

Vale His Honour Judge Bob Bellear (1944 – 2005) Earlier this year, the Australian legal community lost one of its finest heroes with the tragic and untimely death of his Honour Judge Bob Bellear of the District Court of New South Wales who, in 1996, was the first Indigenous Australian to be appointed a judge. As Mr Peter Manning wrote in his obituary published in the Sydney Morning Herald on 17 March 2005: Raised in the far north coast town of Billinudgel, near Mullumbimby, he was the grandson of a Vanuatu sugar- cutting slave and an Aboriginal woman from the Noonuccal People of Stradbroke Island. One of nine children, he knew poverty, hunger and widespread culture of alcoholism as he grew to manhood. He told an interviewer in 1978 ‘Drunkenness was our only refuge. But when you emerged from the haze of drunkenness, there was always the harsh reality of racism to face.’ Before his career in the law, Bob Bellear had served in the Royal Australian Navy, becoming the first Aboriginal to rise to the level of petty officer. In 1972, moved by events in Redfern, he resolved to study law and, to do so, returned to Sydney Technical College to finish high school studies. He graduated from the University of New South Wales in 1978 and was admitted to the Bar in 1979. As Peter Manning wrote in his obituary: He represented Aboriginal people (and whites) in a wide range of courts. The main emphasis of his practice, however, was criminal trials, instructed by the Aboriginal Legal Service, Legal Aid Commission or private practitioners. -

Agreement in Principle Ms KRISTINA KENEALLY (Heffron—Premier, and Minister for Redfern Waterloo) [11.39 a.m.]: I move: That this bill be now agreed to in principle. I acknowledge that we are on the traditional lands of the Gadigal people. I pay my respect to elders past and present, and recognise that we have in the Chamber today many distinguished Aboriginal people from a range of areas within our community. I acknowledge Ms Bev Manton, Chairperson of the New South Wales Aboriginal Land Council. Bev is a proud member of the Worimi nation and is a welcome guest in our House today. I also acknowledge Uncle Charles "Chicka" Madden, a most respected local Aboriginal elder who also joins us on the floor of the Parliament for these historic proceedings. I have been to many events with Chicka over the years, and at all times he has been a strong advocate for his people and respected in all communities. I also acknowledge the Hon. James Spigelman, Lieutenant-Governor of New South Wales and Chief Justice of New South Wales, representing the Governor today. I also acknowledge our invited guests in the Chamber today. You are welcome guests of this Government and this Parliament to witness today's proceedings. It is humbling to have the opportunity to put before this House legislation to recognise our first people, our Aboriginal people, in the New South Wales Constitution Act. -

I'd like to acknowledge the Wurundjeri people, traditional owners of this area, for their liberation is linked to our own and although is takes place in other forums we know their experienced is intimately linked with Aboriginal people across Australia. My people come from Kakadu. One of the best known destinations for many international visitors because of the important and visible connection between my people and the land, Kakadu is our home. It is the place which nurtures our families, and provides us with obligations to protect and maintain our heritage, our future, and our past. For us the threat of Jabiluka is an issue of human rights. Kakadu's unique cultural and natural properties are not only recognised by our people but also by the rest of the world in its inscription on the world heritage list. Even the World Heritage committee recognises that human rights are connected with it's own Convention. It has said: that human rights of indigenous peoples must be taken into account in the protection of world heritage properties; that conservation of country must take place with direction from indigenous people, and; that the continuing violation of human rights places properties in danger because of our integral relationship with the land. The continuing dominance of government and industry organisation over the authority of our people erodes our rights on a daily basis.
