Hence, the collective memory is elevated to the standard of national myth and most often expressed in the master narrative. I may refer here to Michael Robinson’s observation that “the state constructs and maintains a ‘master narrative’ of nation which acts as an official ‘story of the nation’. This master narrative legitimates the existence of the state and nation internally; it is also projected externally, to legitimate a nations’ existence in the world community”.1 But in as much as memory is selective, so also is the state-sanctioned official narrative, and it has become commonplace that changes in the political order enhance and result in ideologically motivated re-writing of that history in spite of its claims at objectivity and truth. The study of the contemporary formation of Taiwan history and its historiography is no exception. In fact, the current activity in rewriting the history is compounded by an additional element, and one which is crucial to understanding the complexity of the issue. What makes Taiwanese historiography as a separate entity interesting, intriguing and complex is that the master-narrative is treated as a part of and embedded in Chinese history, and at the same time conditioned by the transition from a perceived to a real pressure from a larger nation, China, that lays claim on its territory, ethnicity, and past. -

Those who sought refuge in Taiwan with the KMT came to be known as the “mainlanders” or “ waishengren .” This paper will provide an overview of the research on waishengren in the past few decades, outlining various approaches and highlighting specific political and social context that gave rise to these approaches. Finally, it will propose a new research agenda based on a perspective of migration studies and historical/sociological analysis. The new approach argues for the importance of both history and agency in the study of waishengren in Taiwan. -

Following the establishment of Sino-U.S. diplomatic relations in January 1979,Communist leaders in Beijing carried out a series of intensive campaigns to woo the Nationalists in Taiwan to accept peace talks and to re-unify Taiwan and mainland China under the formula of "One Country Two Systems". The formula implies that, after unification, two different systems will remain - Socialism on the mainland and Capitalism in Taiwan for at least 50 years. Although Beijing's reunification policy has been further developed and persistently propagated, its efforts, so far, have met with little success. -

CAROT.u " Taiwan exists in the internationalarena as a fully independent state in form, but it has never declared itself independent Taiwan's reticence to take this step is caused by the People'sRepublic of China's clain that Taiwan is a "renegadeprovince" of China. In this Not4 Christopher Carolan argues that an internationallaw-based solution should be applied to determine whether Taiwan has a legitimate aspiration to declare independence. This approach takes into account the history of Taiwan- China relations, which shows that--exceptfor briefperiods-Taiwan has long had a separate political existence apartfrom China. Carolan contrasts te claim that Taiwan properly belongs to China because of shared ethnic and cultural ties with post-World War II events that have created in the Taiwanese a strong, predominant preference for continued separationfrom China. Abstract The Taiwan Government proposed a new partnership with indigenous peoples in 2002 and further in 2004 announced that it would structure its relations with indigenous peoples on a “Nation-to-Nation (guo yu guo)” basis. This paper analyzes the effect of current legal framework and the constitutional reform on the existence and legal status of indigenous peoples in Taiwan. The paper first briefly presents a history of the status of indigenous peoples and a discussion of the interrelationship between indigenous peoples and different external forces. Next, the paper provides a summary of the international indigenous movements and its influences on Taiwanese indigenous groups. Finally, the paper urges that Taiwan government to uphold the UN Draft Declaration on the Rights of Indigenous Peoples by demonstrating a “constitutionalizing” of indigenous rights or an “indigenizing” of dimension of juridical-political framework. This paper aims to draw more attention to Taiwan’s indigenous peoples’ rights and seeks to empower the constructive formation of democratic institutions for Taiwanese indigenous tribes. It will, in addition, promote the interdisciplinary study of indigenous law for Taiwan as well as help enlarge the research field of legal studies in Taiwan. Most important all, it will tell us that a new paradigm in the Taiwan legal system is needed for indigenous peoples. -
1 INTRODUCTION Accounts of Taiwan and Its History Have Been
INTRODUCTION Accounts of Taiwan and its history have been profoundly influenced by cultural and political ideologies, which have fluctuated radically over the past four centuries on the island. Small parts of Taiwan were ruled by the Dutch (1624-1662), Spanish (1626-1642), Zheng Chenggong (Koxinga)1 and his heirs (1662-1683), and a large part by Qing Dynasty China (1683-1895). Thereafter, the whole of the island was under Japanese control for half a century (1895-1945), and after World War II, it was taken over by the Republic of China (ROC), being governed for more than four decades by the authoritarian government of Chiang Kai-shek and the Kuomintang (KMT), or Chinese Nationalist Party,2 before democratization began in earnest in the late 1980s. Taiwan’s convoluted history and current troubled relations with the People’s Republic of China (PRC), which claims Taiwan is “a renegade province” of the PRC, has complicated the world’s understanding of Taiwan. Many Western studies of Taiwan, primarily concerning its politics and economic development, have been conducted as an 1 Pinyin is employed in this dissertation as its Mandarin romanization system, though there are exceptions for names of places which have been officially transliterated differently, and for names of people who have been known to Western scholarship in different forms of romanization. The Developing Economies, XLII-2 (June 2004): 176–97 STATE REFORMATION AND THE FORMATION OF A NEWLY EMERGING WELFARE STATE IN TAIWAN LIN CHEN-WEI In postwar Taiwan, the legitimacy of the Kuomintang (KMT) regime had depended on the cold war structure and the civil war with the Communist Party. As the KMT regime penetrated Taiwanese society, it exercised tight control over the society through the medium of the strong party organization. However, in the process of democratization that started in the 1980s, the KMT’s authoritarian political rule began to crumble, forc- ing the government to respond to people’s demands in order to survive. The reform and improvement of the social security system in Taiwan were brought about against this backdrop of state reformation. INTRODUCTION EGINNING in the 1980s, Taiwan experienced a dramatic process of democra- tization, which compelled the state regime to change itself. This process B culminated in the victory of Chen Shui-bian of the Democratic Progressive Party (DPP) in the 2000 presidential election. It was the first peaceful transition of power in the history of Taiwan. Another remarkable phenomenon that highlights the 1980s and the 1990s was expansive reforms that were launched in various areas of social security policy, and as a consequence the state policy began to exert more influence over the relations of individual, family, and market. The magnitude of this development is well demon- strated by the fact that in the second half of the 1990s, social security expenditures came to account for more than 20 per cent of government budgetary outlays.
