DEVELOPMENT COOPERATION AND INSTITUTIONAL BRICOLAGE IN THE COTTON SECTOR IN BENIN SUMMARY This thesis is about the history of development encounters in the cotton sector in Benin. It presents a perspective that is centred on the long durée of the host context instead of the short-lived and specific experiences of each cotton project. I substantiate this change of perspective by addressing the following question: how has the cotton sector in Benin come to incorporate the institutional arrangements of development cooperation projects into enduring institutions? This thesis contends that development projects, although temporary and specific, are inserted into a historical continuum that has regularised development cooperation practices over time, and that is perpetuated by both implementers and hosts. Thus, while a project in isolation appears to be unable to change the wider structure and practices, successive processes of institutional bricolage with project components may. In the first three chapters, I describe the learning journey that led me to my research question and outline its relevance to contemporary debates on development. I go on to detail the conceptual framework and research methods. In the third chapter, I define the boundaries of my research, situating it in the history of Benin’s cotton sector since independence in 1960 until 2018. I identify the successive waves of development assistance projects taking place over this period. In chapters four to seven, I examine how development cooperation projects have shaped the structure and practices both of subsequent projects and of the cotton sector itself. The conclusion discusses and reviews my findings in light of my research question. It appears that institutional bricolage with projects’ institutional arrangements is a process shaped by power relations in which early experiences have particular weight. This research shows that the way projects work depends on their place in the historical trajectory of development cooperation in the host context. It thus contributes to our understanding of how projects work in a certain way and in a particular moment in time.     GIEWS Country Brief Benin Reference Date: 23-April-2020 FOOD SECURITY SNAPSHOT Planting of 2020 main season maize ongoing in south under normal moisture conditions Above-average 2019 cereal crop harvested Prices of coarse grains overall stable in March Pockets of food insecurity persist Start of 2020 cropping season in south follows timely onset of rains Following the timely onset of seasonal rains in the south, planting of yams was completed in March, while planting of the main season maize crop is ongoing and will be completed by the end of April. The harvest of yams is expected to start in July, while harvesting operations of maize will start in August. Planting of rice crops, to be harvested from August, is underway. The cumulative rainfall amounts since early March have been average to above average in most planted areas and supported the development of yams and maize crops, which are at sprouting, seedling and tillering stages. Weeding activities are normally taking place in most cropped areas. In the north, seasonal dry weather conditions are still prevailing and planting operations for millet and sorghum, to be harvested from October, are expected to begin in May-June with the onset of the rains. In April, despite the ongoing pastoral lean season, forage availability was overall satisfactory in the main grazing areas of the country. The seasonal movement of domestic livestock, returning from the south to the north, started in early March following the normal onset of the rains in the south. The animal health situation is generally good and stable, with just some localized outbreaks of seasonal diseases, including Trypanosomiasis and Contagious Bovine Peripneumonia.

The model includes factors that affect environmental efficiency. Greenhouse gas (GHG) was used as an indicator of undesirable output. Data were collected from 355 cotton producers (180 organics and 175 conventional) randomly selected in the cotton belt of Northern Benin. The results show that although organic cotton producers contribute less to GHG emission, they are environmentally inefficient compared to their conventional counterparts.

    Sanitation Marketing April 2011 At Scale Field Note Sanitation and Hygiene Series Experiences from Rural Benin Sanitation Marketing At Scale This field note presents the Benin story and its development of a successful national sanitation marketing program adapted to the rural African context. It provides valuable learning, lessons and innovations for other African countries seeking to develop rural sanitation marketing programs that stimulate household demand at scale and harness the potential and capacity of the local informal private sector market to supply products that respond to consumer needs. 1 Summary Map of Benin Sanitation marketing is a sustainable approach to household sanitation uptake at scale. While efforts in Africa to use marketing are underway in several countries, success stories have yet to be shared. In Benin, the Directorate for Hygiene and Basic Sanitation within the Ministry of Health has championed the development and operation of a highly innovative rural sanitation marketing programme. Within the first one-and-a-half years promotion cycle under national roll-out launched in 2005, the programme has resulted in a 10 percentage point increase in improved sanitation coverage from a baseline of 6.2% across 80,000 monitored households. Besides the one in ten households in enrolled communities that has completed construction, a further 2 to 3 out of every ten households is either planning or in the process of building an improved family latrine by accessing market-supplied materials and services. While already impressive these figures likely underestimate the full impact of this marketing intervention for reasons which are explained. This field note presents the Benin story and its development of a successful national sanitation marketing program adapted to the rural African context.

    ABSTRACT This dissertation examines the decision of private households to install a pit latrine in rural Benin, West Africa. A conceptual framework for understanding sanitation choices in developing countries is derived from behavioral and consumer choice theories. Cultural foundations of consumption and defecation-related beliefs and behavior are integral parts of this explanatory framework. Findings from a qualitative investigation of household behavior in rural Benin are synthesized to construct a schematic model of the decision to adopt a latrine. The model asserts that the key conditions for latrines to be chosen in rural Benin are the presence of at least one active drive or dissatisfaction from among the 11 found to motivate adoption (concerning prestige, well-being, and two particular situations), and the absence of constraints on adoption among 13 related to awareness, physical implementation, and psycho-social issues. Lifestyle and village environment influence the presence of drives. Latrine adoption and other data for 520 villages in the study area are analyzed in models of village-level adoption to test hypotheses from the qualitative work about the factors that arouse desires for latrines. Village-level conditions and characteristics that stimulate demand for improved sanitation are identified. Finally, data on the adoption behavior of 320 households are collected in a survey, analyzed, and used to develop regression and logit models of preference for latrines, stated intention to adopt, and observed choice to install a latrine. These models indicate that the most important motives for adoption are distance to open defecation and prestige, in particular a desire to express new experiences and a new lifestyle acquired outside the ii village.
