Weekly Operational Notice THE WEEKLY OPERATIONAL NOTICE

THE WEEKLY OPERATIONAL NOTICE is issued every Tuesday. An acknowledgement of its receipt is not necessary. Every person whose duty requires them to have a copy is held responsible for obtaining one of each issue, and for communicating to their staff any instructions applicable to them. If not received at the usual time or in doubt as to your obligations, contact your Supervisor.

TEMPORARY REDUCTIONS OF SPEED OF TRAINS Notice to Drivers, Second Persons, Force Protection Coordinators and others.

(a) (i) Repairs and renewals are being effected at the following places and, until further notice, the speed of trains must, if required, be reduced as shown. Each location will be protected when necessary, either by hand signals, or by special signals. Crews must keep a good look-out at these locations for such signals, which must be exhibited in accordance with these rules. (ii) In the absence of such signals, trains may be run at the ordinary rate of speed. (b) Drivers are reminded that repairs of lines necessitating reductions of speed, of which it has not been able to give notice, may be necessary at other places beside those mentioned in this notice. They must, therefore, be always on the lookout and be prepared to stop or to run at reduced speed whenever and wherever hand signal are exhibited. (c) Work Group Supervisors and others in charge of works at the following places where the requirements render it necessary that the speed of train be reduced, must understand that this information does not in any way relieve them of the responsibility of seeing that Competent hand signallers, furnished with the necessary Hand Signals and Audible Track Warners are stationed at the places named for the purpose of signalling in accordance with these rules, or that the special way Warning and Caution signals are exhibited, as each case may require. Special permanent way warning and Caution signals are exhibited at the locations contained in the following tables. For instructions regarding the use of these signals see Rule 7, Section 15 of the Rules and Operating Procedures 1994. (d) Unless otherwise specified, all reductions of speed shown in this notice apply until the issue of the next Weekly Operational Notice. Any temporary reduction of speed which appeared in the last issue of the Weekly Operational Notice, and which is not included in this edition, may be regarded as cancelled. (e) Subject to any temporary modifications in the foregoing or other current instructions, the permanent way reductions of speed and the speed limitations shown in the Working Time-tables, and all additions to and amendments thereof, must be carefully observed. Signallers, Train crews, Work Group Supervisors, Gangers and others must promptly report their Supervisors, any case in which they observe trains running in excess of the speed laid down at or between any of the points where speed is appointed to be reduced. These reports must be forwarded to the Safety Manager of the relevant company.

REMOVAL OF REDUNDANT SIGNALLING CIRCUITS CBI AND WESTCAD SOFTWARE DATA UPDATE MELTON HIGHWAY GRADE SEPARATION PROJECT Between 16:00 hours on Sunday 3rd November 2019 and 03:00 hours on Monday 4th November 2019, the following works will be undertaken to remove redundant signalling circuits and control system indications as part of the Melton Highway Grade Separation Project. • Removal of 703T and the extension of track circuit 702T. • Removal of Melton Highway pedestrian crossing circuits. • Decommission signal module 19S04 in 733MB (used for control and indications of Melton Highway Level Crossing). The Sydenham WestLOCK data and the Calder Park WestRACE data will be updated to refect the changes. The Sunbury WestCAD A & B (located at Craigieburn Signal Box) and the Sunbury WestCAD C & PRIDE (located at Watergardens Station) will be updated to reflect the removal of the Melton Highway level and Pedestrian crossings. SIGNALLING ALTERATIONS TRANSFER OF SIGNALLING Between 0700 hours Friday 25th October 2019 and 1900 hours 27th October 2019 or completion of the works as described in this circular, the following works will be undertaken at North Geelong C – Grain Loop and North Shore. Prior to the Commissioning Activities at North Geelong C resuming, the following alterations will be undertaken between North Geelong C Signalbox and North Shore Sidings to transfer the control of and operation of the Signalling to Centrol. Page 21 of 29 Weekly Operational Notice No. 44/2019 NORTH GEELONG C - LEVEL CROSSING ALTERATIONS • The existing Flashing lights and Boom Barriers at the Separation Street Level Crossing will remain in service. • Manual operation of the Separation Street Level Crossing will be provided through the operation of lever NGC 63 on the Signalling VDU. NORTH GEELONG C COMMUNICATIONS • Local Train Radio Channel 1 will be retained for communications between Train Crews and the North Geelong C Signaller at Centrol. • A second Local Train Radio Channel is also provided for the issuing of Caution Orders and Safeworking Authorities. • The Signaller will request Train Crews to change to the Safeworking Channel when required to issue safeworking authorities. • The Safeworking Channel allocated for the North Geelong C Controlled area and the Geelong Corridor is currently displayed as NEWswGEL. GEELONG GRAIN LOOP • The Grain Loop will be provided with Rail Vehicle detection, new track sections will be operated by Counter Equipment. • Axle Counters will in place from KP 66.468 at a point clear of points CGL 41 to a point opposite Banner Indicator CGL 44BI at KP 68.219. • Reset of these Axle Counter Track Sections will be described in Section 36. GRAIN UNLOADING SHED • The ‘Rail Access Release’ will be provided and interfaced with the existing operation of the Grain Shed Door within the North Geelong Grain Loop. • The operation of the Grain Shed Doors at both ends of the unloading shed will be detected in the Signalling equipment. • At the Grain unloading shed local controls will be provided and be operated by the Grain shed personnel. • Operation of the Rail Access Release will provide release for Signal NGC 64. • The Rail Access Release and control of Signal NGC 64 is interlocked with the grain shed door. • Signal NGC 64 cannot be operated to proceed unless the Grain Shed Doors are detected open and the operator provides the ‘Rail Access Release’. • The ‘Rail Access Release’ cannot be cancelled by the Grain Shed Operator whilst signal NGC 64 has a call on it or is at Proceed. • The ‘Rail Access Release’ will remain in place after the train passes signal NGC 64 and not cancel allowing, in liaison with the Grain Shed Operator, a second train to be signalled on a low speed aspect if required, upon the train clearing the grain shed, the Grain Shed Operator may cancel the ‘Rail Access Release’, or retain it at ‘Proceed’ for a second train to enter. RAIL SECURITY GATES • Indication and Control of Gates CGL 45 will be provided on the Signalling VDU. • The local keyswitch for manual operation of the Rail Gates will be retained.

Page 22 of 29 Weekly Operational Notice No. 44/2019 CORIO QUAY SIDING • Indication and control of Gates CGL 51, Catch Points CGL 47, Dwarf CGL 54 and the Axle Counter Track Circuits for the Corio Quay Siding will be provided on the Signalling VDU. • On completion of the Testing and Commissioning Activities the Corio Quay Siding will not be available for any Rail Operations. • Points CGL 39 will be secured in the normal position by a point clip and independent padlock, the key to which will be held by the Geelong V/Line Signal Supervisor. NORTH SHORE YARD • The Broad Gauge Through Siding will be provided with rail vehicle detection, and the status of points and signals will be displayed the signal control system, including the hand points at the up end of the Through Siding. • Release COR 48 to be provided operated by the North Geelong C Signaller to allow operation of signal COR 38 by the Geelong Corridor Signaller toward the Through Siding. • Signal COR 38 at St Georges Rd, and signal CGL 26 at North Shore will not be interlocked with track occupancy and will continue to display a ‘Low Speed’ aspect for routes to the Through Siding irrespective if the route is occupied or not. • Release COR 48 and signal CGL 26 are interlocked to ensure that either one or the other can only be operated at any one time, and that either cannot be immediately provided after a movement has entered the Through Siding without a time period occurring to ensure opposing trains are not simultaneously signalled into the Through Siding. • A set of hand points No 7 Points are located midway along the Through Siding. • Normal position of No 7 points (set for Through Siding) will detected and indicated on the Signal Control System. A lack of detection is not to have any impact on the operation of signal COR 38 or signal CGL 26. • A CCTV camera will be commissioned at North Shore focussed toward the sidings to observe track occupancy of the various non detected tracks within the vicinity. • Track A within North Shore Yard has been modified from a Standard Gauge Track to a Broad Gauge Track. In clear length is 728 metres. No or run around access provided for this track. Access to Track A for Broad Gauge Rail Vehicle Movements is currently not available and upon completion of works adjacent to Track A, advice will be issued by separately issued circular to permit Rail Movements. • Track B and Track C remain unmodified as Standard Gauge Tracks. In clear length is 645 metres for both Tracks. A Standard Gauge Headshunt is provided at the up end of Track B and C, in clear length is 243 metres. NEW SIGNALLING DIAGRAM Insert a reference on Signalling Diagram No 30/18 “Corio to North Shore”.
