DEPARTMENT OF ACCOUNTING, FINANCE & ECONOMICS GRIFFITH BUSINESS SCHOOL GRIFFITH UNIVERSITY Submitted in fulfilment of the requirements of the degree of Doctor of Philosophy July 2006 ii ABSTRACT This thesis describes the rail gauge decision-making processes of the Australian colonies in the period 1850 – 1901. Federation in 1901 delivered a national system of railways to Australia but not a national railway system. Thus the so-called “standard” gauge of 4ft. 8½in. had not become the standard in Australia at Federation in 1901, and has still not. It was found that previous studies did not examine cause and effect in the making of rail gauge choices. This study has done so, and found that rail gauge choice decisions in the period 1850 to 1901 were not merely one-off events. Rather, those choices were part of a search over fifty years by government representatives seeking colonial identity/autonomy and/or platforms for election/re-election. Consistent with this interpretation of the history of rail gauge choice in the Australian colonies, no case was found where rail gauge choice was a function of the disciplined search for the best value-for-money option. -

RTD LIGHT RAIL DESIGN CRITERIA Regional Transportation District November 2005 Prepared by the Engineering Division of the Regional Transportation District Regional Transportation District 1600 Blake Street Denver, Colorado 80202-1399 303.628.9000 RTD-Denver.com November 28, 2005 The RTD Light Rail Design Criteria Manual has been developed as a set of general guidelines as well as providing specific criteria to be employed in the preparation and implementation of the planning, design and construction of new light rail corridors and the extension of existing corridors. This 2005 issue of the RTD Light Rail Design Criteria Manual was developed to remain in compliance with accepted practices with regard to safety and compatibility with RTD's existing system and the intended future systems that will be constructed by RTD. The manual reflects the most current accepted practices and applicable codes in use by the industry. The intent of this manual is to establish general criteria to be used in the planning and design process. However, deviations from these accepted criteria may be required in specific instances. Any such deviations from these accepted criteria must be approved by the RTD's Executive Safety & Security Committee. Coordination with local agencies and jurisdictions is still required for the determination and approval for fire protection, life safety, and security measures that will be implemented as part of the planning and design of the light rail system. Conflicting information or directives between the criteria set forth in this manual shall be brought to the attention of RTD and will be addressed and resolved between RTD and the local agencies andlor jurisdictions. -

Explanatory Notes for Development Assessment Local Heritage Register Amendments to the Queensland Heritage Act 1992, Schedule 8 and 8A of the Integrated Planning Act 1997, the Integrated Planning Regulation 1998, and the Queensland Heritage Regulation 2003 became effective on 31 March 2008. All aspects of development on a Local Heritage Place in a Local Heritage Register under the Queensland Heritage Act 1992, are code assessable (unless City Plan 2000 requires impact assessment). Those code assessable applications are assessed against the Code in Schedule 2 of the Queensland Heritage Regulation 2003 and the Heritage Place Code in City Plan 2000. City Plan 2000 makes some aspects of development impact assessable on the site of a Heritage Place and a Heritage Precinct. Heritage Places and Heritage Precincts are identified in the Heritage Register of the Heritage Register Planning Scheme Policy in City Plan 2000. Those impact assessable applications are assessed under the relevant provisions of the City Plan 2000.
