I apologize for running a little late, ladies and gentlemen. Mr. President, distinguished members of the press, it's good to see my good friend again. The last time we met was 4 months ago. Welcome to Korea, Mr. President. And I wish to thank you, Mr. President, for taking time to visit the DMZ early this morning, soon after your arrival in Seoul. Mr. President, I'm sure it was a chance to witness firsthand the reality of division that has been a part of Korea for such a long time. And I gather you had a good time meeting with the members of the armed forces from both Korea and the United States. And thank you for the encouragement that you gave these men and women in uniform. Today, ladies and gentlemen, we had a very useful and constructive discussion on a wide array of issues, from North Korea's nuclear and missile development and including other security issues, and also how to promote bilateral trade between our two countries, and of course, other topics of mutual interest. And we talked about the security situation in the region and the situation on the Korean Peninsula and agreed to continue working closely together in implementing our North Korea policy. Both countries agreed that North Korea's announcement to test-fire its long-range missile is a violation of U.N. Security Council resolutions, not to mention the latest agreement between the U.S. -

Begun is Half Done Prospects for US-North Korea Nuclear Diplomacy February 2019 By Catherine Killough Catherine Killough is the Roger L. Hale Fellow at the Ploughshares Fund, where she focuses on North Korea’s nuclear and missile development. She is involved in efforts to promote diplomatic solutions to the US-North Korea nuclear crisis, and to encourage greater engagement between the two countries. Prior to joining Ploughshares Fund, Catherine interned at the State Department Office of Korean Affairs and the National Committee on North Korea. She has a Master’s degree in Asian Studies from the School of Foreign Service at Georgetown University, where she specialized in the politics and security of Korea. Japan Information and Culture Center, EMBASSY OF JAPAN SEARCH FOR STABILITY ON THE KOREAN PENINSULA PROVES ELUSIVE North Korea continues to persist with its nuclear and long-range missile development programs, dissemination of weapons of mass destruction and inflammatory rhetoric in defiance of international concerns even after Japan’s attempt to normalize relations by Prime Minister’s visit in late September. This poses a threat to the entire Asian-Pacific region and constitutes grave concerns in the countries of the region. Therefore, Japan, the U.S., South Korea, China and Russia have all been involved in diplomatic efforts to strongly urge North Korea to dismantley their nuclear, so far to no avail. Center for Nonproliferation Studies Monterey Institute of International Studies CNS Special Report on North Korean Ballistic Missile Capabilities March 22, 2006 Recent North Korean flight-tests of a new short-range ballistic missile have reinforced concerns about North Korea’s missile program and its ability to deliver weapons of mass destruction (WMD). North Korea has an array of short- and intermediate-range missile systems that can deliver conventional, chemical and possibly biological payloads. North Korea has not demonstrated the capability to deliver nuclear weapons with its ballistic missiles, but possibly could equip its medium-range Nodong missiles, which can reach Japan, with nuclear warheads. North Korea currently does not have an operational missile that can strike the United States.1 However, U.S. intelligence estimates of the untested Taepodong-2’s range have increased in recent years. According to a former director of the U.S. Defense Intelligence Agency, a two-stage Taepodong-2 could theoretically strike “portions of U.S. territory” and a three-stage version could strike “most of the continental United States.”2 At least two other mobile missiles are under development that would increase North Korea’s military capabilities once they are deployed and operational. This special report answers key questions about North Korean ballistic missiles and presents CNS estimates of North Korea’s ballistic missile capabilities. Although North Korea’s cruise missile development poses an increasing threat, this report does not address Pyongyang’s cruise missiles. 1. Transitional Justice in South Korea: One Country’s Restless Search for Truth and Reconciliation Paul Hanley*† Abstract A recent Korean film, “National Security”, about a democracy activist and former Korean politician, Kim Geun-Tae, who was kidnapped and tortured into making a false confession by police in 1985, has renewed debate among South Koreans about the state of transitional justice in the country. From 1995 to 2010, South Korea took a number of steps to expose the political oppressions and human rights abuses of its past authoritarian governments and to assist individuals involved in the struggle for democracy to clear their names and restore their reputations. This article analyzes the relative success and failure of South Korea’s truth seeking process and the prospect for the realization of transitional justice in the country in the future. I. £SOUTH KOREA @Imprisoned writer Hwang Sok-yong Hwang Sok-yong, a 50-year-old writer from South Korea, is one of many prisoners who have been arrested and imprisoned under the National Security Law for the peaceful exercise of their rights to freedom of expression and association. Amnesty International has adopted him as a prisoner of conscience and his calling for his immediate and unconditional release. Amnesty International has long campaigned for the amendment of the National Security Law which punishes "anti-state" (pro-North Korean) activities. The loose definition of "anti-state" activities and other provisions of this law means that it may easily be abused by the authorities. In fact, it has been often used to imprison people who visited North Korea without government permission or met north Koreans or alleged agents abroad, people who held socialist views or whose views were considered similar to those of the North Korean Government. Background about Hwang Sok-yong Hwang Sok-yong is a well-known and popular writer who has written over 20 novels and essays. Many have been translated and published in Japan, China, Germany and France and two have also been published in North Korea. His best-known work is a 10 volume epic called Jangkilsan which was completed in 1984. It has sold over three million copies in South Korea and remains a best seller today. Hwang Sok-yong has written numerous short stories and essays including The Shadow of Arms (on the Vietnam War) and Strange Land (an anthology of short works). He has received several literary awards. -
An Exploration of Kinship Politics Through Park Geun-Hye and Keiko Fujimori
ABSTRACT Title of Thesis: Dutiful Daughter: an exploration of kinship politics through Park Geun-hye and Keiko Fujimori Maureen Makiko O’Bryan Bachelor of Arts, International Studies, 2019 Thesis Advisor: Professor Youngju Ryu, Ph.D. Around the world, women who attain positions of political power are more likely to come from political families than their male counterparts. Park Geun-hye in South Korea and Keiko Fujimori in Peru are two recent examples of this trend and both cases highlight the intersection of kinship, gender, and memory. What is the effect of kinship and memory on political campaigns? By analyzing the campaign videos of Fujimori and Park from their presidential runs, this thesis argues that kinship ties allowed Park and Keiko to attain political popularity, while walking the thin line of their authoritarian fathers’ fraught legacies. Park was able to capitalize on the nostalgia for her father more effectively because his memory is equated with a sense of economic progress and she ran during a period of slow economic growth. Proposals to the Japanese Government Concerning the Denuclearization of North Korea
FEB. 2020 WORKING GROUP ON NEW INITIATIVES FOR NUCLEAR ENERGY AND NUCLEAR NON-PROLIFERATION SASAKAWA PEACE FOUNDATION Preface The Sasakawa Peace Foundation (SPF) established the International Peace and Security Department in order to contribute to peace and security in Japan, the Asia-Pacific region, and the rest of the world. The department conducts research and makes policy recommendations based on its research. In September 2018, the SPF established the Working Group on New Initiatives for Nuclear Energy and Nuclear Non-Proliferation. The aim of this Working Group is to explore the contributions that Japan can make in the field of global nuclear disarmament and non-proliferation, as a leading nation in the civilian use of nuclear energy and the only country to have been subjected to nuclear bombings. The Working Group started discussions about Japan’s role and the ways in which Japan can contribute internationally. To date, it has conducted research on a wide range of topics, including international management of nuclear fuel, denuclearization of North Korea, and global nuclear disarmament, and it has compiled the results into a sequence of policy recommendations. The first set of recommendations was published as “Proposals to the Japanese Government Concerning International Management of Plutonium—Aiming for reduction in plutonium stocks and adoption of new international norms” in May 2019, and this was delivered to the (then) Minister for Foreign Affairs, Taro Kono, in August 2019. The Working Group has now compiled new policy recommendations on the role of the Japanese government concerning the denuclearization of North Korea (Democratic People's Republic of Korea).
