STRATEGIC JOINT VENTURE

We were appointed by Hertfordshire County Council to assist with the selection of a Joint Venture development partner. The Council had identified a substantial portfolio of land and property surplus to their operational requirements. These are mainly residential-led, divided into an initial tranche of 12 sites, an additional 40 sites at various stages of planning and further sites including two urban extensions with the potential for 6,000 homes. In selecting the partner, the Council’s outcomes were to optimise capital returns, generate long term revenue streams, drive the pace of development and develop a quality brand.

The preferred partner was selected in early 2018.

RETAINED PROPERTY ADVISOR

We were appointed in 2014 by the County Council to act as their property adviser in relation to their property portfolio of over 800 assets. The firm’s role encompasses strategic advice in relation to the Council’s operational estate, investment advisory services, property and asset management advice in relation to assets under the Council’s ownership together with valuation, building surveying, landlord & tenant and acquisitions and disposal on the Council’s behalf.

There are a number of high profile town centre regeneration programmes on which we advise for the Council including the Waterside North scheme in central which is centred on the Grade II* Old County Hall.

SUSTAINABLE URBAN EXTENSION

We were instructed to advise on the sustainable urban extension of Milton Keynes. The project was to provide up to 1,855 dwellings, a primary school, a secondary school, a local centre, employment land, Grid Road Reserve, and substantial Green Infrastructure.

Situated on 144.46 hectares of agricultural land, the site is located in Aylesbury Vale District, but takes two points of access from the A421 in Milton Keynes.

Silverstone Park provides the perfect location for businesses to work within a dynamic and vibrant community at the heart of the Silverstone Technology Cluster.

We have recently been appointed by park developer MEPC, over other high calibre agents, as the local letting agent for the 130-acre estate.

ACOUSTIC IMPROVEMENT AND INTERNAL REFURBISHMENT

The interior of Worcester College Dining Hall was originally designed by Sir James Wyatt in around 1770, with panelling and redecoration taking place in 1885 and 1965 respectively. The College wanted to see if improvements could be made to the undesirable acoustics, and at the same time refurbish the interior of the beautiful Grade I listed building.

We undertook the project, demonstrating that with careful design and attention to detail, any historically important building can contain modern lighting, audio and safety equipment, as well as better acoustics. Thankfully we were also able to keep the exceptional interior design which the original architect had envisaged in the 18th century.

NEW STUDENT ACCOMMODATION

Somerville College has received planning permission for two new student accommodation buildings, which together will provide 110 rooms. Named the Catherine Hughes building and the Shaw Lefevre building, the new-builds will allow the College to bring all of their under-graduate accommodation within their demise.

We ran all aspects of the planning application, including the initial pre-application process, the local Oxford Design Review process and two public exhibitions. The work involved coordinating teams of architects, heritage consultants, transport consultants, landscape architects and ecologists.

PLANNING GRANTED FOR MAJOR INFRASTRUCTURE

Vale of White Horse District Council has now granted planning consent for two major infrastructure applications. Approval of the reserved matters applications will result in a further £10m of infrastructure investment at Kingsgrove by St. Modwen this year. These consents will unlock three key phases of residential development, all of which will comprise 336 more new homes.

Previously Carter Jonas negotiated a promotion agreement with Lands Improvement Holdings and then, acting as lead planning consultant, obtained outline planning permission for a mixed use scheme including 1,500 new homes.

ASSET PORTFOLIO VALUATIONS

We have been retained by Oxford City Council to provide asset valuations in respect of Operational and Investment Fund assets. The portfolios are equally balanced in terms of asset number, with in excess of 100 assets in each.

The Operational portfolio includes a wide range of assets, including the Town Hall. The Investment portfolio contains a mixture of office, retail, storage, student accommodation and agricultural buildings. It also includes The Oxford Covered Market, which began in 1772-4 and was rebuilt and enlarged in 1834-40. “Carter Jonas has been involved with the delivery of asset valuations for Oxford City Council over the last three years, covering both our investment and operational portfolios. ELY LEISURE VILLAGE

After being appointed by East Cambridgeshire District Council, we were tasked with identifying, interviewing and negotiating the appointment of a development partner to take forward the proposed scheme. Having successfully demonstrated their credentials, Turnstone Estates were appointed and retained us to provide market analysis, refine the proposed scheme and secure forward funding.

£15.7 million forward funding was secured from Standard Life Investments for the project, with our team subsequently leading on the marketing and disposal of the 47,000 sq ft development with disposals to various national brands including Cineworld, Chosen Bun, Arbuckles, McDonalds, Costa Coffee, Frankie & Benny’s, Hungry Horse and KFC.
