Özellikle son zamanlarda turizm konusunda çok ilgi çeken Tataristan’ın turizm potansiyeli ele alınarak, burada iç turizmin bölge ekonomisine, insanların sosyal yaşamlarına ve çevresel açıdan ne gibi pozitif ve negatif etkilere neden olabileceği araştırılmıştır. Çalışmada İç turizm alanında uzmanlaşmış seyahat acentelerinin iç turizme bakış açılarını inceleyip Tataristan’ın turizm potansiyeli incelenmiş ve bölgesel kalkınma için doğal ve kültürel kaynaklarının nasıl kullanılabileceği araştırılmıştır. Araştırmanın ana konusunu Tataristan'ın doğal özellikleri, iklimi ve tarihsel gelişimi, günümüz turizm arz ve talebi, geçmiş yılların da tecrübesi göz önünde bulundurularak iç turizmin bu bölgedeki potansiyelinin ölçülmesi oluşturmaktadır. İç turizm alanında uzmanlaşmış seyahat acentelerinin iç turizme bakış açılarını anlayabilmek için Tataristan'da Kazan, Naberejnıye Çelnı, Yelabuga ve Nijnekamsk şehirlerde anketler yapılmıştır. Son bölümde, yapılan anket çalışmasının sonuçları ile seyahat acentelerinin konuya ilişkin bakış açıları açıklanmaktadır. Tataristan Cumhuriyeti’ndeki turizm sektörünün güçlü ve zayıf yönleri ile fırsat ve tehditlerinin belirlenmesine yönelik SWOT analizi ve TOWS matrisi yapılmıştır. Bu analiz sonucunda elde edilen veri ve bilgiler ışığında iç turizmin gelişimi için önerilerde bulunulmuştur. Çalışma sonucunda, seyahat acentelerinin bölgede iç turizmin gelişimine olumlu baktıkları ve Tataristan'da turizmin gelişimi için gerekli olan yeterli turistik potansiyelin bulunduğu görülmektedir. Anahtar sözcükler: Turizm Potansiyeli, Turistik Donanımın Çeşitlendirmesi, Tataristan İç Turizmi, Turizme Yönelik Programlar, Tataristan. iii ABSTRACT In this thesis we studied the history of development and the actual condition of tourism in Tatarstan, the position of Tatarstan’s tourism within Russian tourism industry and focused on what can be done to improve the development of tourism. We investigated possible positive and negative impacts of the domestic tourism on the region’s economy, people’s social lives and environment, by considering the tourism potential of Tatarstan, which recently proved to attract a lot of attention of tourists. Furthermore, we examined the tourism potential of Tatarstan and analyzed in what way the natural and cultural resources can be used for the regional development. The main issue of this research is formed by the following: the natural resources of Tatarstan, its climate and historical development, recent tourism supply and demand, measurement of the tourism potential of the region based on past experiences. In order to understand the viewpoint on the domestic tourism of travel agencies, which have became experienced in domestic tourism, a survey was performed in the cities of Tatarstan: Kazan, Naberezhnye Chelny, Yelabuga and Nizhnekamsk. Results of the survey and the viewpoints of agencies are explained in the final part of the thesis. In order to determine the strengths, weaknesses, opportunities and threats of the tourism sector of Tatarstan we performed SWOT analysis and constructed TOWS matrix. Using the data and information obtained from the results of this analysis some suggestions for the tourism development are stated. At the end of this study it is seen that the travel agencies are looking positively on the development of the domestic tourism in the region and there is enough tourism potential which is needed for the tourism development in Tatarstan. Key words: Tourism Potential, Variety of the Tourism Product, Domestic Tourism in Tatarstan, Tourism-Oriented Programs, Tatarstan. iv ÖNSÖZ Dünyada turizme katılan kişilerin sayısı ve turizmden elde edilen uluslar arası gelir sürekli artış göstermektedir. Turizm endüstrisine yüksek yatırımlar yapılmakta, istihdam yaratıcı özelliği ve diğer sektörlerle entegre olabilmesi nedeniyle yakın gelecekte dünyanın en büyük endüstrilerinden biri olacağı öngörülmektedir. Turizm olgusu, önemli ölçülere ulaşan döviz geliri sağlama ve istihdam etkileri yanında, genel ülke imajına etkisi yoluyla, bu imajın ülke mallarına yansımasına neden olarak, dolaylı ekonomik etkilere de sahiptir. Turizm; döviz ve istihdam oluşturan özelliği ile ekonomik, insanların dinlenme ihtiyacını karşılayan ve farklı kültürleri bir araya getiren özelliği ile sosyo- kültürel, meydana getirdiği kaynak kullanım talepleri ile de çevreyi etkileyen önemli bir faaliyettir. Turizm sektörünün Rusya Federasyonu’ndaki durumunun analizi son yıllarda bu sektörün genel olarak dinamik bir şekilde ve devamlı olarak geliştiğini göstermektedir. Rusya turizm endüstrisinin gelişme dinamiğinde lider bölgelerinden biri Tataristan Cumhuriyeti’dir. Tataristan kültür turizminin yanı sıra, alternatif turizm (sağlık ve termal turizm, kış sporları dağ ve doğa turizmi, yürüyüş, kırsal ve eko turizm, kongre ve fuar turizmi, kruvaziyer ve yat turizmi, v.b.) gibi turizm türleri açısından da eşsiz imkânlara sahip bulunmaktadır. Bu çalışmada “turizmde uğrak bir yer olma” temeli ile Tataristan Cumhuriyeti’nde turizm nasıl geliştirilebileceği sorusu ele alınmıştır. Tataristan'ın bozulmamış doğası, nadir ve güçlü turizm potansiyeli, sürdürülebilir turizm ilkelerinin dikkate alındığı yatırımlar ve projelerle turizmin çeşitlendirilmesinde kullanılabilir. Araştırma sırasında özellikle Tataristan ile ilgili yazılı ve görsel kaynak, kitap, müze gibi verilerin eksikliği, konu ile ilgili çalışmaların yetersizliği bilgi v toplama sürecini zorlaştırmıştır. Ancak, Tataristan Kütüphane’de yapılan ön çalışmada ulaşılan kitaplarda, turizm sektörü ile ilgili periyodik yayınlarda ve internetten elde edilen bilgilerde tezin ana konusunu oluşumunda yararlanılmıştır. Hazırladığım bu çalışma ise bütünüyle istediğim gibi dört dörtlük olmamıştır. Yapabildiğimin en iyisini yapmaya gayret etmiş olup, çalışmamdaki eksikliklerin anlayışla karşılanmasını ümit etmekteyim. The first sites were found in the 1940s, and subsequent surveys, from the 1960s to the present day, have revealed many more. Broad-scale stratigraphic schemes have been published, but full documentation of the rich tetrapod faunas has not been presented before. The area of richest deposits covers some 900,000 km2 of territory between Samara on the River Volga in the NW, and Orenburg and Sakmara in the SW. Continental sedimentary deposits, consisting of mudstones, siltstones, sandstones, and conglomerates deposited by rivers flowing off the Ural Mountain chain, span much of the Lower and Middle Triassic (Induan, Olenekian, Anisian, Ladinian). The succession is divided into seven successive svitas, or assemblages: Kopanskaya (Induan), Staritskaya, Kzylsaiskaya, Gostevskaya, and Petropavlovskaya (all Olenekian), Donguz (Anisian), and Bukobay (Ladinian). This succession, comprising up to 3.5 km of fluvial and lacustrine sediments, documents major climatic changes. At the beginning of the Early Triassic, arid-zone facies were widely developed, aeolian, piedmont and proluvium. These were replaced by fluvial facies, with some features indicating aridity.

Antropova1 1 Kazan Federal University, Naberezhnye Chelny Institute (RUSSIAN FEDERATION) 2 Naberezhnye Chelny State Pedagogical University (RUSSIAN FEDERATION) Abstract In the rapidly changing realities of economic and socio-political relations, it is necessary to upgrade the skills of specialists continuously and sustainably, including pedagogical staff, because the educational system is the supplier of human resources for the renewing and modernizing sectors of the country's economy. Therefore, the priority task for the development of modern society is to increase the professional level of teachers. In many countries of the world, including Russia, there is a constant search for ways and methods of improving the skills of school teachers, representatives of educational management, university and college teachers. Russian Federation has accumulated a wealth of experience in this area. The system of teachers’ retraining, established in the Soviet period of educational practice of Russia, had a clear structure, goals determined by the state, forms and methods of organization of work. However, the system does not arise by itself. Its creation is preceded by certain social and pedagogical conditions, the origin of prerequisites, initial forms and methods of professional development. In the twentieth century the country of the USSR, being a multinational state had a sufficiently developed network of institutions that carried out continuous pedagogical education and retraining. In each region, including the Tatar Autonomous Soviet Socialist Republic, each teacher was obliged to improve his qualification every five years at least once a year.
