Four Legs to Stand on: Taiwan’s Fight against COVID 19 Jiunn-rong Yeh In a time of unprecedented global pandemic, Taiwan has demonstrated to the world its strength and success in combating the spread of COVID-19. Statistic shows that since the first confirmed case on 21 January 2020, there have been only 486 confirmed cases with 7 deaths. Of those confirmed cases, around 80 percent (394/486) were imported cases of returning Taiwanese nationals and inbound foreign visitors.1 The numbers exhibit not only the achievement of controlling the pandemic as a whole, but reflect that there was no large-scale community spread. It is intriguing to wonder how a democracy so close to China, in geometric or business terms, and yet so remote from the World Health Organisation (WHO), could control the virus outbreak so well in this global crisis in comparison to other parts of the world? Success has not come without a price. Taiwan learned hard lessons from the past tragic experience of SARS (Severe Acute Respiratory Syndrome) in 2003. This built a strong base for responding to a pandemic promptly, including the outbreak of COVID-19 this time. One could also argue that strong institutional capacity-building has also contributed to the “Taiwan miracle.” In this essay, I would argue that Taiwan has made the most of her democracy, technology, law and community in fighting against the COVID-19 pandemic that has swept the globe in an unprecedented way. It is the combination of these four forces that has made Taiwan’s fight against global pandemic as successful as we have observed so far. -

Hence, the collective memory is elevated to the standard of national myth and most often expressed in the master narrative. I may refer here to Michael Robinson’s observation that “the state constructs and maintains a ‘master narrative’ of nation which acts as an official ‘story of the nation’. This master narrative legitimates the existence of the state and nation internally; it is also projected externally, to legitimate a nations’ existence in the world community”.1 But in as much as memory is selective, so also is the state-sanctioned official narrative, and it has become commonplace that changes in the political order enhance and result in ideologically motivated re-writing of that history in spite of its claims at objectivity and truth. The study of the contemporary formation of Taiwan history and its historiography is no exception. In fact, the current activity in rewriting the history is compounded by an additional element, and one which is crucial to understanding the complexity of the issue. What makes Taiwanese historiography as a separate entity interesting, intriguing and complex is that the master-narrative is treated as a part of and embedded in Chinese history, and at the same time conditioned by the transition from a perceived to a real pressure from a larger nation, China, that lays claim on its territory, ethnicity, and past. -

Taiwan in the Twentieth Century: An Introduction Richard Louis Edmonds and Steven M. Goldstein For much of the past half-century, Taiwan’s development has been inextricably tied to the drama of the Chinese civil war and the Cold War in Asia. Both the government on Taiwan and many of its supporters abroad have sought to link the island’s history with that of the mainland. The result has been partially to obscure the distinctive history of Taiwan and, with this, to ignore factors which have decisively shaped the development of the island. The bulk of the papers in this volume seek to contribute to the ongoing efforts of scholars in Taiwan and abroad to illuminate the early 20th-century portion of this history and to join it to discussions of the post-war evolution of the island. With the end of the Second World War, Taiwan was returned to China after 50 years as a Japanese colony. The Kuomintang-controlled Republic of China on the mainland took over the administration of Taiwan almost immediately, subjecting its citizens to a brutal, authoritarian rule. In 1949, after defeat on the mainland, Chiang Kai-shek brought the remnants of that government to Taiwan, where, claiming to be the legitimate govern- ment of all of China, he established a temporary national capital in the one province completely under its control. It seemed at the time that this hollow claim would be silenced by an imminent Communist invasion. The outbreak of the Korean War, how- ever, and fears of Chinese Communist expansion brought renewed econ- omic, military and diplomatic support from the United States of America. -

Few people predicted that in September 2008 this process would be thrown into turmoil by the deepening of the global financial crisis. Policies that had been devised for improving cross-strait relations in the context of growth in world trade and investment have had to be reassessed in the context of a recession in Taiwan and a serious slowdown of the mainland economy. How this interplay between economic policy and public opinion plays out will be crucial for shaping the future of cross-Strait relations. While it is too late to predict the outcome, this paper will explore the importance of cross-Strait economic relations for Taiwan’s politics, make a preliminary assessment of the political impact of the economic crisis on cross-strait relations and point to some speculative scenarios for the future. -

Those who sought refuge in Taiwan with the KMT came to be known as the “mainlanders” or “ waishengren .” This paper will provide an overview of the research on waishengren in the past few decades, outlining various approaches and highlighting specific political and social context that gave rise to these approaches. Finally, it will propose a new research agenda based on a perspective of migration studies and historical/sociological analysis. The new approach argues for the importance of both history and agency in the study of waishengren in Taiwan. -

The Taiwanese state has actively cultivated a rich set of international interactions with firms from advanced industrial countries. The state has not tried to terminate these links despite the fact that these interactions arguably create more dependence on the outside world than independence from it. This globalist orientation appears to clash with another fundamental principle of Taiwan's technology policy-innovation as a nationalist project to build up local technology infrastructure and the domestic economy. How has Taiwan resolved this apparent contradiction in its technology policy? In the spectrum of East Asian technology policies from the explicitly technonational strategies of Korea and Japan to the MNC-embracing policies of Singapore, Taiwanese policy occupies an intermediate position. The goal of establishing domestic technological capabilities that do not depend completely on serving as a base for foreign MNCs is one shared with Korea and Japan and rejected by Singapore, the regional headquarters of Japanese and American multinationals. -

Box 1346 Ann Arbor, Ml 48106-1346 ( M G S g S R 7 0 1 ^ ABSTRACT This research examines mainland China's reunification policy towards Taiwan with a particular focus on the years of 1979-1987. Following the establishment of Sino-U.S. diplomatic relations in January 1979,Communist leaders in Beijing carried out a series of intensive campaigns to woo the Nationalists in Taiwan to accept peace talks and to re-unify Taiwan and mainland China under the formula of "One Country Two Systems". The formula implies that, after unification, two different systems will remain - Socialism on the mainland and Capitalism in Taiwan for at least 50 years. Although Beijing's reunification policy has been further developed and persistently propagated, its efforts, so far, have met with little success.
