EATS III Paris, 2006 Writing Taiwan History: Interpreting the Past in the Global Present Ann Heylen Research Unit on Taiwanese Culture and Literature, Ruhr University Bochum [email protected] Do not cite, work in progress Introduction Concurrent with nation building is the construction of a national history to assure national cohesion. Hence, the collective memory is elevated to the standard of national myth and most often expressed in the master narrative. I may refer here to Michael Robinson’s observation that “the state constructs and maintains a ‘master narrative’ of nation which acts as an official ‘story of the nation’. This master narrative legitimates the existence of the state and nation internally; it is also projected externally, to legitimate a nations’ existence in the world community”.1 But in as much as memory is selective, so also is the state-sanctioned official narrative, and it has become commonplace that changes in the political order enhance and result in ideologically motivated re-writing of that history in spite of its claims at objectivity and truth. The study of the contemporary formation of Taiwan history and its historiography is no exception. In fact, the current activity in rewriting the history is compounded by an additional element, and one which is crucial to understanding the complexity of the issue. What makes Taiwanese historiography as a separate entity interesting, intriguing and complex is that the master-narrative is treated as a part of and embedded in Chinese history, and at the same time conditioned by the transition from a perceived to a real pressure from a larger nation, China, that lays claim on its territory, ethnicity, and past. -

Becoming Taiwanese: Negotiating Language, Culture and Identity Ying-Chuan Chen Thesis Submitted to the Faculty of Graduate and Postdoctoral Studies in partial fulfillment of the requirements for a doctoral degree in Education Society, Culture, and Literacies Concentration Faculty of Education University of Ottawa © Ying-Chuan Chen, Ottawa, Canada, 2013 Abstract Between 1945 and 1987, as part of its efforts to impose a Chinese identity on native-born Taiwanese and to establish and maintain hegemony, Chiang Kai-shek‘s Kuomintang (KMT) government pursued a unilingual, Mandarin-only policy in education. This thesis studies the changing meaning of ―becoming Taiwanese‖ by examining the school experiences of four generations of Taiyu speakers who went to school during the Mandarin-only era: 1) those who also went to school under the Japanese; 2) those who went to school before 1949 when Taiwan was part of KMT-controlled China; 3) those who went to school during the 1950s at the height of the implementation of KMT rule; and, 4) those who went to school when Mandarin had become the dominant language. Two data types, interviews and public documents, are analyzed using two research methods, focus group interviews as the primary one, and document analysis as the secondary one. This research found that there is no direct relationship between how people negotiated language, hegemony and Taiwanese identity. First, as KMT hegemony became more secure, people‘s links to their home language became weaker, so their view of Taiwanese identity as defined by Taiyu changed. Second, as exposure to hegemonic forces deepened over time, people were less able to find cultural spaces that allowed escape from hegemonic influences, and this, along with other life-course factors such as occupation, had an impact on their contestations of language and identity. -

Taiwan in the Twentieth Century: An Introduction Richard Louis Edmonds and Steven M. Goldstein For much of the past half-century, Taiwan’s development has been inextricably tied to the drama of the Chinese civil war and the Cold War in Asia. Both the government on Taiwan and many of its supporters abroad have sought to link the island’s history with that of the mainland. The result has been partially to obscure the distinctive history of Taiwan and, with this, to ignore factors which have decisively shaped the development of the island. The bulk of the papers in this volume seek to contribute to the ongoing efforts of scholars in Taiwan and abroad to illuminate the early 20th-century portion of this history and to join it to discussions of the post-war evolution of the island. With the end of the Second World War, Taiwan was returned to China after 50 years as a Japanese colony. The Kuomintang-controlled Republic of China on the mainland took over the administration of Taiwan almost immediately, subjecting its citizens to a brutal, authoritarian rule. In 1949, after defeat on the mainland, Chiang Kai-shek brought the remnants of that government to Taiwan, where, claiming to be the legitimate govern- ment of all of China, he established a temporary national capital in the one province completely under its control. It seemed at the time that this hollow claim would be silenced by an imminent Communist invasion. The outbreak of the Korean War, how- ever, and fears of Chinese Communist expansion brought renewed econ- omic, military and diplomatic support from the United States of America. -

Bokeriya Svetlana Bokeriya ‒ PhD, Associate Professor, Department of Theory and History of International Relations, Peoples’ Friendship University of Russia; 10 MiklukhoMaklaya Str., Moscow, 117198, Russian Federation; Email: [email protected] Abstract This article studies the interconnection of global and regional security systems using the example of the interaction of the United Nations (UN) with the Collective Security Treaty Organization (CSTO) and the Shanghai Cooperation Organisation (SCO). According to the author, their activity is underestimated. These organizations appeared in the wake of the emergence of a pool of regional associations of countries that have become involved in security and peacekeeping activities. Both associations have a similar composition of members, were established after the collapse of the USSR, are observers in the UN, are engaged in security as one of their key activities, and have similar functions. The CSTO and the SCO prevented new conflicts from breaking out in the post-Soviet space by acting as stabilizing forces within the borders of their regions and the participating states. This study’s relevance is underscored first, by the special role that regional organizations play in building and operating a global security system; second, by the lack of existing research focused on the interaction of the UN with the CSTO and the SCO; and third, by the need to improve the collective mechanisms for responding to new security threats which become intertwined with existing challenges. -

New Challenges and Opportunities in the Taiwan Strait: Defining America’s Role By Thomas J. Christensen PREFACE Nations define their identities in many ways – through language, culture, political ideology, religion, ethnicity, and territory. When one or more of these elements becomes contested either between nations or within them, the potential for conflict and war arises. In the case of the People’s Republic of China (PRC) and the Republic of China (ROC) on Taiwan, all six of these elements are now to a greater or lesser degree being contested. The official view of the PRC is that Taiwan is part of a yet-to-be-defined “one China.” The ROC no longer claims to be the legitimate government of all of China; its official position is that it is a separate, independent state, reunification is only an option, and an option that could only be achieved should both sides of the Strait, as equals, come to a mutually satisfactory agreement. Adding to the complexity of what is known as cross-Strait relations is the deep involvement of the United States, which maintains close but “unofficial” ties with Taiwan and ever-expanding, official relations with the mainland, and whose policies and military support for Taiwan are designed to dissuade both parties from actions that would lead them to violent conflict. Developments of major historical significance have taken place in the PRC and the ROC since Truman first involved the United States by sending the Seventh Fleet to patrol the Taiwan Strait shortly after the outbreak of the Korean War. The two most relevant to current cross-Strait relations are the PRC’s “Reform and Opening” and its resulting economic growth, and the development of multi-party democracy in the ROC. -

Informal and Formal Institutions in Taiwan's Political Process Christian Göbel University of Heidelberg [email protected] Paper prepared for the Conference Group on Taiwan Studies at the APSA Annual Meeting 2001, San Francisco, August 30 - September 2 ABSTRACT Institutionalization plays an important role in democratic consolidation. This paper goes beyond constitutional reforms and takes a closer look at the institutions, both informal and formal, that have shaped and influenced Taiwan's political process since its successful democratic transition. It seeks to elucidate in a systematic way the role major informal networks have played, and in a second step examines their relationship with the formal institutional environment. Political representation in Taiwan is found to have been, to a great extent, based on informal institutions which undermine democracy. The relationship between these informal institutions and the formal institutions has been largely complementary, meaning that formal and informal institutions have reinforced each other. In cases where conflicts existed, the sanctions that the formal institution carried were either toothless, or their enforcement was lax. Seen in this light, Taiwan's process of democratic consolidation was largely stagnating until the changeover of power in May 2000. However, the new administration's "sweeping out black gold-" policies are a step in the right direction and might eventually serve to initiate further institutional reform. Introduction Much has been written about Taiwan's democratization process, and hardly anyone doubts that Taiwan became a democracy with its first direct presidential elections in March 1996. There is considerable argument, however, about the quality of Taiwan's democracy. -

From the 1950s to the 1980s, the Carmen De Lavallade-Alvin Ailey, José Limón, Paul Taylor, Martha Graham, and Alwin Nikolais dance companies toured to Taiwan under the auspices of the U.S. State Department. At the same time, Chinese American choreographers Al Chungliang Huang and Yen Lu Wong also visited Taiwan, teaching and presenting American modern dance. These visits served as diplomatic gestures between the members of the so-called Free World led by the U.S. Taiwanese audiences perceived American dance modernity through mixed interpretations under the Cold War rhetoric of freedom that the U.S. sold and disseminated through dance diplomacy. I explore the heterogeneous shaping forces from multiple engaging individuals and institutions that assemble this diplomatic history of dance, resulting in outcomes influencing dance histories of the U.S. and Taiwan for different ends. I argue that Taiwanese audiences interpreted American dance modernity as a means of embodiment to advocate for freedom and social change. -
