The Rise and Fall of the Taiwan independence Policy: Power Shift, Domestic Constraints, and Sovereignty Assertiveness (1988-2010) Abstract How to explain the rise and fall of the Taiwan independence policy? As the Taiwan Strait is still the only conceivable scenario where a major power war can break out and Taiwan's words and deeds can significantly affect the prospect of a cross-strait military conflict, ot answer this question is not just a scholarly inquiry. I define the aiwanT independence policy as internal political moves by the Taiwanese government to establish Taiwan as a separate and sovereign political entity on the world stage. Although two existing prevailing explanations--electoral politics and shifting identity--have some merits, they are inadequate to explain policy change over the past twenty years. Instead, I argue that there is strategic rationale for Taiwan to assert a separate sovereignty. Sovereignty assertions are attempts to substitute normative power--the international consensus on the sanctity of sovereignty--for a shortfall in military- economic-diplomatic assets. So when Taiwan's security environment becomes more perilous as a result of adverse power shift and domestic constraints hinder internal balancing efforts, Taiwan is more likely to resort to sovereignty assertions, while favorable power shift and enhanced domestic mobilizational capacity reduce the incentive to assert sovereignty. Using congruence procedure and process tracing and drawing a large amount of historical and qualitative data, I test my argument in five periods: the early Lee Teng-hui years (1988-1994), the late Lee Teng-hui years (1995-1999), Chen Shui-bian's early moderation (2000-2001), the Chen Shui-bian era (2002-2007), and the Ma Ying-jeou era (2008-2010). I find that my theory focusing on external and internal constraints offer a better explanation of the Taiwan independence policy. My findings suggest that balancing, as a survival and security strategy, can take a political face under certain circumstances, and international norms do matter in political leaders' strategic calculations. An important policy implication is that in contrast to the conventional understanding that Taiwan independence grows out of the Taiwanese soil, it actually has an overlooked external origin. I still remember the day in early March 2004 when he made an international call telling me about my being admitted to the political science doctoral program at Penn and how excited I was. The propaganda program fell four phases, the first beginning with the outbreak of the Sino-Japanese War in 1937 and directed at exposing Japanese atrocities. The second phase began with the withdrawal of the Chinese central government to inner China in late 1937, continued until the beginning of the European war in 1939, and concentrated on economic and political interests.

Abstract: For more than two decades, indigenous autonomy has been one of the main demands of Taiwan’s indigenous rights movement. Indigenous autonomy was incorporated into Chen Shui-bian’s campaign promises in 1999, and subsequently adopted as a policy goal in the 2000 DPP White Paper on Indigenous Policy. In 2005, the passage of the Basic Law on Indigenous Peoples made it seem as if this goal could soon be fulfilled. The Taroko Nation, recognized by the ROC in 2004, initially seemed poised to create Taiwan’s first indigenous autonomous region. Those goals, however, have been slowed down by the emergence of communities and individuals in their defined territory who refuse Taroko identity and have launched a competing drive for recognition as the Sediq Nation. Some Taroko people also resist the project of autonomy on the grounds that it merely empowers a small elite and does nothing to address their more immediate economic problems. These counter movements suggest that more is at stake in “autonomy” than indigenous rights. This paper thus looks at the creation of indigenous autonomy as part of an emerging civic society for an independent Taiwan.

The Nationalist Party first defined the Incident as a rebellion by pro-Japanese forces and communist saboteurs. As the enemy of the Nationalist Party in China’s Civil War (1946-1949), the Chinese Communist Party initially interpreted the Incident as a Taiwanese fight for political autonomy in the party’s wartime propaganda, and then reinterpreted the event as an anti-Nationalist uprising under its own leadership.

Baldwin and Douglas Nelson In most systematic work by economists on the political economy of trade pol- icy, the primary causal mechanism is the competing demands for different trade policies by various domestic pressure groups, who are motivated by eco- nomic self-interest. I The supply side is modeled quite simply. Politicians also pursue their economic self-interest by seeking to be reelected and, conse- quently, supply the trade policies desired by the group or groups who, by providing votes and campaign contributions, give them the best opportunity for being reelected. This framework has led to a substantial body of theoreti- cal and empirical work that has significantly improved our understanding of trade policy. This model does, however, mainly emphasize the “demand’ side since the demands of pressure groups are weighted to determine the equilibrium level of protection. In the typical political economy model of economists, the sup- plying of particular forms of trade policy by politicians, bureaucrats, and, more generally, the state, as part of their efforts to promote such collective goals as national security, is ruled out.

Those who sought refuge in Taiwan with the KMT came to be known as the “mainlanders” or “ waishengren .” This paper will provide an overview of the research on waishengren in the past few decades, outlining various approaches and highlighting specific political and social context that gave rise to these approaches. Finally, it will propose a new research agenda based on a perspective of migration studies and historical/sociological analysis. The new approach argues for the importance of both history and agency in the study of waishengren in Taiwan.
