Pada tahun 2020, Direktorat Jenderal Perkeretaapian telah melakukan pembangunan jalur kereta api sepanjang 104,22 km’sp dan peningkatan/rehabilitasi/perawatan jalur kereta api sepanjang 607,79 km’sp. Pembangunan prasarana perkeretaapian yang dilaksanakan pada tahun 2020 meliputi Proyek Strategis Nasional (PSN), program prioritas Kementerian Perhubungan maupun program pembangunan lainnya, diantaranya sebagai berikut: 1. Pembangunan jalur kereta api lintas Besitang – Langsa segmen Besitang – Sei Liput sepanjang 35,4 km’sp dimulai tahun 2017 dan sampai dengan tahun 2020 mencapai progres fisik sebesar 98,41% serta ditargetkan selesai pada tahun 2021. 2. Pembangunan jalur kereta api lintas Rantauprapat - Kota Pinang segmen Rantauprapat – Pondok S5 sepanjang 33 km’sp dimulai tahun 2017 dan sampai dengan tahun 2020 mencapai progres fisik sebesar 100%. Pada tahun 2021 akan dilakukan pengujian jalur kereta api dan selanjutnya pengoperasian jalur kereta api pada segmen tersebut. 3. Peningkatan jalur kereta api lintas Medan – Binjai sepanjang 21 km’sp telah selesai dan beroperasi pada tahun 2020 dengan progres fisik 100%. 4. Peningkatan jalur kereta api lintas Araskabu – Tebing Tinggi – Siantar sepanjang 106 km’sp dimulai tahun 2019 dan sampai dengan tahun 2020 mencapai progres fisik sebesar 91,20% serta ditargetkan selesai pada tahun 2021. 5. Peningkatan jalur kereta api antara Padang – Pariaman sepanjang 53,5 km’sp dimulai tahun 2019 dan sampai dengan tahun 2020 mencapai progres fisik sebesar sebesar 75,13% serta ditargetkan selesai pada tahun 2022. 6. Peningkatan jalur kereta api lintas Lahat – Bungamas - Lubuklinggau sepanjang 115,29 km’sp terbagi dalam 2 segmen yaitu Lahat - Bungamas sepanjang 25,83 km’sp yang telah selesai 100% pada tahun 2020 dan segmen Bungamas – Lubuklinggau sepanjang 89,46 km’sp dengan progres fisik sebesar 42,57% pada tahun 2020 dan ditargetkan selesai pada tahun 2021. 7. Pembangunan Double – Double Track (DDT) Paket A antara Manggarai – Jatinegara terdiri dari tahap I (kontrak tahun jamak 2014-2021) dengan progres fisik RANGKUMAN EKSEKUTIF v 2020 | LAPORAN TAHUNAN DIREKTORAT JENDERAL PERKERETAAPIAN 97,95% dan tahap II (kontrak tahun jamak 2019-2022)dengan progres fisik sebesar 44,28%. Secara keseluruhan ditargetkan selesai pada tahun 2022. 8. Pembangunan Double – Double Track (DDT) Paket B meliputi pembangunan fasilitas perkeretaapian antara Bekasi – Cikarang dimulai tahun 2019 dan sampai tahun 2021 mencapai progres fisik 72,72% serta ditargetkan selesai pada tahun 2021. 9. Peningkatan jalur kereta api antara Rangkasbitung – Serang sepanjang 33 km’sp telah selesai pekerjaanya pada tahun 2020 dengan progres fisik mencapai 100%. 10. Peningkatan jalur kereta api antara Serang – Merak sepanjang 34 km’sp dimulai tahun 2020 dengan skema kontrak tahun jamak 2020 – 2021 dan progres fisik mencapai 0,24%. 11. Pembangunan jalur ganda kereta api lintas Bogor – Sukabumi segmen Bogor – Cicurug (kontrak tahun jamak 2019-2022) yang merupakan bagian dari pembangunan jalur ganda lintas Selatan Jawa terbagi atas 6 segmen yaitu Bogor/Paledang – Batutulis sepanjang 4,4 km’sp dengan progres fisik 34,28%, Batutulis – Ciomas sepanjang 4,9 km’sp dengan progress fisik 27,98%, Ciomas – Maseng sepanjang 4,8 km’sp dengan progress fisik 89,48%, Maseng – Cigombong sepanjang 5,5 km’sp dengan progress fisik 96,56% dan Cigombong - Cicurug sepanjang 7,5 km’sp dengan progress fisik 100%. Selain itu juga terdapat pekerjaan sistem persinyalan elektrik dengan progres fisik 77,05%. Keseluruhan pekerjaan segmen Bogor – Cicurug ditargetkan selesai pada tahun 2022. 12. Penggantian sistem persinyalan dan telekomunikasi lintas Bandung – Ciroyom dimulai tahun 2020 dengan progres fisik mencapai 20,68% dan ditargetkan selesai pada tahun 2021. 13. Pembangunan jalur ganda kereta api antara Kiaracondong – Cicalengka Tahap 1 Segmen Gedebage – Haurpugur sepanjang 6 km’sp dimulai pada tahun 2020 dengan target penyelesaian pada tahun 2022. Progress sampai dengan akhir tahun 2020 adalah sebesar 15,57%. 14. Pembangunan akses jalur kereta api menuju Bandara Yogyakarta International Airport (YIA) sepanjang 6 km’sp dimulai pada tahun 2019 dan sampai tahun 2020 mencapai progres fisik sebesar 83,84% serta ditargetkan selesai pada tahun 2021. 15. Pembangunan jalur ganda kereta api lintas Kroya - Kutoarjo sepanjang 76 km’sp. yang merupakan bagian dari pembangunan jalur ganda lintas Selatan Jawa dimulai tahun 2017 dan telah selesai serta beroperasi pada tahun 2020 dengan progress fisik 100%. vi RANGKUMAN EKSEKUTIF 2020 | LAPORAN TAHUNAN DIREKTORAT JENDERAL PERKERETAAPIAN 16. Elektrifikasi Jalur Kereta Api Lintas Yogyakarta – Solo dimulai pada tahun 2019 dengan rencana pengoperasian pada tahun 2021. Progress fisik pada tahun 2020 sebesar 91,24%. 17. Pembangunan jalur ganda kereta api lintas Jombang – Mojokerto sepanjang 24 km’sp dimulai tahun 2019 dan telah selesai serta beroperasi pada tahun 2020 dengan progres fisik 100%. 18. Peningkatan jalur kereta api segmen Bangil – Probolinggo sepanjang 35 km’sp dan Malang – Sumberpucung sepanjang 10 km’sp telah selesai serta beroperasi pada tahun 2020 dengan progres fisik 100%. 19. Pembangunan jalur kereta api Makassar – Parepare segmen Barru – Pangkep – Maros sepanjang 59 km’sp telah mulai konstruksi pada tahun 2018 dan sampai dengan tahun 2020 terdapat progress fisik untuk segmen Pangkep – Barru sebesar 67,56% dan Maros – Pangkep sebesar 48,02%. 20. Pembangunan MRT Jakarta North – South fase 2 sepanjang 11,8 km’sp dari Bundaran HI – Kota – Ancol Barat. MRT Jakarta Fase 2A segmen Bundaran HI - Harmoni – Kota sepanjang 5,8 km’sp sudah mulai dilaksanakan konstruksi pada bulan Juni 2020 yaitu paket CP 201 dengan progres sampai dengan Desember 2020 sebesar 9% (overall fase 2A sebesar 2%), sedangkan paket pekerjaan lainnya masih dalam proses lelang internasional. Untuk Fase 2B segmen Kota – Ancol Barat sepanjang 6 km’sp, saat ini reviu studi kelayakan dan penetapan lokasi dari Gubernur DKI Jakarta telah selesai, selanjutnya proses perijinan lingkungan. 21. Pembangunan prasarana LRT Jabodebek tahap I sepanjang 44,43 km’sp telah dimulai tahun 2015 dan sampai dengan tahun 2020 mencapai progress fisik sebesar 81,72% dengan rincian Cawang – Cibubur sebesar 98,98%, Cawang – Dukuh Atas sebesar 79,53%, Cawang-Bekasi Timur sebesar 89,48% dan Depo Jatimulya 35,46%. Adapun target operasi LRT Jabodebek tahap I adalah pada Juni tahun 2022. 22. Pembangunan kereta cepat lintas Jakarta – Bandung sepanjang 142,3 km’sp dimulai tahun 2015 dan pada tahun 2020 progres fisik mencapai 65,70%, sedangkan penyiapan lahan telah selesai sebesar 99,97%. Adapun target operasi kereta cepat Jakarta – Bandung tersebut adalah pada tahun 2022. Kegiatan strategis pembangunan sarana perkeretaapian tahun 2020 terdiri dari pengadaan sarana milik negara berupa revitalisasi Kereta Rel Listrik (KRL) KfW sebanyak 10 trainset (@4 unit) dengan rencana awal kontrak tahun jamak 2018-2020. Namun dengan adanya penghematan anggaran tahun 2020 dalam rangka percepatan penanganan pandemi COVID-19 maka penyelesaian revitalisasi diperpanjang sampai RANGKUMAN EKSEKUTIF vii 2020 | LAPORAN TAHUNAN DIREKTORAT JENDERAL PERKERETAAPIAN tahun 2021. Adapun sampai tahun 2020 progres telah selesai revitalisasi sebanyak 12 unit yang akan digunakan untuk KRL Yogyakarta – Solo dari target semula 40 unit Kereta Rel Listrik KfW, selanjutnya sisa penyelesaiannya direncanakan pada tahun 2021. Dalam rangka penyelenggaraan pelayanan kewajiban pelayanan umum/Public Service Obligation (PSO) berdasarkan Undang-Undang Nomor 23 Tahun 2007 tentang Perkeretaapian, Pemerintah melalui Direktorat Jenderal Perkeretaapian, memberikan penugasan kepada PT KAI (Persero) sebagai penyedia jasa angkutan kereta api ekonomi. Besaran Subsidi yang diberikan kepada pengguna jasa transportasi kereta api kelas ekonomi dihitung berdasarkan selisih tarif yang ditetapkan Pemerintah dengan besaran tarif yang dihitung penyelenggara sarana perkeretaapian dalam hal ini PT. KAI (Persero). Pada tahun 2020 realisasi jumlah penumpang PSO adalah sebesar 175.991.213 penumpang (mengalami penurunan 53,90% dibandingkan tahun 2019), serta realisasi anggaran PSO mencapai Rp2.519.15 miliar. Direktorat Jenderal Perkeretaapian juga melaksanakan penyelenggaraan angkutan kereta api perintis yang bertujuan untuk meningkatkan aksesibilitas masyarakat dan mendorong percepatan

The number of Asians living in megacities of over 10 million is forecast to double by 2025, according to the United Nations. Meanwhile, vehicle ownership is doubling every five years amid rising income, and sharply rising CO2 emissions are adding to air quality problems in Asia's largest cities. • Mass transit rail (MTR) systems have proven highly cost- effective transport solutions for Asia's megacities due to their high population densities.
