Results showed that China's propaganda effortsconsisted of official and unofficial activities and activities directed toward overseas Chinese. The official activities were carried out by the Chinese News Service and its branch offices in various American cities under the direction of the Ministry of Information's International Department in Chungking. The unofficial activities Were carried out by both Chinese and Americans, including missionaries, business people, and newspaper reporters, and the activities ditected toward the overseas Chinese in the United States were undertaken for the purpose of collecting money and arousing patriotism. The propaganda program fell four phases, the first beginning with the outbreak of the Sino-Japanese War in 1937 and directed at exposing Japanese atrocities. The second phase began with the withdrawal of the Chinese central government to inner China in late 1937, continued until the beginning of the European war in 1939, and concentrated on economic and political interests. -

Qingjiang Kong* INTRODUCTION On December 11, 2001, China acceded to the World Trade Organization (WTO).1 Taiwan followed on January 1, 2002 as the "Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu."2 Accession of both China and Taiwan to the world trading body has triggered a fever of activities by Taiwanese businesses, but the governments on both sides of the Taiwan Strait have been slow to make policy adjustments. Abstract: For more than two decades, indigenous autonomy has been one of the main demands of Taiwan’s indigenous rights movement. Indigenous autonomy was incorporated into Chen Shui-bian’s campaign promises in 1999, and subsequently adopted as a policy goal in the 2000 DPP White Paper on Indigenous Policy. In 2005, the passage of the Basic Law on Indigenous Peoples made it seem as if this goal could soon be fulfilled. The Taroko Nation, recognized by the ROC in 2004, initially seemed poised to create Taiwan’s first indigenous autonomous region. Those goals, however, have been slowed down by the emergence of communities and individuals in their defined territory who refuse Taroko identity and have launched a competing drive for recognition as the Sediq Nation. Some Taroko people also resist the project of autonomy on the grounds that it merely empowers a small elite and does nothing to address their more immediate economic problems. These counter movements suggest that more is at stake in “autonomy” than indigenous rights. This paper thus looks at the creation of indigenous autonomy as part of an emerging civic society for an independent Taiwan. -

After an overview of the key issues in Taiwan’s environmental movement since the democratic transition of the mid-1980s, the second part focuses on labour NGOs, an original form of mobilisation pushing for reform of the compensation scheme for occupational hazards. This thesis argues tbat, under certain conditions, economic liberalization can strengthen the plitical position of consewative coalitions in transitional democracies. A large body of titerature on the effect of market-opening reforms and democratization posits that economic libedization, by generating social change, cceates new opportunicies for political refonn. This viewpoint, while not unchallenged, appears to be predorninant within academic circles. Through an empirical analysis of two case studies, Taiwan and South Korea, this study contributes a new perspective to the debate over the political effect of economic liberalization. The luialysis of these two countries focuses especially on the impact of market-opening refonn on the electoral- ideological area of pditical lik, an area (termed "political space" by this thesis) to which most existing literaîure seerns to attach only secondary importance (as it focuses ptimarily on institutional dynamics). Taiwan began its democratization process in 1987 with the lifting of marumarualIaw, while the fit rneasures to liberalize the island's economy were implernented in the 1980s. However, as economic and institutional cefonn progressed throughout the 1990s. conservative political elements (represented rnainly by the Kuominrang) have managed to mniatain their dominance over Taiwan's political space. -

The Nationalist Party first defined the Incident as a rebellion by pro-Japanese forces and communist saboteurs. As the enemy of the Nationalist Party in China’s Civil War (1946-1949), the Chinese Communist Party initially interpreted the Incident as a Taiwanese fight for political autonomy in the party’s wartime propaganda, and then reinterpreted the event as an anti-Nationalist uprising under its own leadership. -

Baldwin and Douglas Nelson In most systematic work by economists on the political economy of trade pol- icy, the primary causal mechanism is the competing demands for different trade policies by various domestic pressure groups, who are motivated by eco- nomic self-interest. I The supply side is modeled quite simply. Politicians also pursue their economic self-interest by seeking to be reelected and, conse- quently, supply the trade policies desired by the group or groups who, by providing votes and campaign contributions, give them the best opportunity for being reelected. This framework has led to a substantial body of theoreti- cal and empirical work that has significantly improved our understanding of trade policy. This model does, however, mainly emphasize the “demand’ side since the demands of pressure groups are weighted to determine the equilibrium level of protection. In the typical political economy model of economists, the sup- plying of particular forms of trade policy by politicians, bureaucrats, and, more generally, the state, as part of their efforts to promote such collective goals as national security, is ruled out. -

Those who sought refuge in Taiwan with the KMT came to be known as the “mainlanders” or “ waishengren .” This paper will provide an overview of the research on waishengren in the past few decades, outlining various approaches and highlighting specific political and social context that gave rise to these approaches. Finally, it will propose a new research agenda based on a perspective of migration studies and historical/sociological analysis. The new approach argues for the importance of both history and agency in the study of waishengren in Taiwan.
