Wollford Wood Tank Manufacturing. Company of Darby, Pennsylvania and constructed in 1904. The Water Tank is a two-part structure constructed to supply water to steam locomotives. The Tank is built of cedar planks and features a low-pitch conical roof with service access to the Tank interior. A Brick Base constructedd in mid-to-late 1916 supports the Tank.     INDUSTRIAL COLLECTIONS CARE AND CONSERVATION FOREWORD The papers presented at this conference have brought together some of the perennial debates related to the care and conservation of industrial collections. Whilst the debates are familiar - conserve or restore; use or not use; when does the history of an object stop - what is more unusual is the context, a conference in which restorers, conservators and curators have participated on equal terms. Debates run and run because there are no easy answers. It is possible to list the advantages and disadvantages of any argument, but in the process new issues are thrown up which themselves are worthy of debate. Can we, in the process of conserving material culture, also conserve the skills of the workers who are so critical to any industrial process? As new issues such as these arise they could be used as pawns in the established debates, but it would be a tragedy for them to be sidelined. The skills of the operators or maintenance technicians are intimately linked with the function of an item. Yet when these operators become museum interpreters and the winding engine becomes a moving display have we really preserved the original function? Are we sacrificing the working parts through wear and tear to achieve a working object almost devoid of its original context or meaning? Defining industrial collections and deciding what role an item has in a museum is a central issue which must be addressed. The maturity of the papers given reflect the way that such debates are located in the broader issues relevant to all those who work in the museum and heritage sector.

We are proud and excited to welcome you to the Staatliche Kunstsammlungen Dresden for the third year of the German/American Provenance Research Exchange Program for Museum Professionals (PREP). After remarkable weeks in New York and Berlin (2017), then Los Angeles and München (2018), PREP now moves to Dresden, where we look forward to seeing how you, the 2019 Cohort, will add your expertise to our growing network. During your exchange, you will meet new colleagues from both sides of the Atlantic, identify common topics and challenges, and discuss possible solutions. This year’s host, the Staatliche Kunstsammlungen Dresden (SKD), is among the fore- most museum associations of the world. Under its aegis, a total of 15 museums and collections offer an exceptionally broad thematic diversity. At the heart of the SKD’s scholarly and curatorial work on its collections is the “Daphne” project. Begun in 2008, this comprehensive, multi-year provenance research, cataloguing, and inventory project aims to register the more than 1.5 million holdings of the SKD, facilitating a systematic provenance research of all acquisitions since 1933, in what is one of the first projects of its kind for a German museum. Against the background of the turbulent history of the 20th century, various confisca- tion contexts are present within the history of the Dresden collections: in addition to art theft in the Nazi era, these include World War II losses, “Schlossbergungen” (literally “palace salvage”), as well as seizures during the years of the Soviet military occupation and the period of the GDR.
