The Balaklava to Kadina line of the Western System was pre-existing as a narrow gauge line, when the broad gauge line to Tarcoola from Long Plains started to snake forward towards Port Pirie. The interaction of the two lines did not create a 'transfer' point for passengers or commodities, and the status ended four years later when the whole of the Western System was converted to broad gauge. However it is a special case worth reporting. to Tarcoola From the 1880s, Brachina was a small siding on the Quorn - Oodnadatta (and ultmately Alice Springs) narrow gauge line. But in 1955 the new standard gauge line BRACHINA from Stirling North traversing the plains to the west of the Flinders Ranges arrived, avoiding the difficult Pichi Richi Pass and Quorn, and temporarily Brachina became a BROKEN HILL trans-shipping point. This in itself was hardly special, but full narrow gauge coal and stock trains were not unloaded, but simply run up onto standard gauge flat cars fitted to Parkes (NSW) with narrow gauge track and carried 'piggy-back' to the south. This rather novel process PT AUGUSTA continued until the standard gauge reached its next staging point to the north in late 1956. This line then extended on through Peterborough (then Petersburg) reaching Broken Hill in 1888. As a seperate development the narrow gauge "Western System" was extended north from Balaklava eventually connecting at Gladstone in 1894. The Wilmington branch started with a line to Laura in 1884 and was completed in 1915. Gladstone thus prospered to Tarcoola as a single gauge junction until 1927. In this year the "Western System" was converted to broad (1600mm) gauge, eliminating the break of gauge station at Hamley Bridge, but creating a new one at Gladstone. This commenced a period of 43 years as a two gauge junction, transhipping grain, livestock, passengers and general goods. Passenger services BROKEN HILL operated on all radiating lines. In 1970 the Broken Hill - Coonamia line was converted to standard (1435mm) gauge as part of the upgrading of the Sydney - Perth route to a single to Parkes (NSW) gauge, creating the third era for Gladstone as a triple gauge station - reputedly one of only PT AUGUSTA two in the world along with Peterborough. Whilst Gladstone was much smaller than its neighbour, it was vastly more complex since with limited space it was built with all the yards superimposed on one another. This provided an amazing array of multigauge trackwork with PETERBOROUGH no less than 11 different gauge combinations in the one station complex. Built initially to PT PIRIE NEW SOUTH WALES GLADSTONE transfer all products including livestock it gradually reverted to grain only. Passenger service was only provided on the broad gauge to Adelaide. By1993 the Wilmington branch had been BURRA closed and the broad gauge link to the south was also removed. The station now remains as SNOWTOWN a passing loop on the main east-west line but with a regional grain loading centre. KADINA LOXTON ADELAIDE to Ouyen (Vic.)     Rail Manufacturing in Victoria Summary of key points • Approximately 1000 people are employed directly by the major rail rolling stock manufacturers in Victoria and another 5,000 to 10,000 employed in their supply chain. • Rail rolling stock manufacturing is directly influenced by State Government procurement policy and purchasing decisions. Victorian Government local content rules are weak compared to interstate and international examples. In recent years, the New South Wales and Victorian Governments have collectively awarded $3.8 billion worth of contracts to overseas manufacturers. • The Victorian Transport Plan commits to $3.6 billion in new investment in rail rolling stock over 4 years. Manufacturing 50 % of these new vehicles in Victoria would create 2,250 full- time jobs directly and another 5,400 – 6,300 full-time jobs indirectly in the supply chain. • A strong rail manufacturing sector could provide thousands of jobs for retrenched automotive workers as long as the training system was made more flexible and relevant to industry needs. • Ongoing investment in local manufacturing would ensure the continued existence of a skilled workforce and provide a solid platform for expanded export opportunities. Once local manufacturing capacity is allowed to erode it is difficult, if not impossible to regain. Introduction Victoria is facing the twin challenges of climate change and the global financial crisis. Already the economic downturn has cost thousands of Victorian jobs, many in the manufacturing sector and expectations are for unemployment to rise further in the coming year. At the same time, the impacts of climate change and peak oil will be felt most by low income and disadvantaged Victorians, particularly those living on the outskirts of our cities.

Federation in 1901 delivered a national system of railways to Australia but not a national railway system. Thus the so-called “standard” gauge of 4ft. 8½in. had not become the standard in Australia at Federation in 1901, and has still not. It was found that previous studies did not examine cause and effect in the making of rail gauge choices. This study has done so, and found that rail gauge choice decisions in the period 1850 to 1901 were not merely one-off events. Rather, those choices were part of a search over fifty years by government representatives seeking colonial identity/autonomy and/or platforms for election/re-election. Consistent with this interpretation of the history of rail gauge choice in the Australian colonies, no case was found where rail gauge choice was a function of the disciplined search for the best value-for-money option.

This report presents the results of an analysis of the impact that international freight traffic barriers have on logistics, transit potential, and development of transport corridors traversing EAEU member states. The authors of EDB Centre for Integration Studies Report No. 49 maintain that, if current railway freight rates and Chinese railway subsidies remain in place, by 2020 container traffic along the China-EAEU-EU axis may reach 250,000 FEU. At the same time, long-term freight traffic growth is restricted by a number of internal and external factors. The question is: What can be done to fully realise the existing trans-Eurasian transit potential? Removal of non-tariff and technical barriers is one of the key target areas. Restrictions discussed in this report include infrastructural (transport and logistical infrastructure), border/customs-related, and administrative/legal restrictions. The findings of a survey conducted among European consignors is a valuable source of information on these subjects. The authors present their recommendations regarding what can be done to remove the barriers that hamper international freight traffic along the China-EAEU-EU axis.
