    HOW CAN A MODERN HISTORY OF THE BASQUE COUNTRY MAKE SENSE? ON NATION, IDENTITY, AND TERRITORIES IN THE MAKING OF SPAIN JOSE M. PORTILLO VALDES Universidad del Pais Vasco Center for Basque Studies, University of Nevada (Reno) One of the more recurrent debates among Basque historians has to do with the very object of their primary concern. Since a Basque political body, real or imagined, has never existed before the end of the nineteenth century -and formally not until 1936- an «essentialist» question has permanently been hanging around the mind of any Basque historian: she might be writing the histo- ry of an non-existent subject. On the other hand, the heaviness of the «national dispute» between Basque and Spanish identities in the Spanish Basque territories has deeply determined the mean- ing of such a cardinal question. Denying the «other's» historicity is a very well known weapon in the hands of any nationalist dis- course and, conversely, claiming to have a millenary past behind one's shoulders, or being the bearer of a single people's history, is a must for any «national» history. Consequently, for those who consider the Spanish one as the true national identity and the Basque one just a secondary «decoration», the history of the Basque Country simply does not exist or it refers to the last six decades. On the other hand, for those Basques who deem the Spanish an imposed identity, Basque history is a sacred territory, the last refuge for the true identity. Although apparently uncontaminated by politics, Basque aca- demic historiography gently reproduces discourses based on na- - 53 - ESPANA CONTEMPORANEA tionalist assumptions.

    People, State Forms and Representative Assemblies: The Making of the 'Basque' Political Institutions from the Sixteenth to the Nineteenth Centuries }OSEBA AGIRREAZKUENAGA This paper is in honour of Francisco Tomás y Valiente, prestigious Professor of the History of Institutional Law. His participation in debates on this subject was ended by his tragic assassination by ETA at the University of Madrid on 14 February 1996. SUMMARY In this paper Joseba Agirreazkuenaga argues that the growth of nationalism in the Basque provinces of Spain was assisted, rather than hindered by forms of representa­ tive institution which had developed in the earIy-modern periodo Each of the Basque provinces had come to possess executive agencies chosen and súpervized by a General Assembly of the province. The paper then describes how the Assemblies developed a system of Conferences, in which delegates of each Assembly met together to coordinate policies on matters of general interest to aH of them and when needed to organize a common opposition to threats of encroachment by the central govern­ ment, and in the process became one of the sources from which a sense of Basque identity could grow.     Fiscal Sovereignty and Nationalist Politics in Spain: The Influence of Regional Financing on the Territorial Agendas of Basque and Catalan Nationalist Parties Thesis submitted in accordance with the requirements of the University of Liverpool for the degree of Doctor of Philosophy by Caroline Gray May 2016 Fiscal Sovereignty and Nationalist Politics in Spain: The Influence of Regional Financing on the Territorial Agendas of Basque and Catalan Nationalist Parties Caroline Gray Abstract This PhD thesis investigates the influence of the regional financing systems in Spain on the evolution of the territorial agendas of the mainstream Basque and Catalan nationalist parties, the Basque Nationalist Party (Partido Nacionalista Vasco, PNV) and Democratic Convergence of Catalonia (Convergència Democràtica de Catalunya, CDC). Spain offers the opportunity to compare two different models of fiscal decentralisation and their significance for the political evolution of two contrasting nationalist movements. While Catalonia forms part of the common financing system, which gives the regions relatively limited tax-raising competences and involves substantial revenue transfers from central government, the Basque region raises almost all of its own taxes under a separate system of extensive fiscal autonomy (the Concierto Económico or Economic Agreement). At different times since the late 1990s, both the PNV and CDC have sought a fundamental reconfiguration of their respective territories’ relationship with Spain. The question posed is why the form of accommodationist politics practised by the PNV and CDC in the 1980s and 1990s has been transformed since then, leading to shifts towards pro-sovereignty agendas, which embrace a spectrum of potential projects ranging from some degree of statehood and political sovereignty within Spain through to full independence.

Having followed developments ro the end of the Ancien Regime, he analyzes here the process of political and bureaucratic consolidation during a time ofpolitical, ideological and military confrontations between supporters of the liberal revolution and those of the counter-revolution, in defence of the old order. This article concludes at the beginning of the long civil war, known as the first Carlist War, in which the Basque Country became one of the focal points of political debate and articulation of the new Spanish liberal state. 1.     - 1061 - THE MAKING OF “THE BASQUE QUESTION” : THE DEBATE IN THE SPANISH PARLIAMENT ABOUT THE ABOLITION OF THE REPRESENTATIVE ASSEMBLIES AND INSTITUTIONS FOR SELF-GOVERNMENT (1876-1877)1 Dr. Joseba Agirreazkuenaga (University of the Basque Country) This paper is a contribution to the research series that we began at the XVIII International Congress of Historical Sciences, held at Montreal, Quebec, in 1995. The series is titled : “People, State Forms and Representative Assemblies : the Making of the Basque Political Representative Institutions”. The journal Parliaments, Estates and Representation is the medium for communication and diffusion of the series. In our research we endeavour, through case studies, to find answers to the questions posed by historiography and by the analyses of the social sciences regarding Representative Assemblies. I. From “composite monarchy” to “national State” The Spanish monarchy of the Habsburgs was a composite monarchy. It was succeeded by the monarchy of the Bourbons which created a centralized State based on Castilian law, with the exception of the territories of the Kingdom of Navarre and the Basque Provinces. The Cortes (parliament) of Navarre continued working until 1841, and the Juntas Generales of Alava, Bizkaia and Gipuzkoa until 1877. In other articles, entitled “The Making of the Political Basque Country”, we have analysed the constitutional working of these representative assemblies and their evolution. The book is part of the Presses Universitaires de France’s well- known collection Que sais-je? (What do I know about?), one of which is Allières’s The Basques, about the Basque Country and its inhabitants. A linguist, Allières has much to say about the language, but he is well versed on many other subjects. Prehistory, history, geography, economy, and much more are presented in this slender little volume. As Allières states in his introduction, offering information about the Basques in such a limited format is almost impossible.

The main source of discord lies in different conceptions of the model: while the Basque nationalists seek increasing fiscal autonomy verging on sovereignty within Europe, Spanish governments see it as a form of fiscal decentralization within Spain remaining subordinate to Spanish legislation. These different conceptions cannot easily co-exist in a loose relationship of mutual tolerance because the development of the model continues to bring them into conflict, feeding into the broader political clash over how best to accommodate the Basque region within or with Spain.
