Following the establishment of Sino-U.S. diplomatic relations in January 1979,Communist leaders in Beijing carried out a series of intensive campaigns to woo the Nationalists in Taiwan to accept peace talks and to re-unify Taiwan and mainland China under the formula of "One Country Two Systems". The formula implies that, after unification, two different systems will remain - Socialism on the mainland and Capitalism in Taiwan for at least 50 years. Although Beijing's reunification policy has been further developed and persistently propagated, its efforts, so far, have met with little success. The Taiwan issue is by no means solved, neverthe­ less, the peaceful initiatives from Beijing have significantly changed Taiwan-China relations as well as the situation in East Asia. The questions this study is seeking to answer are: What are the origins and development of contention over the issue of Taiwan ? In the period 1979-8 7, what have been the main factors which have led China's decision-makers to change their position on Taiwan from that of an antagonist seeking military liberation to one of a seeming conciliator seeking benign-sounding peaceful reunification ? To what extent has the "One Country Two Systems" policy been effective in shaping Taiwan-China relations ? In what sense does the policy theoretically and practically modify the continuing contest over the separation of Taiwan and China ? Internationally, how has the "One Country Two Systems" formula been applied to solve the issues of Hongkong and Macao, as they have become important models for the future settlement of the Taiwan problem ? And how has the policy been conditioned by Washington-Beijing and Washington-Taibei relations ? Because these questions are closely interlinked, the study makes detailed review from international and intranational perspectives so as to disentangle the complexities of the Taiwan issue. Although the policy readjustment made in 1987 by the Taipei government in response to the PRC peaceful proposal signalled a crucial change on the route of China's national reunification and in relations between Taiwan and the mainland, the One Country Two Systems formula, as the study argues, has continued to fall short of providing an acceptable political solution of the Taiwan issue. Without their love and support in the past years, this research would not have been completed. 5 1 NTRODUCTION The reunification of Taiwan with mainland China is a complex issue in Chinese politics as well as in international relations. The issue not only has broad political, economic, strategic and moral ramifications for the People's Republic of China (PRC) and Taiwan, but it also contains crucial factors which potentially could destabilise the area of East Asia. Ever since the founding of the PRC in 1949, relations between Taiwan and mainland China have been hostile, as their rulers each vowed to annihilate the other side. All peaceful and, indeed, non-peaceful, efforts in the search for an acceptable and lasting solution which would allow the two communities to live in tranquillity, or provide a consensus in the international domain, have so far failed to produce results. However, the establishment of Sino-American diplomatic relations in early 1979 created a new situation in the Taiwan Straits area, enabling the Chinese Communists to present to their long-term enemy, the Nationalists, an ostensibly benign initiative for the reunification issue. In proposing a peaceful settlement of the question of China's reunification, the PRC relinquished the long-familiar cry of "liberating Taiwan by force" and adopted instead a new, sweet- sounding term "peaceful reunification of the motherland". The new initiative by mainland China for reunification with Taiwan was soon to be encapsulated in the formula "One Country Two Systems". Despite the principle that Socialist China should not accommodate within itself a centre of Capitalism, the urge for national unity has pushed the Communist Party of China (CPC) to make, what from its perspective,j/S a major concession on this point: that as long as Beijing's claim to sovereignty over Taiwan is acknowledged,the PRC will allow Taiwan to retain its existing political & economic system. So, by putting together the terms of One Country and Two Systems, the CPC is proclaiming its pledge that the two different systems - Socialism in mainland China and Capitalism in Taiwan (and in Hongkong & Macao) will be maintained for a certain period under the aegis of the PRC. This study examines the origins and development of the PRC's reunification policy towards Taiwan, focusing particularly on the years of 1979-8 7. Since the PRC's reunification policy is intri­ cately tied to other factors, such as political legitimacy(or the mandate for ruling China), Beijing's external

Hence, the collective memory is elevated to the standard of national myth and most often expressed in the master narrative. I may refer here to Michael Robinson’s observation that “the state constructs and maintains a ‘master narrative’ of nation which acts as an official ‘story of the nation’. This master narrative legitimates the existence of the state and nation internally; it is also projected externally, to legitimate a nations’ existence in the world community”.1 But in as much as memory is selective, so also is the state-sanctioned official narrative, and it has become commonplace that changes in the political order enhance and result in ideologically motivated re-writing of that history in spite of its claims at objectivity and truth. The study of the contemporary formation of Taiwan history and its historiography is no exception. In fact, the current activity in rewriting the history is compounded by an additional element, and one which is crucial to understanding the complexity of the issue. What makes Taiwanese historiography as a separate entity interesting, intriguing and complex is that the master-narrative is treated as a part of and embedded in Chinese history, and at the same time conditioned by the transition from a perceived to a real pressure from a larger nation, China, that lays claim on its territory, ethnicity, and past.

The second phase began with the withdrawal of the Chinese central government to inner China in late 1937, continued until the beginning of the European war in 1939, and concentrated on economic and political interests.

Abstract: For more than two decades, indigenous autonomy has been one of the main demands of Taiwan’s indigenous rights movement. Indigenous autonomy was incorporated into Chen Shui-bian’s campaign promises in 1999, and subsequently adopted as a policy goal in the 2000 DPP White Paper on Indigenous Policy. In 2005, the passage of the Basic Law on Indigenous Peoples made it seem as if this goal could soon be fulfilled. The Taroko Nation, recognized by the ROC in 2004, initially seemed poised to create Taiwan’s first indigenous autonomous region. Those goals, however, have been slowed down by the emergence of communities and individuals in their defined territory who refuse Taroko identity and have launched a competing drive for recognition as the Sediq Nation. Some Taroko people also resist the project of autonomy on the grounds that it merely empowers a small elite and does nothing to address their more immediate economic problems. These counter movements suggest that more is at stake in “autonomy” than indigenous rights. This paper thus looks at the creation of indigenous autonomy as part of an emerging civic society for an independent Taiwan.

    Imaginary War With China: Is The 1992 Consensus an Essential Element in Promoting Peace Across Taiwan Strait? Ching-Hsin Yu,* Ching-Hsing Wang,† and Dennis Lu-Chung Weng‡ Abstract This study aims to examine the relationship between individuals’ attitudes toward the 1992 consensus and their support for Taiwan in the name of the Republic of China (R.O.C) without declaring independence. Given President Tsai Ing-wen’s refusal to recognize the existence of the 1992 consensus that provides the basis for dialogue between Taiwan and China, there is a pressing need to understand the role of the 1992 consensus in Taiwanese people’s support for Taiwan under the R.O.C constitutional framework. By using data from the 2017 Taiwan National Security Survey, this study finds that people with higher levels of support for the 1992 consensus are more likely to support Taiwan in the name of the R.O.C without declaring independence. This implies that from the public’s perspective, the acknowledgement of the 1992 consensus is a required condition to maintain the status quo for Taiwan. Consequently, President Tsai and her administration might need to rethink about their policy of denying the existence of the 1992 consensus.     Taiwan in the Twentieth Century: An Introduction Richard Louis Edmonds and Steven M. Goldstein For much of the past half-century, Taiwan’s development has been inextricably tied to the drama of the Chinese civil war and the Cold War in Asia. Both the government on Taiwan and many of its supporters abroad have sought to link the island’s history with that of the mainland. The result has been partially to obscure the distinctive history of Taiwan and, with this, to ignore factors which have decisively shaped the development of the island. The bulk of the papers in this volume seek to contribute to the ongoing efforts of scholars in Taiwan and abroad to illuminate the early 20th-century portion of this history and to join it to discussions of the post-war evolution of the island. With the end of the Second World War, Taiwan was returned to China after 50 years as a Japanese colony. The Kuomintang-controlled Republic of China on the mainland took over the administration of Taiwan almost immediately, subjecting its citizens to a brutal, authoritarian rule. In 1949, after defeat on the mainland, Chiang Kai-shek brought the remnants of that government to Taiwan, where, claiming to be the legitimate govern- ment of all of China, he established a temporary national capital in the one province completely under its control.
