Tel: 01768 863900; [email protected]; https://abovederwentparishcouncil.wordpress.com/ Minutes of Above Derwent Parish Council held in Braithwaite Church Hall, Braithwaite on Wednesday 19 February 2020 at 7.00pm Present: Cllr Richard Kealey (Chairman) Councillors: Rachel Jones, Jonathan Hill, Karen Hind, Don Thoburn, John Cook, Joy Pemberton-Piggot & Kate O’Donovan Others Present: Forestry England x 3, United Utilities x 2, 3 members of public 153/20 Apologies Cllr Geoff Davies Cath Johnson (LDNPA) Alan Bowness (CCC) Carmel Bell (ABC) 154/20 Minutes of last Above Derwent Parish Council meeting The Chairman was authorised to sign, as a correct record, the minutes of the Parish Council Meeting held on 15th January 2020 155/20 Declarations of Interest/requests for dispensation Cllr Kate O’Donovan – 163/20 - 7/2020/2033 156/20 Exclusion of Press and Public (Public Bodies Admission to Meetings Act 1960) None 157/20 Public Participation Thomas Brown attended the meeting to discuss planning 7/2020/2033 to advise of the history to the planning application. Forestry England Kevin, Mark & Adrian attended the meeting to give an update about where FE are with their plans for the development of Whinlatter, the aspirations remain the same to ensure that Whinlatter is sustainable, resilient and of interest to visitors. The centre will evolve, with facilities being improved, along with the trails. There is a long term aspiration to ensure the above all continue, with a concept of a mountain centre being their future plans. Local land owners, transport consultants and LDNPA have all been contacted and the NPF needs to be met, the key issue is to reduce transport movements through Braithwaite and reduce car parking at Whinlatter. There will be no progress made on the Mountain Centre until the transport issue can be resolved. Community engagement and consultation is imperative to the project. A Parish Council workshop will be held as the beginning of their consultation plans. An online survey will happen in the near future. Due to purdah relating to the recent General Election the project has not moved forwards at the speed hoped. An exhibition at Whinlatter will take place at Whinlatter to advertise the proposals. United Utilities Ian and Georgia attended the meeting the discuss the water main which has reoccurring bursts. Funding has been secured. Works are planned to start on Monday 24th February, a letter drop will start tomorrow. Some parts of the pipe will be replaced, and some parts will be lined. The plan is that 80% will be completed by 31.03.2020. 158/20 National Trust Representatives No representative attended the meeting. The gorse bushes still need attention, as a matter of urgency Clerk 159/20 National Park Representatives Cath Johnson sent her apologies to the meeting and advised that (as of 11 February 2020): I am writing to inform you that the damaged bank along the footpath between Little Braithwaite and Stair (FP210023) has now become dangerous following recent storms and we have no alternative but to close the path. A temporary regulation Order (closure notice) will come into effect from tomorrow. We will be speaking with the landowner to see if we can create a diversion around the damaged section. Whilst we look for a solution, we will be clearing the gorse and vegetation from around the path at the Little Braithwaite end. There is also a build-up of trees washed downstream – we have notified Cumbria County Council and will also notify the Environment Agency. I will be organising a site visit with Parish Council’s to look at the route of the proposed Derwentwater Cycle Trail on my return from annual leave. 160/20 Ward Representatives To receive reports on issues relevant to the Parish 160.1 Cumbria County Councillor – Allan Bowness sent his apologies to the meeting. 160.2 Allerdale Borough Councillor – Carmel Bell sent his apologies to the meeting. 160.3 LDNPA – written report from Cllr. Geoff Davies, Parish member North distinctive area, sent His apologies to the meeting, the written report circulated prior to the meeting was noted. 161/20 Consultations/Projects requiring action or decision 161.1 Covered under item 157/20. It was agreed communications need to continue. The Clerk to write and thank for his Clerk/ service. It was agreed for DT to speak to MT. DT 161.4 Allerdale Borough Council Business Plan – No further action to take 161.5 Combe Beck, Thornthwaite – A build-up of timber, trees etc. is occurring about Seldom Seen, it was agreed for the clerk to contact Kevin May Forestry England to request that Clerk these are removed before flooding occurs. 161.6 The Community Camera was discussed as requested by Cllr Richard Kealey and it was Clerk agreed to contact the supplier and request that they address concerns that sometimes there are blank footage. 161.7 The AED Donation from Fred Whitton Challenge was discussed and it was agreed to accept Clerk the generous offer, the location to be confirmed. 161.8 United Utilities – Portinscale – the clerk advised no response has been received from the parishioner & JPP confirmed this. It was agreed to take no further action at this time. 161.9 Risk Assessments for Defibrillators – No further action to take 161.10 Speed issues – There were no updates. The Clerk to contact Cumbria Police for an update. Clerk 161.11 Climate Change working group – RJ to take lead on the working group. The plan is to look at a concise achievable list.
