During the years the Nevy family was immigrating to the United States, naturalization (becoming an American citizen) was a two-step process. First, the immigrant had to file a declaration of intention, often called “first papers,” to become a citizen. Then, after a two to seven year period, the petition for naturalization could be filed and approved and the immigrant was granted citizenship upon taking the Oath of Allegiance. After 1941, a declaration of intention was no longer necessary. Compared to other ethnic groups, Italian immigrants had one of the lowest percentages of naturalization. However, the percentage of Italians filing the declaration of intention was one of the highest. 1

Declarations of Intention and Oaths of Allegiance for the Nevy family were found in the Cambria County courthouse in Ebensburg, Pennsylvania. (Vintondale, Colver and Cokeville are all located in that county.) Ralph Nevy’s naturalization record was found at the Allegany County Courthouse in Cumberland, Maryland. By law, his wife Erminia became a U.S. citizen upon his naturalization.

All documents reflect that members of the family, in their petitions and oaths, renounced forever all allegiance and fidelity to Victor Emmanuel III, King of Italy.
