M1 MOTORWAY(JUNCTIONS 1-4) TEMPORARYTRAFFIC RESTRICTIONS Notice is hereby given that Highways England Company Limited intends to make an Order on the M1 Motorway in the London Boroughs of Barnet and Harrow,under Section14(1)(a) of the Road Traffic Regulation Act 1984 because works areproposed to be executed on the road. The effect of the Order would be to authorise the phased overnight closureof:- 1) the northbound carriageway of the M1 between the commencement of the elevated section at Staples Corner circulatory (M1 Junction 1/A406) and Junction 4(A41); 2) the road leading to the northbound carriageway of the M1 at Junction 1(A406); 3) the road connecting to the M1 northbound entry slip road from the eastbound road connecting the EdgwareRoad roundabout to Staples Corner roundabout at Junction 1 (A406); 4) the fast link connecting from the southbound carriageway of the M1 to the clockwise carriageway of the A406 at Junction 1(A406); 5) the roads leading to the northbound carriageway,and from the southbound carriageway,ofthe M1 at Junction 2(A1); 6) theroads leading to and from both carriageways of the M1 at London Gateway Services, and 7) the road connecting from the southbound carriageway of the M1 to the southbound carriageway of the A41 at Junction 4(A41). These measures would be in the interests of road safety while contractors undertake bridge joint repair and all associated works. It is expected that the work would occur in several intermittent phases and last in total for approximately 8months being part of a package of works also including the M25 Junctions 26 -27 and the M11, starting on or after Monday 15th June 2020. The overnight closures would take place between the following hours (maximum period):- Mondays -Thursdays 22:00 -05:30 Fridays 23:00 -06:00 Saturdays 22:00 -06:00 Sundays 22:30 -05:30 Further details would be advised by on-road advanced signage and the Highways England website. The Order would come into force on 13 June 2020 and have amaximum duration of eighteen months, ceasing when the works arecomplete. Traffic affected by the closures would be diverted using alternative sections and junctions on the M1, and by using the A1, A41, and A406. The diversion in operation would vary according to the closureinforce. THE M1 MOTORWAY(JUNCTIONS 5–6A) TEMPORARYOVERNIGHT CLOSURES Notice is hereby given that Highways England Company Limited(a) intends to make an Order on the M1 Motorway,inthe County of Hertfordshire, under Section 14(1)(a) of the Road Traffic Regulation Act 1984 because works areproposed to be executed on the road. The effect of the Order would be to authorise the overnight closureofthe following – (a) the slip roads leading to and from both carriageways of the M1 at Junction 5(A41, A4008); (b) the slip roads leading to and from both carriageways of the M1 at Junction 6(A405); and (c) the link road leading from the southbound carriageway of the M1 at Junction 6A to both carriageways of the M25 at Junction 21. These measures would be in the interest of road safety to enable contractors to undertake cyclical maintenance work. It is expected that the work would take place for approximately 1-2nights for each closureat(a) –(c) above every two months at the following times: Monday-Thursday nights 22:00 –05:30 Friday nights 23:00 –06:00 Saturday nights 22:00 –06:00 Sunday nights 22:30 –05:30 The Order would come into force on 1August2017 and have amaximum duration of twelve months. Our road network carries a third of road traffic and we have seen demand grow by a quarter since 2000 with continued growth forecast. One reason for the introduction is smart motorways is because there are more vehicles on the road. By making use of the full width of the road, smart motorways add that extra capacity to carry more vehicles and ease congestion. 1 A History of Roads Service 1973 - 2005 2 3 Foreword In late 2003 the Northern Ireland Branch of the County Surveyors’ Society proposed that Roads Service should commission a printed document describing the creation of the organi- sation and the first 30 years of its history. In addition, consideration was to be given to the establishment of a physical archive of important documents and other material. This proposal was accepted in late 2004 and this document is the result of the efforts of the authors which have included consultation and discussion with many members of staff, both past and present. We were asked to prepare a history that was formal rather than anecdo- tal. It was acknowledged that there would be some overlap with other publications and in par- ticular the Institution of Highways and Transportation Silver Jubilee document of 1989, the Roads Service Jubilee Reflections of 1998, and the Northern Ireland Motorway Achieve- ment of 2002. We considered it important to set the formation of the organisation in the context of the pro- posals to reshape local government which were developed between 1966 and 1970. There are of course proposals stemming from the recent Review of Public Administration which may have far reaching implications for the Roads Service as we have known it over the last 33 years. In a publication such as this, it is not possible to record all organisational changes or cap- ture references to all functions the organisation carried out. However we hope that readers will find something of interest in the document.
